CIIS President Meets with UN General Assembly Co-Chairs of Intergovernmental Negotiations on Security Council Reform

On February 28,CIIS President Chen Bo,along with scholars in relevant fields,met with Co-chairs of the Intergovernmental Negotiations on the United Nations Security Council Reform of the 78th session of the UN General Assembly,Permanent Representative of Kuwait to the UN Tareq M.A.M.Albanai and Permanent Representative of Austria to the UN Alexander Marschik.

The Major Problems and the Governmental Role in Chinese Rural Land Transfer

On the basis of clarifying and defining rural land transfer, the necessity of rural land transfer is analyzed. Land transfer is the necessity in terms of promoting agricultural scale operation and improving production efficiency; proving opportunities for narrowing urban and rural gap; realizing rural surplus labor transfer and facilitating urbanization. Major problems in the existing rural land transfer are analyzed:unclear laws and regulations and rural land transfer lacks relevant legal protection;rural social security system is imperfect and can not solve farmers' worries after land transfer; farmers and local governments are restricted by traditional ideas and it is hard to carry out the land transfer policies; rural system construction is relatively backward and the rural land transfer market is immature. Countermeasures on the governmental behaviors in rural land transfer are put forward: stipulating relevant administrative laws and regulations and perfecting the political system of rural land transfer; perfecting rural social security system and solving farmers' worries after land transfer; changing the ideas and working style of local officials and leading farmers to form the scientific land transfer outlook;and vigorously promoting the construction of system and positively cultivating rural land transfer market.

Decision-Making in a Governmental Healthcare Organization by Analytic Hierarchy Process

This paper contains research on strategic decision-making in a local government. In a profit-oriented organization, the option that maximizes profits tends involve reaching an agreement between stakeholders. However, there is tendency for stakeholders to differ in their beliefs as to what is desirable particularly in a non-profit organization. In a local government, it is especially difficult for the interests of a stakeholder group to be completely in agreement. This research considers the use of the analytical hierarchy process （Saaty, 1971） as a solution for one of the difficulties of decision-making in a local government. This research is a case study to explore the strategy of a local Japanese healthcare management organization. The conclusion was drawn to decide which strategic option should be taken by using the analytical hierarchy process. Also, it was found what to work on a countermeasure that prevents the negative effects that are generated by selecting the strategic option.

Net Pension Liability Impact on School Districts after Incorporation of Governmental Accounting Standards Boards (GASB) Statement Number 68

This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial statements were picked on a random basis from the Electronic Municipal Market Access[1]database.EMMA is a research and data retrieval system of the Municipal Securities Rulemaking Board(MSRB).The MSRB provides resources to trade municipal bonds and access to the financial statements of entities selling these securities.The paper was developed as a result of the requirement by GASB to“recognize their long-term obligation for pension benefits as a liability for the first time,and to more comprehensively and comparably measure the annual costs of pension benefits”[2].The public schools in Pennsylvania incorporated GASB number 68 for the fiscal year ended June 30,2015 and restated the financial statements for the fiscal year ended June 30,2014.The effects of these restatements created a situation where most of these districts now show a negative fund balance caused by an increase of liabilities of over one hundred percent.Many of the decision makers are uncertain of the long-term changes that this recognition will have on the operations of the school district.Bond ratings have suffered because of the volatility and uncertainty causing negative effects on the balance sheet,increased current recognition of pension expenses,and a possible interest rate increase.All of these effects are illustrated in this paper.This is at a time where many people are questioning the performance of many of the school districts.

Arabic Sentiment Analysis of Users’ Opinions of Governmental Mobile Applications

Different types of pandemics that have appeared from time to time have changed many aspects of daily life.Some governments encourage their citizens to use certain applications to help control the spread of disease and to deliver other services during lockdown.The Saudi government has launched several mobile apps to control the pandemic and have made these apps available through Google Play and the app store.A huge number of reviews are written daily by users to express their opinions,which include significant information to improve these applications.The manual processing and extracting of information from users’reviews is an extremely difficult and time-consuming task.Therefore,the use of intelligent methods is necessary to analyse users’reviews and extract issues that can help in improving these apps.This research aims to support the efforts made by the Saudi government for its citizens and residents by analysing the opinions of people in Saudi Arabia that can be found as reviews on Google Play and the app store using sentiment analysis and machine learning methods.To the best of our knowledge,this is the first study to explore users’opinions about governmental apps in Saudi Arabia.The findings of this analysis will help government officers make the right decisions to improve the quality of the provided services and help application developers improve these applications by fixing potential issues that cannot be identified during application testing phases.A new dataset used for this research includes 8000 user reviews gathered from social media,Google Play and the app store.Different methods are applied to the dataset,and the results show that the k nearest neighbourhood(KNN)method generates the highest accuracy compared to other implemented methods.

Construction of Governmental Function Network Based on the Perspective of Problem of Farmers Who Lose Their Land

This paper illustrates three developmental stages of the functional transformation of western governments characterized by different extent of state involvement in economic activities.It investigates the functional role of nation-state in urbanization process in the context of western advanced economies with a particular focus on the laws and regulations,delineating the subjects,objectives,operational procedure,approval system,compensation standard and so on in relation to land expropriation.It also discusses the direction of the adjustment of state functions in China along three lines,including the transformation from political government to economic government,from direct management to indirect management and from comprehensive government to service-oriented and limited government.The paper probes into the roles that Chinese government should play in the urbanization process of land-lost peasants in terms of institutional innovation,optimal utilization of land compensation and related rules and regulations.Finally,it provides policy recommendations for the establishment of three-level state functional networks in order to address the challenge posed by amounting number of land-lost peasants.

Research of Mechanism on the Impact of Local Governmental Competition on Farmland Conversion

In the perspective of local governmental competition, the impact of local governmental competition on farmland conversion is analyzed in terms of political competition, factors competition and products competition, and the empirical analysis is conducted according to the provincial data from 2002 to 2007. The results show that the endowment of land resources correlates negatively with the scale of farmland conversion, and the population, the tendency of exceeding capital investment and the competition of research and development input correlate positively with the scale of farmland conversion. According to these research results, corresponding policies and countermeasures are put forward: we should overhaul the system of performance evaluation of local governmental officials; we should normalize the local governmental competitive behavior.

Housing Policies in Turkey： Evolution of TOKI （Governmental Mass Housing Administration） as an Urban Design Tool

With the mission of absorption of the capital through urban renovation, AKP （the Justice and Welfare Party） took over the metropolitan municipality administrations in big cities in 1995, and the Government of the Republic of Turkey in 2002. Together with the 2003 Mass Housing Act, 14 legal regulations were enacted between 2002 and 2008 to expand the field of activity and increase the funds of TOKI （Governmental Mass Housing Administration） which was already established during ANAP （the Motherland Party） Government in 1980s. As a result of those regulations, TOKI, as the ＂latest goddess of the construction myth＂, became the only authorized organization in the field of housing and land production in AKP＇s cities. It acquired new duties from generating profit-oriented projects to protecting historical texture, and it was authorized to make and approve zoning plans for the lands and plots handed over to TOKI of the last government （the Justice and Welfare Party） created as an investor-entrepreneur-contractor-performer group. This paper＇s aim is to indicate the transformation of TOKI foundation during the last twenty years, and also to prove that TOKI, as a governmental profit-oriented design tool, has demolished the unique DNA/morphological textures of the contemporary Turkish big cities by producing low profiled similar architecture and urbanity in the recent past.

The first Anti-Domestic Violence Law of the People's Republic of China came into effect on March 1, 2016, which filled the vacancy of anti-domestic violence law in the legal system of China. The anti-domestic violence law is aimed at preventing and avoiding domestic violence, protecting lawful rights and interests of family members, maintaining a peaceful, harmonious and civilized family relation and promoting family harmony and social stability. The process of implementing the anti-domestic violence law is not accomplished at one stroke;instead, it is a systematic engineering needing to be done with efforts from all directions. Study on Issues Concerning Regional Intergovernmental Cooperative Governance in Guangxi Beibu Gulf Economic Zone

Guangxi Beibu Gulf Economic Zone has taken the initiative to explore how to promote public administration of interregional local governments and achieved some success in recent years. However, there are still many problems as follows: the cooperation never goes deep;the cooperative governance is devoid of necessary system guarantee and information exchange and share platform. We analyse the status quo of cooperation in regional intergovernmental public administration as follows: it integrates the hierarchy power of government; it sponsors the forum for strengthening public administration and deepening cooperation in Beibu Gulf Economic Zone; it accelerates regional transportation system building; it sets up public administration institution; it quickens the pace of innovation of management and system in Beibu Gulf Economic Zone. Digital Public Relations in the Russian Governmental Communication： 2011-2012 Typology and General Situation

The paper deals with the development of digital public relations （PRs） in the Russian govemmental communications in the years of 2011-2012. Empirical study is based on the content-analysis of on-line public activities of Russian federal governmental bodies and regional governors in October-November, 2011. It has shown the coexistence of two basic models of governmental communication in the Russian Federation--old-fashioned bureaucratic and new interactive.

Understanding Risk Governance:Introducing Sociological Neoinstitutionalism and Foucauldian Governmentality for Further Theorizing

This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psychology,and sociology in the social sciences.In each discipline,the strengths and limitations of each theoretical approach are pointed out.The discussion focuses on sociology in particular because other approaches—in treating risks as dominantly technical,psychological,or economic phenomena—tend to downplay the broader historical and socio-political context that impinges on risk construction and production,and its differential impact across society.This exploration points out that institutions play an important role in creating,managing,and distributing risks in society.After highlighting the integrated risk governance framework as a nascent practice-oriented framework,the framework is examined theoretically using sociological neoinstitutionalism and Foucault’s concept of governmentality.The conclusion elaborates the challenges of using these two bodies of knowledge to study risk governance of extreme events.Although Foucault’s concept of governmentality corrects neoinstitutional theory’s ambivalence toward power,more work needs to be done in order to reconcile their divergent intellectual commitments.

Technical Improvement of Governmental Accounting in the Context of Public Crisis:Based on Event Accounting

The occurrence of public crisis would trigger the explosion of resource scarcity within limited space and time,which can result in chaos of public order and market failure.When crisis becomes serious,the government may dominate public crisis management,so as to perform its public accountability in the special situation.As one of the important means of relieving the government’s public accountability,governmental accounting should reflect and supervise the resource flow in the handling of public crisis.The application of traditional accounting of value approach may be faced with some difficulties under the crisis conditions,which can be solved by introducing the event accounting for partial improvement.According to the features of public crisis,governmental accounting should pay attention to changing features of the accounting objects,establish the integration pattern of accounting information based on events,trace and reflect the resource flow process under crisis,coordinatethe methods of handling government financial reports,and comprehensively apply all kinds of techniques to improve decision quality of government under crisis.

The Legal Basis of Delegation of Governmental Powers in a Changing Society

In modern states, the delegation of governmental powers is a common way of executing governmental authority. The delegation of administrative power is widespread under China＇s positive law, but there are problems with inconsistencies in the scope of the delegation, conflicts between delegation under different laws, etc. These problems originate in the weakness of Chinese legal theory on the subject, and especially in the lack of a dynamic interpretation of the historical background to such delegation, the absence of any scientifically constructed theoretical model of delegation, and the lack of effective regulations on delegation in the positive law system. The modern rule of law calls for reconstruction of the legal basis of such delegation against the background of social change. This requires clarifying the determinacy of the agents holding power, the relative division of powers, the overlapping nature of the agents to whom the powers apply, and the social character of the disposition of powers. Determination of the value orientation of system construction for the delegation of governmental powers should be based on limited transfer of governmental powers and functions, should be driven by the removal of obstacles to the exercise of governmental powers, should adopt a strategy of streamlining the execution of governmental powers and should aim at effectively integrating governmental powers.

Intergovernmental Vertical Fiscal Relations Reform and Grassroots-Level Government’s Finance Guarantee:Based on Quasi-Natural Experimental Analysis

Grassroots-level government’s financial capability is crucial to the performance of financial functions of the whole country.How to adjust the intergovernmental vertical fiscal relations in order to improve grassroots-level government’s finance situation is important for accelerating the establishment of a modern fiscal system.In recent years,Province-Directly-Governing-County(PGC)fiscal reform has been an important attempt to straighten out vertical fiscal relations between governments,and thus has made it possible for studying the effects of vertical fiscal relations reform on grassroots-level government’s finance based on quasi-natural experimental analysis.Therefore,this article empirically analyzes the PGC fiscal reform based on nationwide county-level data applying Propensity Score Matching with Difference-in-Difference Method(PSM-DID),in order to investigate the effect of the reform on county governments’disposable revenue and identify the influence path.The results indicate that PGC fiscal reform has a significant effect on promoting fiscal disposable revenue of county governments.Furthermore,we find that the reform increased upper-government transfer payment more than county-level own revenue,which manifests the reform increase county governments’fiscal disposable revenue by means of restraining prefecture-level cities’from grabbing county-level transfer.

First High Level China-France Forum on Local Governmental Cooperation

The First High Level China-France Forum on Local Governmental Cooperation sponsored by the CPAFFC, the China International Association of Friendship Cities and the Guiding Committee of the High Level China-France Forum on Local Governmental Cooperation was held by the Wuhan Municipal People’s Government in Wuhan from October 27 to 28, 2005. Over 600 delegates from the Chinese and French local governments attended the Forum. With the aim of seeking friend-
