Does Spatial Planning Work for S&T Innovation? A Case Study of Yangpu District in Shanghai

研究杨浦区相关规划对杨浦区科技创新企业空间分布情况的影响程度,从中分析空间规划对于科技创新的作用.基于杨浦区2011年、2014年统计年鉴中市级高新技术企业数据(以此作为科创企业数据的代表),分析描述2011-2014年间杨浦区高新技术企业空间分布格局以及空间变化趋势,对比杨浦区相关规划中涉及科技创新空间分布的内容,以此为依据判断相关规划的影响能力和实施效果,并为后续上海建设具有全球影响力的科技创新中心的相关规划编制提供参考.

The subject is aimed at studying the degree of effect produced by relevant planning of Yangpu District on spatial distribution of scientific and technological innovation enterprises in Yangpu District.Based on the data of high and new tech enterprises at city-level in Yangpu District's Statistical Yearbook 2011 and 2014 (taking that as the representative data of scientific and technological innovation enterprises),this subject analyzes and describes the spatial distribution and spatial variation tendency of scientific and technological innovation enterprises in Yangpu District in years between 2011 and 2014,comparing the contents of relevant planning of Yangpu District involving spatial distribution of scientific and technological innovation,based on which,this paper judges the influential capability and implementation effect of relevant planning,and provides referential information for Shanghai's preparation of relevant planning for building a scientific and technological innovation center with global influence later.
