Europe is the geographical end and an indispensable part of the Belt and Road. Without meaningful interplay with Europe, "Belt and Road Initiative" will be a dead end. On the other hand, Sino-European cooperation on Belt and Road Initiative will naturally have global ramifications. The initiative is emblematic of China's second wave of Reform and Opening-up. Conditions prompting it lie within alterations in global economic geography, the intemational order, and the role of nation-states, changes that have made room for Sino-European cooperation. The Belt and Road Initiative is an open-ended project as is Sino-European cooperation. While the future of Sino-European cooperation on the initiative depends on China's rise as a "market," a "power" and a "civilization," global trends as well as adjustments inside Europe and the dynamics of Sino-European relations will have impact. It is difficult to find a counterpart to the initiative for it is not a free trade zone, a sphere of influence, a kind of regional integration, or a standard version of inter-regionalism.
