After the decoupling of the US dollar from gold in 1971,US Treasuries replaced gold as the value benchmark of the international monetary system and acquired an exorbitant privilege.Subsequently,the total amount of US ... After the decoupling of the US dollar from gold in 1971,US Treasuries replaced gold as the value benchmark of the international monetary system and acquired an exorbitant privilege.Subsequently,the total amount of US debt exhibited an exponential expansion trend,unbound by any substantial constraints.The so-called debt ceiling is a partisan game rather than a rigid fiscal constraint on the United States.As long as there are no fundamental changes in the global monetary system,the international credit of US Treasuries will stay stable,and their trend of infinite expansion will be sustained.Massive quantitative easing policies have failed to significantly shake this stability,and the notion of global investors offloading US Treasuries is more an illusion than a fact.The exorbitant privilege of US Treasuries grants its federal government the“freedom to borrow,”shielding the American financial sector from due penalties during global financial crises and securing excessive returns in global capital cycles.In the old days when running“twin surpluses”on capital and current accounts,China kept the value of Renminbi low to support its export manufacturing sector along the southeast coast.As a result,China accumulated huge foreign exchange reserves,mainly US Treasuries.Nowadays,this practice is no longer necessary,yielding low returns and posing significant security risks. 展开更多

In recent years, with the intensification of major-country rivalry and the profound changes in the global geopolitical landscape, Southeast Asia has become a focal point for the world's major countries vying for influence. Since the inauguration of the Biden administration, which inherited its predecessor's “Indo–Pacific” strategy, the United States has spared no effort to woo Southeast Asian countries including Indonesia, pressuring them to take sides. Against such a backdrop, Indonesia has strengthened cooperation with the United States while enhancing relations with China. Based on its traditional “free and active” foreign policy, Indonesia insists on deepening ties with China in spite of pressure from the United States. Given the victory of Prabowo Subianto, currently Indonesian Defense Minister, in the 2024 presidential election, China and Indonesia are expected to maintain the momentum of their friendly cooperation, which will however face strong headwinds such as American interference, tensions in the South China Sea, and changes in Indonesian politics. 展开更多

In 2022,the United States stepped up its sanctions on Russia.Most notably,it restricted the flow of the Russian Central Bank's foreign exchange(forex)assets,using financial administrative power as a source of strategic leverage.This move should have reduced the appeal of US dollar assets but in reality has not accelerated as expected the decline of the greenback as a store of value.The US dollar's share of global forex reserves increased instead of decreased during 2022 and 2023.Despite the rise of economic costs caused by tightened US financial sanctions,countries that recognize the geopolitical role of the United States have further accepted the dollar's international status;their continued willingness to live with the dollar's“security premium”has given a fillip to the US dollar in the short term,boosting its appeal as a reserve currency.Meanwhile,de-dollarization of forex reserves has yet to reach a sufficient scale,thus falling short of significantly challenging the dollar's reign.From a longer-term perspective,as economic and security conditions shift,countries that accept the dollar's international role or seek de-dollarization may change their choices.As a result,four possible scenarios may arise:(i)the preeminence of the US dollar remains unthreatened;(ii)the international monetary system splits into blocs;(iii)the international monetary system fragments;and(iv)the dollar loses its throne.The author believes that the last scenario is the most likely outcome. 展开更多

This approach has several distinct features: it ref lects the trends of our times, is deeply rooted in China's national culture, and follows a people-centered, struggle-oriented, systematic, strategic, in novative, and practice-based approach. By upholding and developing a holistic approach to national security, the Central Committee of the Communist Party of China(CPC) has comprehensively strengthened the Party's absolute leadership over national security, reshaped the systems and mechanisms for national security across the board, and made brilliant achievements in national security work in the new era. Since the end of World War II,European migration narratives have undergone multiple turns.The shift toward securitization began around the 1980s and 1990s,aggravated by the rise of the extreme right,the disintegration of the bipolar world,the acceleration of globalization,the global war on terror,and the 2015 European refugee crisis.Although,given the current context of globalization and anti-terrorism efforts,the same phenomenon can be seen in many countries worldwide,the securitization of migration in Europe has distinct"European characteristics":(i)the debate has been particularly intense and controversial;(i)the actors involved are complex and diverse;and(ii)the issue of immigrants is closely related with the European Union's peripheral governance.Admittedly,securitizing migration has enabled Europe to adopt more assertive policies on the issue.This,however,cannot fully address its challenges.An effective response requires finding a middle way between different(or even opposing)political positions,relocating immigrants within Europe geographically,developing psychosocial mechanisms to reduce the risk of terrorist attacks,and implementing a multilateral approach to migration governance. 展开更多

Against the backdrop of the current international situation,which remains complex and fast-changing, Japan dances to America's tune, attempting to rebuild its industrial power featuring “strategic indispensability,” establish resource power based on the independent and stable supply of strategic materials, and construct normative power to influence or even dominate the international economic order. Such an approach closely echoes the current three strategic preferences of Japan:re-emergence as a global power has been Japan's long-held political aspiration, conservatism defines the country's way of thinking, and liberalization and openness reflect realistic needs. Japan relies excessively on conservative thinking, overemphasizes “small security,” and stresses “strategic autonomy.” However, the greater importance it places on security, the less secure it will become. Similarly, decoupling and supply chain disruption will only retard the development of Japan, pushing the country into the trap of Braess' s Paradox. The rise of the East, the decline of the West, and the advent of the Asian century are historical trends.Japan cannot achieve secure development in isolation from Asia and the East, much less from China. 展开更多

In the context of the whole-of-government strategic approach the United States(US)currently applies toward China,the Democratic and Republican parties have reached a consensus on“using Taiwan to contain China,”compromising the integrity of the one-China policy and seriously eroding the political foundations of China–US relations.However,considerable differences persist between the two parties regarding Taiwan policy.The Republicans,as represented by Donald Trump,have appeared more radical and more straightforward,whereas the incumbent Biden administration of the Democratic Party has shown significant duplicity.Democrats in the US Congress have introduced relatively fewer Taiwan-related bills than their Republican counterparts;by comparison,some Republican lawmakers have even introduced resolutions calling for resuming“diplomatic ties”with Taiwan.The Taiwan policy gap between the Democratic and Republican parties mirrors their differences on China policy:liberal think tanks advocate for“strategic ambiguity”on Taiwan,but conservatives back“strategic clarity.”And the gap also ref lects the shifting lobbying priorities of Taiwan's Democratic Progressive Party.Looking ahead to the upcoming decade,the Democratic and Republican par ties will continue to compete to“support Taiwan,”thus rendering the Taiwan question even more dangerous.After 2024,if Democrats remain in power,they may hasten the“internationalization”of the Taiwan question;otherwise,if Republicans return to the White House and both chambers of Congress,China and the US may find their relationship even more confrontational.Although the political situation in Taiwan will very unlikely have any fundamental impact on the Taiwan Strait,it will,to a certain extent,influence the intensity of China–US rivalry. 展开更多

The outbreak of the Ukraine crisis has accelerated the adjustment and power shifts of the European Union.Germany does not play the role model as it used to,its willingness and ability to make contributions have declined,and it has become a follower rather than a leader in the crisis response.The “Atlanticists” dominate the EU,and the “Europeanists” are weakened.Germany's all-round dependence on the United States has increased.France has lost traction on the EU,the German–French axis is absent,and the Central and Eastern European and Northern European countries are gaining momentum.Compared with other EU institutions and member states,the status and influence of the European Commission has been enhanced,leading the sanctions against Russia,participating more in the common security and defense policy,and contributing to the geo-politicization of EU economic policies.These changes will increase internal disputes within the EU,weaken the EU's international status and influence,and reduce the stability and predictability of the EU's China policy. 展开更多
