Moreover, internationa...The literature on international students’ experiences frequently depicts them within a ‘deficient’ framework, highlighting their perceived lack of essential skills for managing their studies. Moreover, international students’ emotional experiences are often construed as personal and psychological attributes, with their emotions viewed as transient and pathological phases that they will eventually overcome to assimilate into the local context. However, there exists a dearth of literature investigating international students’ experiences from a sociological perspective, particularly concerning their emotional experiences within the broader social and political milieu. Utilizing a longitudinal research design to monitor 25 Chinese international postgraduates from multiple universities in London and Glasgow over the course of one year, this study illuminates the racialised, classed, and gendered dimensions of international students’ experiences in UK higher education through an exploration of their feelings of shame. Drawing on the research findings, it is evident that power relations operate insidiously and covertly to systematically frame international students’ experiences as personal or cultural ‘deficiency’. This process represents a form of misrecognition, which manifests in racialised, gendered, and classed feelings of shame, experienced at the personal level as insecurity, ‘stupidity’, exclusion, and self-doubt. While researchers have applied differe...Developing countries establishing international branch campuses (IBCs) is an emerging trend, and currently compromises 17% percent of the market in terms of the number of IBCs. While researchers have applied different social science perspectives to analyze cross-border higher education and IBCs, they usually emphasize developed countries as exporters and developing countries as importers of higher education. The phenomenon of developing countries as exporters of higher education has seldom been looked at so far in the research. This paper first describes the current development of IBCs, then illustrates what social science perspectives have been used on this topic, followed by how push-pull theory relates to developing countries being exporters of IBCs. The paper aims to combine E.S. Lee's push-pull theory and Gu's push-pull framework to analyze the push and pull factors in their advertisement and marketing claims when higher education institutions (HEIs) from developing countries plan to establish branch campuses in foreign countries. Soochow University in Laos is used as a case study. Furthermore, intermediate barriers and solutions are also identified in this case study. The main purpose is to present the flexible approach developed for monitoring the data quality of the European Tertiary Education Register(ETER) database, illustrating its functioning and highlighting the main challenges that still have to be faced in this domain.Design/methodology/approach: The proposed data quality methodology is based on two kinds of checks, one to assess the consistency of cross-sectional data and the other to evaluate the stability of multiannual data. This methodology has an operational and empirical orientation. This means that the proposed checks do not assume any theoretical distribution for the determination of the threshold parameters that identify potential outliers, inconsistencies, and errors in the data. Findings: We show that the proposed cross-sectional checks and multiannual checks are helpful to identify outliers, extreme observations and to detect ontological inconsistencies not described in the available meta-data. For this reason, they may be a useful complement to integrate the processing of the available information.Research limitations: The coverage of the study is limited to European Higher Education Institutions. The cross-sectional and multiannual checks are not yet completely integrated.Practical implications: The consideration of the quality of the available data and information is important to enhance data quality-aware empirical investigations, highlighting problems, and areas where to invest for improving the coverage and interoperability of data in future data collection initiatives.Originality/value: The data-driven quality checks proposed in this paper may be useful as a reference for building and monitoring the data quality of new databases or of existing databases available for other countries or systems characterized by high heterogeneity and complexity of the units of analysis without relying on pre-specified theoretical distributions.展开更多

However, the higher education system in various countries is uneven. It is of great significance to establish a general evaluation system for the development of global education. In this paper, 23 indicators are preliminarily selected from the education data of Universitas 21 and Global Statistical Yearbook. After the gray correlation analysis, 12 indicators were selected. On the one hand, principal component analysis is used to reduce the dimension of these 12 indicators in 50 countries, and the first four principal components with cumulative contribution rate of 99% are finally selected as the input parameters of BP neural network. On the other hand, 12 indicators are divided into four aspects as the standard of scheme decision-making. Finally, a higher education quality evaluation and decision-making model based on BP neural network and analytic hierarchy process are established. Then eight countries are selected to use the model to evaluate their current higher education quality. Based on the input and evaluation results of the four aspects of higher education in various countries, the analytic hierarchy process is used to make program decision, and several improvement suggestions are put forward for the current education policies of various countries.展开更多

The policy of cost-sharing by in- dividuals was tried out in many countries. However, empirical studies have shown that the policy has, to a certain de- gree, negative effects for the poor in accepting higher education costs. This paper points out it is the mismatch between tuition fees and the ability to pay that causes the problem. Using two dimensions of group and time to pay, a mode sys- tem, including seven modes for the individual to share the cost of higher education, was constructed. It is suggested that only three modes of pay-immediately have been carried out in China and they all have same shortcomings. To try new modes and exercise different modes synthetically will be meaningful for solving the questions that exist in the current policy.展开更多

文摘The intelligent security system is a series of systems that use modern information technology means such as artificial intelligence, cloud computing, big data, face recognition to carry out comprehensive monitoring, early warning, prevention and control, disposal, etc, for security protection. It is the development trend of security system in the future, and it is also the basis for open sharing between higher education parks and universities. By using content analysis, unstructured interviews and other research methods, this paper deeply studies the feasibility and basic ideas of the construction of intelligent security system in Shahe Higher Education Park, and forms basic experience and typical practices through the project construction, which further promotes the more intelligent, standardized and scientific safety management in colleges and universities. It really provides an important theoretical basis and practical guidance for the opening and sharing between higher education parks and universities.

文摘At present, there are certain motivations and corresponding bases to further strengthen the provincial higher education in China. The proposal of the strategy to "Give priority to the development of education and construct the power with human resources" and the strategy of the "balanced development of education" is the political motivation. The people's demand for the high-quality higher educational resources is the cultural driving force, and the enhancement of the international competitiveness of China is internationalized motivation. The provincial economic strength is growing, and the ability of the government's financial input in the higher education is gradually increased, which laid a solid economic foundation for it. The higher education in various provinces is developing from the elite education to the mass stage and to the popularization stage, which is the scale basis. The two-level management of the central and the local governments, the division of labor with individual responsibilities, and the formation of the administrative systems of the higher education dominated by the overall planning of the provincial government under the guidance of the national policies are the institutional bases.
文摘Developing countries establishing international branch campuses (IBCs) is an emerging trend, and currently compromises 17% percent of the market in terms of the number of IBCs. While researchers have applied different social science perspectives to analyze cross-border higher education and IBCs, they usually emphasize developed countries as exporters and developing countries as importers of higher education. The phenomenon of developing countries as exporters of higher education has seldom been looked at so far in the research. This paper first describes the current development of IBCs, then illustrates what social science perspectives have been used on this topic, followed by how push-pull theory relates to developing countries being exporters of IBCs. The paper aims to combine E.S. Lee's push-pull theory and Gu's push-pull framework to analyze the push and pull factors in their advertisement and marketing claims when higher education institutions (HEIs) from developing countries plan to establish branch campuses in foreign countries. Soochow University in Laos is used as a case study. Furthermore, intermediate barriers and solutions are also identified in this case study. However, this case study has its own uniqueness and only serves heuristic for future research.

文摘Purpose: This paper relates the definition of data quality procedures for knowledge organizations such as Higher Education Institutions. The main purpose is to present the flexible approach developed for monitoring the data quality of the European Tertiary Education Register(ETER) database, illustrating its functioning and highlighting the main challenges that still have to be faced in this domain.Design/methodology/approach: The proposed data quality methodology is based on two kinds of checks, one to assess the consistency of cross-sectional data and the other to evaluate the stability of multiannual data. This methodology has an operational and empirical orientation. This means that the proposed checks do not assume any theoretical distribution for the determination of the threshold parameters that identify potential outliers, inconsistencies, and errors in the data. Findings: We show that the proposed cross-sectional checks and multiannual checks are helpful to identify outliers, extreme observations and to detect ontological inconsistencies not described in the available meta-data. For this reason, they may be a useful complement to integrate the processing of the available information.Research limitations: The coverage of the study is limited to European Higher Education Institutions. The cross-sectional and multiannual checks are not yet completely integrated.Practical implications: The consideration of the quality of the available data and information is important to enhance data quality-aware empirical investigations, highlighting problems, and areas where to invest for improving the coverage and interoperability of data in future data collection initiatives.Originality/value: The data-driven quality checks proposed in this paper may be useful as a reference for building and monitoring the data quality of new databases or of existing databases available for other countries or systems characterized by high heterogeneity and complexity of the units of analysis without relying on pre-specified theoretical distributions.
文摘Having a universal, fair, democratic and practical higher education system plays a particularly important role in the future development of the country. However, the higher education system in various countries is uneven. It is of great significance to establish a general evaluation system for the development of global education. In this paper, 23 indicators are preliminarily selected from the education data of Universitas 21 and Global Statistical Yearbook. After the gray correlation analysis, 12 indicators were selected. On the one hand, principal component analysis is used to reduce the dimension of these 12 indicators in 50 countries, and the first four principal components with cumulative contribution rate of 99% are finally selected as the input parameters of BP neural network. On the other hand, 12 indicators are divided into four aspects as the standard of scheme decision-making. Finally, a higher education quality evaluation and decision-making model based on BP neural network and analytic hierarchy process are established. Then eight countries are selected to use the model to evaluate their current higher education quality. Based on the input and evaluation results of the four aspects of higher education in various countries, the analytic hierarchy process is used to make program decision, and several improvement suggestions are put forward for the current education policies of various countries.
文摘In recent years, financial crises of higher education have become universal. The policy of cost-sharing by in- dividuals was tried out in many countries. However, empirical studies have shown that the policy has, to a certain de- gree, negative effects for the poor in accepting higher education costs. This paper points out it is the mismatch between tuition fees and the ability to pay that causes the problem. Using two dimensions of group and time to pay, a mode sys- tem, including seven modes for the individual to share the cost of higher education, was constructed. It is suggested that only three modes of pay-immediately have been carried out in China and they all have same shortcomings. To try new modes and exercise different modes synthetically will be meaningful for solving the questions that exist in the current policy.
文摘Higher education institutions have an essential role in sustainability.They are key agents in the education of future leaders that will contribute to the successful United Nations Sustainable Development Goals(SDGs)imple-mentation.The geography of SDGs this implementation is very heterogeneous,but it is clear that higher education institutions contribute decisively to creating a mindset that facilitates the dissemination of SDGs principle.This perspective paper analyses the impacts of higher education on sustainability and the challenges and barriers as-sociated with this process.Higher education contributes decisively to the SDGs implementation,but especially to Goal 1(end poverty in all its forms everywhere),Goal 3(ensure healthy lives and promote well-being for all at all ages),Goal 5(gender equality),Goal 8(decent work and economic growth),Goal 12(responsible consumption and production),Goal 13(climate change)and Goal 16(peace,justice and strong institutions).As a transfor-mational agent,the higher education sector has a tremendous impact on students’habit and contribution to a prosperous society.However,to establish the required change in education,sustainability principles need to be at the heart of higher institutions strategy(e.g.,curricula,modus operandi)and is key to be incorporated in the organisational culture.Only by leading by example,the external influence in the society will be possible(e.g.,implementing SDGs key aspects such as gender quality,reduce waste reduction and energy consumption).For this to be a reality,different communication methods with students are needed(e.g.,different student academic levels).Nevertheless,critical challenges need to be tackled in the institutions inside and outside the institution environment,such as incorporating sustainability principles,political environment and stakeholders’interest.
