Using the data obtained from sample plots of Phyllostachys pubescens, the dynamic model of energy flow of Phyllostachys pubescens ecosystem was built in this paper.Based on the model,the analysis of energy flow was co...Using the data obtained from sample plots of Phyllostachys pubescens, the dynamic model of energy flow of Phyllostachys pubescens ecosystem was built in this paper.Based on the model,the analysis of energy flow was combined organically with the methods of economical threshold, the concept of economical threshold of energy flow of Phyllostachys pubescen ecosystem (EET) was put forward,and the effect of compensation and super compensation were discussed furthermore.The results showed that the economical threshold of energy flow of Phyllostachys pubescens ecosystem were: EET leaf =0.3133· x 3,EET branch =0.2440· x 1 (where x 1 and x 3 represent energy of leave and branches respectively) ;the effect of compensation and super compensation existed in Phyllostachys pubescens, and the compensation point and super compensation point of Phyllostachys pubescens were 31.33%,13.61% (expressed in defoliation rate)and 24.40%,11.94% (expressed in branch cut rate)respectively.Therefor,this paper will not only enrich the study of energy ecology in the Phyllostachys pubescens ecosystem,but also provide a scientific basis for the management of Phyllostachys pubescens.展开更多

Therefore watershed eco-compensation is becoming a question o...The ecological protection of the watersheds in China is being confronted with a lot of problems such as soil and water erosion, water pollution at present. Therefore watershed eco-compensation is becoming a question of common interest. Based on the analyses of the major problems and their origins in the watershed protection in China, the paper discusses the concerned policies including relative rules and laws, financial policies and water right transaction policies. Simultaneously the paper reviews the practices carried out in China, including the ecological construction project in the western China, the trans-provincial eco-compensation practice and the small watershed eco-compensation practice. According to the present situation of eco-compensation practices and the future policy requirement, this paper finally puts forward four key problems to be solved in the watershed eco-compensation of China in the future.展开更多

However, activities in a fast-growing economy significantly impact the supply and demand of these watershed services. To mitigate these impacts, the concept of payment for environmental and ecosystem services from water-sheds has emerged in global academic and policy circles. The governments and academic communities in China have increas-ingly described payments for ecological services from watersheds with the concept of watershed eco-compensation as it is urgent to protect watershed ecosystems. Watershed eco-compensation has proved to be one of the most economically effective means of solving environmental problems of watersheds to be adopted by the Chinese government. This paper presents an objective analysis of the Chinese market for watershed ecosystem services, including supply and demand for the services. It also summarizes Chinese policies on watershed eco-compensation, including relevant laws and regulations and fiscal policies. In addition, it presents a re-view of Chinese practices in watershed eco-compensation, in-cluding the analysis of an ecological construction project in West-ern China, inter-provincial watershed eco-compensation practices and plans, and payment for ecological services at the provincial and small watershed levels. Finally, it summarizes the key com-ponents of the process of payment in Chinese watershed eco-compensation. This discussion forms the basis of concluding suggestions for ecosystem services compensation and ecological protection in the large scale river basin.展开更多

In the past, therestoration of livelihoods in the event of involuntary resettlementhas been based purely on providing compensation to those who are displaced. Evidence has shown that compensation-based involuntary resettlement can not realize the objective of restoring and improving resettlers' living standard. With a view to improve this outcome, the concept of Resettlement with Development (RwD) was envisaged and is now generally heralded as the means to mitigate catastrophic failures of the past. However, few developing countries have included the concept of RwD into th, ational policies and China is one of them. The Chinese government has taken resettlement as an opportunity to help resettlers restore and improve their living standards and develop economy in reservoir areas by implementing RwD olicy including giving compensation and subsidies at early stage and offering production assistance at late stage, citing up reservoir construction fund, initiating partnership programs and preferential policy as well as enhanc infrastruture construction. The preliminary experience from the TGP resettlement has verified that the transformation from compensation-based resettlement to RwD is a right policy, choice. Meanwhile. because ofthe changing political environment and the complexity of involuntary resettlement there is still room for china to improve its RwD policy.展开更多
