Safety Impact of Average Speed Control in the UK

Technological development over the last 20 years has enabled the d... There is considerable safety potential in ensuring that motorists respect the speed limits. High speeds increase the number and severity of accidents. Technological development over the last 20 years has enabled the development of systems that allow automatic speed control. The first generation of automatic speed control was point-based, but in recent years a potentially more effective alternative automatic speed control method has been introduced. This method is based upon records of drivers’ average travel speed over selected sections of the road and is normally called average speed control or section control. This article discusses the different methods for automatic speed control and presents an evaluation of the safety effects of average speed control, documented through changes in speed levels and accidents before and after the implementation of average speed control at selected sites in the UK. The study demonstrates that the introduction of average speed control results in statistically significant and substantial reductions both in speed and in number of accidents. The evaluation indicates that average speed control has a higher safety effect than point-based automatic speed control. 展开更多

This paper aimed to investigate the correlation between carbon emissions,fuel consumption,and speed limit.A theoretical model was derived based on the energy conservation law,which expresses the relationship between vehicle's fuel consumption and speed.Subsequently,a total of 40 sets of fuel consumption data were collected through field tests to verify the accuracy of the theoretical model at different speeds and different road longitudinal slope combinations.The fuel consumption was then converted to carbon emissions according to the carbon emission factors specified by Intergovernmental Panel on Climate Change(IPCC).In the field experiment,two types of cars and trucks,which are most common on the expressways in China,were selected.Finally,the travel speed under different posted speed limits was obtained through the previously established model,and the carbon emission changes of different vehicle types at different limited speeds are calculated.The results show that the speed limit has a significant impact on fuel consumption and carbon emissions.When the speed limit increased from 80 to 120 km/h,average vehicle speeds increased about 21%-27%,and fuel consumption and carbon emissions increased from approximately 33%-38%.Another interesting result was that the vehicle's fuel consumption and carbon emissions are only affected by speed.The results of the study explore the effect of speed limits on carbon emissions and provide evidence for road managers to set reasonable speed limits. 展开更多

The incipient motion of sand particle from sand bed plays a very important role in the prediction of windblown sand.In this paper,we proposed a new method for predicting the incipient motion of sand particle based on wind speed fluctuation as follows,when the wind speed is larger than the critical wind speed,if the total impulse on sand particle is larger than the critical impulse,incipient motion of sand particle would take place,otherwise if not.Furthermore,from the analysis of entrainment in the rolling and lifting modes,we come to the following conclusion.When the average wind speed is smaller than the critical wind speed,if the average wind speed is used to judge the incipient motion of sand particle,one will underestimate the number of sand particles jumping from the bed,if the instantaneous wind speed is used to judge incipient motion of sand particle,one will overestimate the number of sand particles jumping from the bed;When the average wind speed is larger than the critical wind speed,either the average or the instantaneous wind speeds is used to judge the incipientmotion of sand particles,one will overestimate the number of sand particles jumping from the bed. 展开更多

The estimation of ship speed in ice ridge fields is important for both route planning and prediction of emergency response time.An analytical method for estimating ship motion in first-year ice ridge is developed based on ice resistance models and ship motion equations,in which the effect of ship speed on ridge resistance is taken into account.Two model tests in level ice and one model test in ice ridge for an icebreaking multipurpose vessel are used to validate and benchmark the presented method.The predicted results including level ice resistances,net thrust and ship motion in the ice ridge field are compared with the model test data.The comparisons show that the presented method can generate reasonable results.The effects of input parameters on ship speed,penetration depth and number of necessary rams to transit ridge have been studied.Based on the calibrated model,insights into the ice resistance and the ship motion are obtained.It is found that the energy consumption of the keel obtained by integral calculation of the keel resistance at the penetration distance is with the same magnitude as the result of the maximum keel resistance multiplied by the ridge length.In addition,the effect of ridge width and keel depth on keel resistance and average transit speed is investigated. 展开更多

So the expressway sp... The accurate estimation of expressway traffic state can provide decision-making for both travelers and traffic managers. The speed is one of the most representative parameter of the traffic state. So the expressway speed spatial distribution can be taken as the expressway traffic state equivalent. In this paper, an algorithm based on virtual speed sensors (VSS) is presented to estimate the expressway traffic state (the speed spatial distribution). To gain the spatial distribution of expressway traffic state, virtual speed sensors are defined between adjacent traffic flow sensors. Then, the speed data extracted from traffic flow sensors in time series are mapped to space series to design virtual speed sensors. Then the speed of virtual speed sensors can be calculated with the weight matrix which is related with the speed of virtual speed sensors and the speed data extracted from traffic flow sensors and the speed data extracted from traffic flow sensors in time series. Finally, the expressway traffic state (the speed spatial distribution) can be gained. The acquisition of average travel speed of the expressway is taken for application of this traffic state estimation algorithm. One typical expressway in Beijing is adopted for the experiment analysis. The results prove that this traffic state estimation approach based on VSS is feasible and can achieve a high accuracy. 展开更多
