Its internalmanagement system and operations were changed greatly, itseconomic benefits were vastly improved, its overall strength, statusand influence were improved significantly. All these results built asolid foundation for its further development. In the next 5 years,CNPC will be in a phase with very important developmentopportunities and changes to the system, the internal managementmode and operational strategy.To apply scientific development philosophy to developmentstrategy, reform path, structure adjustment and operation managementat CNPC, and to drive its overall harmonious development, CNPC’sDevelopment Research Department carried out in-depthinvestigations, research, discussions and communication. DuringMay 29 ̄30, the Development Research Department held a CNPCDevelopment Strategy Seminar. Attendees summarized andexchanged views on their experience with the corporate reform anddevelopment in the last 5 years, and put forward some constructiveadvice on the future development of CNPC. While governments are issuing the needed laws and guidelines and intensifying regulation, the two state-owned oil giants are going all out in advancing their strategies. Foreign capital makes significant inroads, private and the other state-owned enterprises also spare no efforts in entering the retail sector. Participants of the market and of investment are diversifying, and competition is shifting from PoP establishment to brand recognition, service and corporate culture. To better understand the development and competition of China’s oil product market, and to get prepared for the deregulation of the wholesale market of products by the end of 2006, this periodical invited several experts to an in-depth discussion. According to these experts, China’s product market is in a transition towards general deregulation, the policy advantage of leading enterprises in the industry will vanish gradually, giving way to market-based competitive factors. Nevertheless, drastic changes in the product market are unlikely to occur in such a short period. Also, according to the experts, deregulation of the product market will require further improvement of policies and alteration of government functions. Governments will shift from decision makers and direct managers to rule makers and market supervisors. Accordingly, supervision will change from the current direct management to indirect management, i.e., setting industry plan, rules of the game, improving technical standards and intensifying supervision. In a competitive environment featuring smaller and smaller differences in product quality, metering and price, the competitiveness of a producer depends on the following: scale of network, quality and market validity; efficiency of supply chain; operation model and cost; management and customer satisfaction; H.R. and added- value of the brand name. From May 23 to 24, 2006, our editoria...As one of its promises made for its accession to the WTO, China is expected to open up its oil wholesale market by the end of 2006, after it deregulated the retail market in 2004. From May 23 to 24, 2006, our editorial board, along with ARA, convened the international forum of "China’s Refined Oil Distribution and Retail Summit" in Beijing, with the support from the Business Reform Department under the Ministry of Commerce and the Energy Bureau of the NDRC. 150 delegates from big oil companies, research institutes, investment institutions, private enterprises and trades societies at home and abroad attended the forum. UK-based Global Energy Research Center chief economist Leo Drollas presented an introduction of the latest trends of development in the global oil products market. Market supervisors from BP, SK, India Oil Corporation and CNPC, along with veteran research personnel from Japan, France and China, shared with the delegates the experience of some countries in macro management over their deregulated oil products market and the operation strategies of some refined oil distributors, and exchanged their views on the issues related to the deregulation of the Chinese oil products wholesale market. While increasingly depending upon, and influencing, the global energy market, China brings huge market and business opportunities to the global energy and environmental industries. To facilitate international cooperation and to promote sustainable economic, energy and environmental development of China and other countries around the globe, is surfacing as a shared concern, both at home and abroad. The China Institute of International Studies and the UK-based Chatham House jointly presented the international symposium of "China’s energy needs and sustainable development: investing in the future", in Beijing, on September 5, 2005. Convened with great support from the Chinese Ministry of Foreign Affairs and the UK Foreign and Commonwealth Office, the symposium explored, from the decision-making perspective, such issues as the Chinese energy policies, and strategies for sustainable energy development, optimal energy use and distribution, and the international cooperation in new and renewable energies. More than 250 delegates attended the symposium, includingg overnmentalo fficials, representatives ofi nternational organizations, diplomatic envoys to China, noted domestic and foreign entrepreneurs, experts and scholars and the media.
