Purpose This study elucidates the rationale,implementation,values,and challenges of the Synergized Quality Improvement Program in Teacher Education(SQIPTE)—the first policy specifically dedicated to the development o...Purpose This study elucidates the rationale,implementation,values,and challenges of the Synergized Quality Improvement Program in Teacher Education(SQIPTE)—the first policy specifically dedicated to the development of teaching staff since the founding of the People's Republic of China.Design/Approach/Methods After introducing the primary structure and rationale of the SQIPTE,this study reviews the existing data and research to explain why the program focuses on local normal colleges and determine how it could be implemented more effectively.Findings In establishing group-based assistance under the principle of“1+M+N”(M≥N),the SQIPTE seeks to make normal colleges the primary force in the education of rural teachers and explores a collaborative operating mechanism to this end.Evidence suggests that this innovative program will provide new practical experience for the collaborative development and quality improvement of teachers.Originality/Value This study reviews the SQIPTE as a new Chinese intervention to improve the quality of rural teachers.There is strong evidence to suggest that this innovative program will inspire the construction of collaborative operating mechanisms incorporating multiple resources for teacher education systems across different areas.展开更多

This article supports the idea that changes to the course design should be made straightaway in response to the trainees' specific needs. The context for rural school teacher retraining at Novosibirsk State Technical University in Russia illustrates reasons for making immediate changes necessary as the course progressed, and reaction to them. It takes a closer look at the contributions of reflection to acti...This longitudinal study presents a full view of three rural high school EFL teachers' stories about learning to do action research through reflection. It takes a closer look at the contributions of reflection to action research, the challenges the teachers faced, and the changes they achieved. Over a 22-week semester, the three teachers engaged in a series of interrelated learning activities including journal writing, individual dialogues, group meetings and action research. The findings show that learning to do action research was a time-consuming and arduous task, and such difficukies arose when they identified research topics, formed research questions, collected data and wrote their reports. However, reflection through writing, talking and discussing pushed the process forward. The teachers' professional development was mainly reflected in the changes in teaching practices and beliefs. A revisit held seven years later confirms that teachers' ability to identify problems and to take action improved, but none of them tried to do further action research. For the teachers living in an unsupportive research context, integrating action research into teaching practices may not be a priority.展开更多
Rural teachers are a weak part of China’s teacher team.Over ten years,China has been continuously making up deficiencies in its policy,with the focus first on rural teachers,teachers of village schools and teaching s...Rural teachers are a weak part of China’s teacher team.Over ten years,China has been continuously making up deficiencies in its policy,with the focus first on rural teachers,teachers of village schools and teaching sites,then further on the rural teachers in the contiguous poverty-stricken areas,national-level poor counties,and finally on teachers of areas of extreme poverty like the“three regions”and“three prefectures.”The construction of the rural teacher policy system has been continuously strengthened by refining supplement,enhancing security,optimizing management,and improving quality,which has effectively helped with the problem of“teachers are unwilling to teach,to stay,or to teach well in rural areas,”and laid a solid foundation for improving the quality of rural teachers and narrowing the gap between urban and rural education.However,there are still deficiencies in the policies concerning rural teachers.Further investigation and monitoring are needed to consolidate the foundation for policy improvement research and reflect the rural point of view in policy making.展开更多

Policymakers in China have attempted to improve the quality of rural education by investing in teacher salaries through initiatives like the Rural Teachers Support Plan(RTSP).This study estimates the efects of teacher...Policymakers in China have attempted to improve the quality of rural education by investing in teacher salaries through initiatives like the Rural Teachers Support Plan(RTSP).This study estimates the efects of teacher salary increase on students'educational outcomes in rural China by utilizing the exogenous variations of rural teacher salaries induced by the RTSP.It employs an intensity-based difference-in-differences strategy and panel data from 2010 to 2018 with 3,351 rural children.The findings reveal that an increase in teacher salaries had a significant positive impact on students'examination results.Moreover the results of mechanism analysis indicate that salary increases could have both quality and quantity effects on students'outcomes by increasing the proportion of highly educated teachers and reducing the student-teacher ratio.Our findings contribute to the discussion on the importance of teacher salary incentives in education production functions and provide insights for other countries undertaking rural education reforms.展开更多
