International law obligations for the disposal of Fukushima nuclear-contaminated water under the principles of nuclear safety

The disposal of contaminated water from Japan’s Fukushima nuclear power plant is a significant international nuclear safety issue with considerable cross-border implications.This matter requires compliance not only with the law of the sea but also with the principles of nuclear safety under international law.These principles serve as the overarching tenet of international and China’s domestic nuclear laws,applicable to nuclear facilities and activities.The principle of safety in nuclear activities is fully recognized in international and domestic laws,carrying broad legal binding force.Japan’s discharge of nuclear-contaminated water into the sea violates its obligations under the principle of safety in nuclear activities,including commitments to optimum protection,as low as reasonably practicable,and prevention.The Japanese government and the International Atomic Energy Agency(IAEA)have breached the obligation of optimum protection by restricting the scope of assessments,substituting core concepts,and shielding dissenting views.In the absence of clear radiation standards,they have acted unilaterally without fulfilling the obligation as low as reasonably practicable principle.The discharge of Fukushima nuclear-contaminated water poses an imminent and unpredictable risk to all countries worldwide,including Japanese residents.Japan and the IAEA should fulfill their obligations under international law regarding disposal,adhering to the principles of nuclear safety,including optimum protection,the obligation as low as reasonably practicable,and prevention through multilateral cooperation.Specifically,the obligation to provide optimum protection should be implemented by re-evaluating the most reliable disposal technologies and methods currently available and comprehensively assessing various options.The standard of the obligation as low as reasonably practicable requires that the minimization of negative impacts on human health,livelihoods,and the environment should not be subordinated to considerations of cutting costs and expenses.Multilateral cooperation should be promoted through the establishment of sound multilateral long-term monitoring mechanisms for the discharge of nuclear-contaminated water,notification and consultation obligations,and periodic assessments.These obligations under international law were fulfilled after the accidents at the Three Mile Island and Chernobyl nuclear power plants.The implications of the principles of nuclear safety align with the concept of building a community of shared future for nuclear safety advocated by China.In cases of violations of international law regarding the disposal of nuclear-contaminated water that jeopardize the concept of a community of a shared future for nuclear safety,China can also rely on its own strength to promote the implementation of due obligations through self-help.

NEW PRINCIPLES OF WORK AND ENERGY AS WELLAS POWER AND ENERGY RATE FORCONTINUUM FIELD THEORIES

New principles of work and energy as well as power and energy rate with cross terms for polar and nonlocal polar continuum field theories were presented and from them all corresponding equations of motion and boundary conditions as well as complete equations of energy and energy rate with the help of generalized Piola's theorems were naturally derived in all and without any additional requirement. Finally, some new balance laws of energy and energy rate for generalized continuum mechanics were established. The new principles of work and energy as well as power and energy rate with cross terms presented in this paper are believed to be new and they have corrected the incompleteness of all existing corresponding principles and laws without cross terms in literatures of generalized continuum field theories.

Proposal for a Reasonable Model of the Visual System： Principles of Clinical Neurosociology

This paper maintains that when photons enter the pupil and reach the Inner Limiting Membrane （ILM）, they are reflected onto a point or centroid of the vitreous body, which could be the lens, to be transmitted by the Muiller cells to the Retinal Pigment Epithelium （RPE） hexagonal cells, where an almost complete image is formed in each of them, overlapping with the adjacent images, to be carried subsequently by each of the ganglion cell axons to a place where the single image we are aware of is formed. This process calls for a high degree of control and coordination, which must be effected by the horizontal, amacrine, and interplexiform cells, gap junctions and the feedback provided from the V1 area to the Lateral Geniculate Nucleus （LGN）. But, as the ILM covers the optic disc but not the fovea, the latter must produce the blind spot and the rays reflected radially from the centroid must have the same centre as the Muller cells in order to be able to channel them to the RPE cells.

Applying“First Principles of Instruction”as a Design Theory of the EFL Classroom:Findings from an Empirical Study

How to benefit the learners learning English as a foreign language(EFL)from the aspect of instructional design aroused the concerns of many teachers and researchers.The main purpose of this study is to address the question of how teachers can design and implement EFL classroom that benefit the learners.Specifically,the“First Principles of Instruction,”advocated by Merrill(2002),was applied by the English teachers to conduct their day-to-day pedagogical practices.The corresponding effects of this theory in designing EFL classroom activities were reported in this study.Two research questions are formulated as follows:(1)Does the“First Principles of Instruction”benefit the EFL classroom designing in the aspect of student achievement?If yes,what is the effect?(2)How do the English teachers perceive the“First Principles of Instruction”to design EFL classroom?While observing the EFL classroom activities and interviewing the college English teachers,an empirical study was done to perceive how college English teachers could best apply these principles to design EFL classroom activities.

NEW PRINCIPLES OF POWER AND ENERGY RATE OF INCREMENTAL RATE TYPE FOR GENERALIZED CONTINUUM FIELD THEORIES

The aim of this paper is to establish new principles of power and energy rate of incremental type in generalized continuum mechanics BY combining new principles of virtual velocity and virtual angular velocity as well as of virtual stress anti virtual couple stress with c ross terms of incremental rate type a new principle of power anti energy rate of incremental rate type with cross terms for micropolar continuum field theories is presented and from it all corresponding equations of motion and boundary conditions as well as power and energy rate equations of incremental rate type for micropolar and nonlocal micropolar continua with the help of generalized Piola's theorems in all and without any additional requirement are derived. Complete results for micromorphic continua could be similarly derived. The derived results in the present paper are believed to be new. They could be used to establish corresponding finite element methods of incremental rate type for generalized continuum mechanics.

Empirical Evidence for a Descriptive Model of Principles of Information Security Course

The purpose of this study is to examine the nature and content of the rapidly evolving undergraduate Principles of Information/Cybersecurity course which has been attracting an ever-growing attention in the computing discipline, for the past decade. More specifically, it is to provide an impetus for the design of standardized principles of Information/Cybersecurity course. To achieve this, a survey of colleges and universities that offer the course was conducted. Several schools of engineering and business, in universities and colleges across several countries were surveyed to generate necessary data. Effort was made to direct the questionnaire only to Computer Information System (CIS), Computer Science (CS), Management Information System (MIS), Information System (IS) and other computer-related departments. The study instrument consisted of two main parts: one part addressed the institutional demographic information, while the other focused on the relevant elements of the course. There are sixty-two (62) questionnaire items covering areas such as demographics, perception of the course, course content and coverage, teaching preferences, method of delivery and course technology deployed, assigned textbooks and associated resources, learner support, course assessments, as well as the licensure-based certifications. Several themes emerged from the data analysis: (a) the principles course is an integral part of most cybersecurity programs;(b) majority of the courses examined, stress both strong technical and hands-on skills;(c) encourage vendor-neutral certifications as a course exit characteristic;and (d) an end-of-course class project, remains a standard requirement for successful course completion. Overall, the study makes it clear that cybersecurity is a multilateral discipline, and refuses to be confined by context and content. It is envisaged that the results of this study would turn out to be instructive for all practical purposes. We expect it to be one of the most definitive descriptive models of such a cardinal course, and help to guide and actually, shape the decisions of universities and academic programs focusing on information/cyber security in the updating and upgrading their curricula, most especially, the foundational principles course in light of new findings that are herein articulated.

Assessment of Nurses’ Knowledge in the Implementation of the Principles of Asepsis in the Hospital Environment

Introduction: Aseptic procedures are undertaken by nurses in the general ward. The lack of nurse’s aseptic techniques in clinical setting result to patients or healthcare expositions to hospital-acquired infections which are most of the time caused by lack of knowledge or ignorance of implementing the principles of aseptic technique. This study aims to assess nurses’ knowledge and the possible barriers in the implementation of the principles of asepsis in healthcare setting. Methods: A cross-sectional study design was used to assess the nurses’ knowledge and the possible barriers for implementing principles of asepsis in healthcare setting among. The study was carried out at Clinique Van Norm (CVN), a free Methodist Church related institution located in the north District of Bujumbura city in Burundi, from October to November, 2021 among nurses who work within three services of the clinic (Gynecology and Obstetrics, Pediatric and Operating room). A convenience sampling method was used to invite all nurses (44) working in the 3 services of CVN to participate in our study. A self-report method involving questionnaire completion with three components addressing demographic data, participants’ knowledge and barriers to implement the principles of asepsis was used to collect data which were later on analyzed by SPSS version 21. Results: Research findings show a significant participant’s poor knowledge on principles of asepsis in the hospital as for almost variables used to assess their knowledge, they scored less than 50% except for the time of using sterile gloves in which most of the participants (71.4%) said that they do use sterile gloves when indwelling urinary catheters, labor and delivery, newborn care, wound dressing or suturing, or any time handling aseptic equipment, inserting nasogastric feeding tube... In addition, participants argued that they know the principles of asepsis (57.1%), however, only 14.3% of them were able to list at least 5 of the principles of asepsis. Finally, all our participants (100%) confirmed that there are no infection control programs in their hospital, neither an infection control protocol in their service which was evident as none of them wasn’t familiar with the contents of infection control protocol. Financial constraints, workload, lack of materials and ignorance of nurses were the most barriers to implement principles of asepsis in their service. Conclusion: This study shows a poor knowledge among nurses at CVN regarding the implementation of the principles of asepsis. Financial constraints, workload, lack of materials and ignorance of nurses were the most barriers that hinder the implementation of principles of asepsis in their service. Continuing professional development program and curriculum revision were highly recommended to overcome this problem.

The Principles of Insulin Management of Type 2 Diabetes Mellitus

Insulin therapy is an integral part of the pharmacological management of Type 2 diabetes mellitus. Guidelines recommended insulin therapy for those patients with suboptimal glycaemic control despite optimal medical treatments. Studies show that insulin therapy with the human and regular insulins improve glycaemic control, reduce the chronic complications, and inevitably improve patient’s quality of life. The new analogue insulin has a better safety profile and efficacies, and has been shown to achieve better outcomes and patient’s acceptability compared with the human and regular insulins. The diabetic guidelines also recommend the intensity of insulin therapy in a personalised glycaemic control strategy based on the patient’s profiles and their preferences. However, the guidelines do not recommend any standardised approach to the principles of insulin initiation, titration, and monitoring. This review summarises the essential principles of insulin initiation, titration, and monitoring in Type 2 diabetes mellitus.

The trend of gradual changes in the models of developing nations and in the patterns of production and consumption is portrayed objectively, seeking to correlate with principles of environmental economics and green economy, since Cecil Pigou and Stuart Mill principles to recent researches as Kenneth Boulding, Herman Daly, Nicholas Georgescu-Rogen, Franz Capra, Ignacy Sachs, Edgar Morin, beyond others. The ability of the United Nations and governments to intervene in neoliberal logic aiming wider benefit to society and the reduction of the negative effects of market distortions, as striking on the global stage, represents a true redemption of the principles advocated by Cecil Pigou, at the beginning of the last century, both for the global economy and for their effects on environmental and social conflicts, social exclusion resulting from the current economic systems which are not necessary new strategies, principles, or economic formulas, but decision making to tackle the market with seriousness to promote equity, social justice and environmental sustainability, without sacrificing progress and development, as evident in the current discussion of social inclusion and the convergence of individual and collective interests, so far in the development model based on increasing production and consumption, yet with little environmental responsibility.
