评估医疗卫生设施基本保障水平的规划研究方法

A Planning Method on Assessment of Basic Security of Medical Facilities

在公共服务设施配置方面,政府应保障居民都享有一定标准之上的基本公共服务,也就是“底线均等”和“基本保障”.因此,如何界定基本保障水平成为了关键问题.首先,基于交通区位测度模型,用一种定量化、标准化和综合性的分析方法,对上海市医疗卫生设施的区位进行现状评估.其次,利用人均指标评价设施的服务水平.最后,通过设定基本服务水平,判断医疗卫生设施服务能力有欠缺的地区,为研究设施配置规划方案提供依据.对公共服务设施配置均等化评价的方法进行了探索.

In the allocation of public service facilities,the governments should ensure that residents meet a certain standard of basic public services,which is ‘basic security’.Therefore,how to define the basic security has become a key.Based on traffic location accessibility measure model,this paper assesses the status quo of the location of medical facilities with a quantitative,standardizes and comprehensive method.Then,per capita index has been used to evaluate service level.By setting the basic service level,this paper find the areas of lack of medical services capacity,providing a basis for medical facilities planning.This study is an approach to the evaluation of equalization of public service facilities.
