Performance Evaluation System of Pig Supply Chain Based on Time-Space Perspective and Balanced Score Card(BSC)

The overall structure of live pig supply chain was constructed based on theoretical study and practical investigation, and the performance evaluation sys- tem for supply chain was studied from two perspectives of time and space and balanced score card （BSC）. From the space perspective and BSC, the performance evaluation system composed of four primary indicators （financial dimension, customer dimension, internal business dimension and innovation/learning perspective） and 26 secondary indicators. From the time perspective and BSC, the system could be divided into four stages, including formation stage, development stage, matu- rity stage and recession stage, with a total of 30 indicators.

Studies on TOP executive performance evaluation system of Chinese listed companies

According to the development status of Chinese listed companies, it is important to implement a stock option incentive plan for the top executives (TE) of the companies. It is necessary to establish a set of indices to evaluate a top executive’s performance and award performance-based stock options to them scientifically and reasonably. This thesis sets indices from the perspective of the top executive’s behaviour and results, which differs from the traditional methods performance evaluation.

Ventilator performance evaluation system based on virtual instruments

A virtual instrument system is proposed to test the performance parameters of local-ventilator installed under coal mines,which can do ventilator parameter acquisition automatically,as well as plot and analyze the ventilator performance curve.The whole system is designed using the virtual instrument technology combined with network technology based on Labview platform.Experimental results show that it can monitor and evaluate ventilator’s performance parameters automatically and efficiently,which provides critical information for ventilator safety under coal mine.

The Performance Evaluation System Transformation Based on Balanced Scorecard A Case Study of SEICO Company

Application of Balanced Scorecard （BSC） is not so successful in China in the past few years. This paper is to represent how the company Sichuan Ertan Industrial Corporation （SEICO）, design performance evaluation system to improve its efficiency and effectiveness and satisfy customers＇ needs with the help of BSC principles and methodology. It is found from this case study that the key steps to design performance evaluation system are to： （1） link strategy and performance measurements at company-level; （2） decompose them into all the members in all the units at all the levels of that company; and （3） tie them to an incentive plan. Those steps have not been detailed in publications by Kaplan and Norton.

Design of Human Resource Performance Evaluation System for Construction Enterprises

Based on job analysis for the permanent departments of construction enterprises, by combining KPI assessment method and 360-degree evaluation method, this article establishes a set of human resource performance evaluation indicator system; by determining indicators＇ weights and evaluators＇ grading weights through analytic hierarchy process （AHP）, offering a kind of dynamic computing method for performance evaluation, and tightly linking the evaluation result to employees＇ personal interests, this article builds up a set of scientific performance evaluation system. This article takes the engineering department of construction enterprises for example to explain the calculation and application of performance evaluation result. This article provides construction enterprises with a method reference for human resource performance evaluation.

Study on Performance Evaluation System of Chinese Public Service Enterprises

Based on characteristics analysis of performance evaluation for Chinese public service enterprises, to set up a new index system of performance evaluation by combining KPI index and BSC index. According to the complexity of the public service enterprises, to introduce Fuzzy Synthetic Evaluation Model, DEA Evaluation Model, and a dynamic evaluation model with characteristics of incentive （punishment）, and integrate the advantages for the performance evaluation system to provide technical support and make reasonable modification to the evaluation results.

Seismic performance evaluation of steel frame-steel plate shear walls system based on the capacity spectrum method

This paper presents some methods that the standard acceleration design response spectra derived from the present China code for seismic design of buildings are transformed into the seismic demand spectra, and that the base shear force-roof displacement curve of structure is converted to the capacity spectrum of an equivalent single-degree-of-freedom （SDOF） system. The capacity spectrum method （CSM） is programmed by means of MATLABT.0 computer language. A dual lateral force resisting system of 10-story steel frame-steel plate shear walls （SPSW） is designed according to the corresponding China design codes. The base shear force-roof displacement curve of structure subjected to the monotonic increasing lateral inverse triangular load is obtained by applying the equivalent strip model to stimulate SPSW and by using the finite element analysis software SAP2000 to make Pushover analysis. The seismic performance of this dual system subjected to three different conditions, i.e. the 8-intensity frequently occurred earthquake, fortification earthquake and seldom occurred earthquake, is evaluated by CSM program. The excessive safety of steel frame-SPSW system designed according to the present China design codes is pointed out and a new design method is suggested.

Cloud service performance evaluation： status, challenges, and opportunities - a survey from the system modeling perspective

With rapid advancement of Cloud computing and networking technologies, a wide spectrum of Cloud services have been developed by various providers and utilized by numerous organizations as indispensable ingredients of their information systems. Cloud service performance has a significant impact on performance of the future information infrastructure. Thorough evaluation on Cloud service performance is crucial and beneficial to both service providers and consumers; thus forming an active research area. Some key technologies for Cloud computing, such as virtualization and the Service-Oriented Architecture （SOA）, bring in special challenges to service performance evaluation. A tremendous amount of effort has been put by the research community to address these challenges and exciting progress has been made. Among the work on Cloud performance analysis, evaluation approaches developed with a system modeling perspective play an important role. However, related works have been reported in different sections of the literature; thus lacking a big picture that shows the latest status of this area. The objectives of this article is to present a survey that reflects the state of the art of Cloud service performance evaluation from the system modeling perspective. This articles also examines open issues and challenges to the surveyed evaluation approaches and identifies possible opportunities for future research in this important field.

Comprehensive review and performance evaluation of maximum power point tracking algorithms for photovoltaic system

A photovoltaic array is environmentally friendly and a source of unlimited energy generation.However,it is presently a costlier energy generation system than other non-renewable energy sources.The main reasons are seasonal variations and continuously changing weather conditions,which affect the amount of solar energy received by the solar panels.In addition,the non-linear characteristics of the voltage and current outputs along with the operating environment temperature and variation in the solar radiation decrease the energy conversion capability of the photovoltaic arrays.To address this problem,the global maxima of the PV arrays can be tracked using a maximum power point tracking algorithm(MPPT)and the operating point of the photovoltaic system can be forced to its optimum value.This technique increases the efficiency of the photovoltaic array and minimizes the cost of the system by reducing the number of solar modules required to obtain the desired power.However,the tracking algorithms are not equally effective in all areas of application.Therefore,selecting the correct MPPT is very critical.This paper presents a detailed review and comparison of the MPPT techniques for photovoltaic systems,with consideration of the following key parameters:photovoltaic array dependence,type of system(analog or digital),need for periodic tuning,convergence speed,complexity of the system,global maxima,implemented capacity,and sensed parameter(s).In addition,based on real meteorological data(irradiance and temperature at a site located in Addis Ababa,Ethiopia),a simulation is performed to evaluate the performance of tracking algorithms suitable for the application being studied.Finally,the study clearly validates the considerable energy saving achieved by using these algorithms.

Performance evaluation of the fixed relay in OFDMA systems

Performance of fixed relays in orthogonal frequency division multiple access （0FDMA） systems, especially the coverage and capacity performance at the cell edge, is evaluated in this paper. Two methods, theoretical analysis and calculation and Monte Carlo simulation, are used for the evaluations. By theoreti- cal analysis and calculation, frequency efficiency equation of a relay is introduced and numerical results are calculated. Monte Carlo simulation results also verify that the calculation method is reasonable. The evaluation shows that a relay can increase system performance to a certain level if it is designed appropriately, otherwise it will be harmful for the system performance, even to reduce it.

Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

A general evaluation system for optimal selection performance of radar clutter model

The optimal selection of radar clutter model is the premise of target detection,tracking,recognition,and cognitive waveform design in clutter background.Clutter characterization models are usually derived by mathematical simplification or empirical data fitting.However,the lack of standard model labels is a challenge in the optimal selection process.To solve this problem,a general three-level evaluation system for the model selection performance is proposed,including model selection accuracy index based on simulation data,fit goodness indexs based on the optimally selected model,and evaluation index based on the supporting performance to its third-party.The three-level evaluation system can more comprehensively and accurately describe the selection performance of the radar clutter model in different ways,and can be popularized and applied to the evaluation of other similar characterization model selection.

Establishing a Teacher Performance Evaluation System Geared to the Cultivation of Character:With a Reflection on New Public Management Theory

Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior.

MODEL-BASED PERFORMANCE EVALUATION APPROACH FOR MOBILE AGENT SYSTEMS

Claimed as the next generation programming paradigm, mobile agent technology has attracted extensive interests in recent years. However, up to now, limited research efforts have been devoted to the performance study of mobile agent system and most of these researches focus on agent behavior analysis resulting in that models are hard to apply to mobile agent systems. To bridge the gap, a new performance evaluation model derived from operation mechanisms of mobile agent platforms is proposed. Details are discussed for the design of companion simulation software, which can provide the system performance such as response time of platform to mobile agent. Further investigation is followed on the determination of model parameters. Finally comparison is made between the model-based simulation results and measurement-based real performance of mobile agent systems. The results show that the proposed model and designed software are effective in evaluating performance characteristics of mobile agent systems. The proposed approach can also be considered as the basis of performance analysis for large systems composed of multiple mobile agent platforms.

A procedural study of building up a performance evaluation indicator system of intellectual property protection

The intellectual property protection, whether judicial or administrative, is evaluated through a performance evaluation indicator system. To building up such a system, we must follow certain working procedures which usually consist of four steps： to determine the performance objectives, to design the structure of indicator system, to specify the indicators and to set up the weight of indicators. Each step plays a different role in performance evaluation indicator system and has its own impact on the realization of performance evaluation objectives respectively. So the scientifically building up a performance evaluation indicator system is the key to determine whether the intellectual property is protected well or not.

Modeling and performance evaluation of QoS-aware job scheduling of computational grids

To achieve high quality of service （QoS） on computational grids, the QoS-aware job scheduling is investigated for a hierarchical decentralized grid architecture that consists of multilevel schedulers. An integrated QoS-aware job dispatching policy is proposed, which correlates priorities of incoming jobs used for job selecting at the local scheduler of the grid node with the job dispatching policies at the global scheduler for computational grids. The stochastic high-level Petri net （SHLPN） model of a two-level hierarchy computational grid architecture is presented, and a model refinement is made to reduce the complexity of the model solution. A performance analysis technique based on the SHLPN is proposed to investigate the QoS-aware job scheduling policy. Numerical results show that the QoS-aware job dispatching policy outperforms the QoS-unaware job dispatching policy in balancing the high-priority jobs, and thus enables priority-based QoS.

Performance Evaluation of Public Bus Transportation by Using DEA Models and Shannon’s Entropy:An Example From a Company in a Large City of China

The purpose of this paper is to assess the operational efficiency of a public bus transportation via a case study from a company in a large city of China by using data envelopment analysis(DEA)model and Shannon’s entropy.This company operates 37 main routes on the backbone roads.Thus,it plays a significant role in public transportation in the city.According to bus industry norms,an efficiency evaluation index system is constructed from the perspective of both company operations and passenger demands.For passenger satisfaction,passenger waiting time and passenger-crowding degree are considered,and they are undesirable indicators.To describe such indicators,a superefficient DEA model is constructed.With this model,by using actual data,efficiency is evaluated for each bus route.Results show that the DEA model with Shannon’s entropy being combined achieves more reasonable results.Also,sensitivity analysis is presented.Therefore,the results are meaningful for the company to improve its operations and management.

TCP performance evaluation over AODV and DSDV in RW and SN mobility models

This paper presents evaluation and comparison of the TCP performance in different mobile scenarios generated by Random Waypoint (RW) and Social Network (SN) mobility models. To our knowledge, TCP performance in SN mobility is discussed for the first time. The impact of AODV and DSDV routing protocols on the TCP goodput, delay and drop rate per- formance is also discussed. Extensive simulation results and analysis showed that TCP has better performance over AODV than over DSDV and has more stable performance in SN mobility than in RW mobility. We suggest using more mobility models, in particular, such as SN, in the evaluations of the transport layer or routing layer protocols because the mobility patterns have impacts on the protocol performance.
