Purpose:This article examines the Japanese teaching profession’s position on current school governance reforms in Japan and the difficulties teachers are facing as the reforms progress.Design/Approach/Methods:This article describes how a policy for developing teacher quality standards tends to suppress teacher independence while increasing the heteronomy of the teaching profession.The article discusses how Japan can meet its goal of ensuring“expertise in the teaching profession”by referring to the relationship between“professionalism”and“publicness”in the theories of occupational sociology.Findings:Expertise in the teaching profession is based on a mixture of academic and practical knowledge.The term“educational professionals”should be interpreted to include both“researchers”and“practitioners.”A sustainable governance mechanism for the Japanese teaching profession should be built on a four-way relationship among researchers,practitioners,citizens,and government administrators.Originality/Value:This study provides a critical review of a broad-reaching educational policy and proposes a new approach for restructuring the governance of the Japanese teaching profession.

Educational Innovation in Lying Flat Phenomenon-A Case Study of the Balinese Teaching Experience

Lying flat(Tang Ping)is a prevalent way of life in contemporary countries throughout the world.It is an avoidance behavior chosen by individuals in response to limited social resources and ongoing harsh social competition.Previous studies have demonstrated that the phenomena of“lying flat”has a major negative effect on student learning.In order to investigate the impact of educational innovation on the phenomenon of“lying flat”,we will observe students’learning behaviors under the traditional education model and innovative teaching methods in our Bali teaching practice to determine the causes of“lying flat”and the means to improve educational innovation.The study found that“lying flat”is caused not just by students’discontent with their level difference,but also by the conflict between external resources and internal pressure.In addition,educational reforms on three levels,including further stratified education,strengthening teacher education and promoting effective communication between students and teachers,and employing online resources to promote students’interest in learning,can ameliorate the phenomenon of pupils“lying flat”.This study contends that educational innovation can have a positive effect on the phenomena of“lying flat”.

Study Weariness of Vocational College Students and Reform of the Teaching Mode in Nursing Basic Technology Course

Objective: As part of an investigation and analysis of the study weariness of nursing vocational college students, the authors attempted to reform the teaching mode of a Nursing Basic Technolo-gy course to solve the problem of study weariness in vocational college students. Methods: The authors designed student questionnaires to investigate study weariness in 128 nurs-ing vocational college students. Results: Of the 128 students, 58 were tired of study, accounting for 45. 3%; 40 students often had weariness, accounting for 31. 3%; and 71 students had moderate or severe weariness, accounting for 55. 5%. Seventy-five students played on their mobile phone when they were tired of studying. Conclusions: The study weariness of vocational college students is a common phenomenon that has been developing rapidly. There are many factors that cause study weariness of professional college students. The students believe that the traditional teaching method is the main reason for study weariness. Reform of the teaching mode in a Nursing Basic Technology course effectively solved the learning problems of vocational college students. Teaching experiments for reform may have marked effects, and they are worthy of promoting.
