The United Nations has recommended integrating digital technology into various aspects of life, including public services. The objective is to offer real-time, high-quality digital services, improve the delivery of public services, enhance their effectiveness and efficiency, while achieving objectives such as transparency, interoperability and citizen satisfaction. However, most governments in developing countries are unable to keep up with this trend. As a result, they often create digital public services that fall short of users’ expectations. This study aims to identify the fundamental factors influencing the quality of service in relation to user satisfaction and to explore the relevance of digital technology in implementing this quality within Cameroon public administrations. To achieve this, we used a qualimetric research method, which included non-directive interviews, questionnaires, and structured observations. The results showed that the public services offered in our study environment did not meet users’ expectations. However, the study identified the fundamental aspects to be considered in providing quality public services connected to user satisfaction, as well as the strengths of digitization in achieving this quality.展开更多

It is also important to promote sus- tainable development of these regions. Analysing residents' satisfaction with public services in mountainous areas can help in evaluating outcomes of fiscal investment and identifying potential coping approaches for improving public service efficiencies. The residents' satisfaction with public services and the factors that influence such satisfaction were examined in this study. A study of 12 towns located in the southwestern Sichuan Province was performed using an entropy-weighted analytic hierarchy process (EWAHP), the technique for order preference by similarity to ideal solution (TOPSIS) and Tobit regression methods. The results indicate that: 1) the spatial distribu- tion of satisfaction with public services is non-uniform, and the spatial distribution structure varies for different types of public services. 2) Residents' satisfaction with public services is influenced by both objective and subjective factors. Population density, economic dis- tance, social and cultural divisions and elevation are the major objective factors, whereas bounded rationality, the hierarchy of needs and service expectations are the main subjective factors. The most effective strategies for enhancing residents' satisfaction with public ser- vices are likely to be clustering the population, choosing supply centres with different public services, regulating the cultural division in ethnic minority towns, selecting supply priorities in accordance with residents' needs, implementing targeted intervention policies and establishing 'bottom-up' and 'top-down' integrated decision-making mechanisms. There are several important groups of clients, who may determine development processes and...The situation of the contemporary economic systems is based on their ability to ensure optimal response to the customer needs. There are several important groups of clients, who may determine development processes and who are recipients of public services. They include: residents, entrepreneurs, tourists, and State Treasury. Local governments are equipped with a range of legal instruments to provide public services addressed to the selected clients. The objective of this paper is to present the application of the AHP method to assess the significance of the selected categories of public services for different groups of clients in Poland. The results allow setting priorities for future policy and adjust the tasks to the specific expectations of each group of clients. The model of assessment of public services was built using the analytic hierarchy process (AHP). Since the 1970's, this multicriteria decision-support method has been used by researchers and practitioners in many areas of socioeconomic life. The case study presented in this paper involved 14 experts--public administration workers in one of the districts in Southern Poland. The survey consisted of two stages. First, they assessed--using the AHP--the influence of each group of customers on local development processes. The most important was "business" (priority 38.7%), followed by "tourists" (29.7%), "citizens" (26.1%), and "central administration" (5.5%). Second, they evaluated at the five-point Liken scale the influence of over 20 different public services with respect to different groups of clients. The results were aggregated using arithmetic mean and multiplied by the priorities of the clients. The synthesized final score indicated the most significant public activities overall, which were "roads" (4.16), "transport" (3.93), and "tourism" (3.84).展开更多

Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological en...Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.展开更多
The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facili...The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facilities is an inevitable requirement for promoting the construction of people centered cities.This paper takes the old urban area of Guangzhou as the research area,measures the accessibility of multiple types of public service facilities based on an improved two-step floating catchment method,and combines Palma Ratio and location quotient methods to explore the fairness of urban public service facilities from two dimensions:social equity and spatial equity,with supply and demand relationship analysis as the main line.Research has shown that:①there is a significant spatial difference in the accessibility of public service facilities in the old urban areas of Guangzhou,and the comprehensive accessibility is generally higher in the central and southeastern regions of the old urban areas with fewer residential populations;②from the perspective of social equity,the resource allocation of public service facilities in the old urban areas of Guangzhou is in a seriously unfair state(with a fairness index of 2.99),and there are also varying degrees of unfairness within the streets;③from the perspective of spatial equity,the location quotient of public service facilities in the old urban areas of Guangzhou shows a pattern of multil center circles decreasing,indicating a significant spatial mismatch between the accessibility supply side of public service facilities and the demand side of the residential population.The research conclusion will provide scientific basis for optimizing the allocation of urban public service facilities and ensuring the equalization of public services.展开更多

The equalization of basic public services which helps to meet people’s ever-growing needs for a better life is an important component of the supply-side structural reform under the new normal.This paper constructs th...The equalization of basic public services which helps to meet people’s ever-growing needs for a better life is an important component of the supply-side structural reform under the new normal.This paper constructs the mechanism model and index of basic public services equalization,measures the equalization of education,health care and social security in China during the period of 2005-2016,and empirically tests the contributory factors with regional panel data.It is found that the equalization of basic public services has not been significantly improved by the last 12 years of urbanization;people tend to seek high-end consumption beyond basic public services with the increasing per capita disposable income;while the population structure and the gap between urban and rural areas constitute the main impediments,local governments’revenues and fiscal efficiency can significantly improve the equalization of basic public services.Therefore,the key to the supply-side structural reform of public services lies in enhancing the matching capability of public services in urbanization,reducing the consumption gap between urban and rural public services,and improving the efficiency of government’s public services expenditure.展开更多

If one distinguishes between two types of unbalanced development, the "development stage" type and the "government responsibility" type. it becomes clear that factors related to both supply and demand for public services have together produced the present surge in unbalanced economic development in China, a situation characterized by the combination of the two types of unbalanced development. The economic system of the transition period has limited government efficiency and biased government behavior, so it is the fundamental crux of the current problem. To solve this problem, it will be necessary not only to require that the government assume more responsibility for public services, but also, more importantly, to speed up resolution of the systemic problems that give rise to this bias in government behavior against the background of system transition.展开更多

This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with...This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with statistical data in 2012. The results demonstrate that expenditures on different types of public services present different spatial autocorrelation patterns. Although the spatial differences in basic public service expenditures are relatively small, a clear fan-shaped spillover to the east can be seen in Chengdu City. Chengdu also shows high clustering of advanced public service expenditures, being a typical core-periphery pattern. Post-earthquake reconstruction expenditures are clustered in the "5.12 Wenchuan earthquake" region and spill over toward cities to the east. The efficiency of public services in the mountainous areas in western Sichuan is low and exhibits a pattern of low-low spatial autocorrelation. The efficiency of public service supply is affected by economic, social, political and geographical factors. Based on the results of this analysis, we recommend a supply strategy that incorporates different types of public services and a specialized public service supply strategy for mountainous areas. Overall public service efficiency should be enhanced by focusing on narrowing the gap in farmers' income among regions and accelerating urbanization. Decision-makers should consider moresupportive policies with regard to providing basic public services in mountainous areas to ensure an equalized supply of basic public services. To enhance the efficiency of advanced public service supply, additional growth pole should be encouraged and incentivized; however, investments are required to drive the development of the peripheral regions through regional economic integration. Both software and hardware types of infrastructure are required to supply services efficiently during post-disaster reconstruction.展开更多

The purpose was to create structures...This article deals with collaborative development work between the public sector and the third sectorin an area of Southern Savo, Finland, from the perspective of disabled victims. The purpose was to create structures for IPV (intimate partner violence) work, developing professionals' skills in both tackling IPV and service-user involvement. Five NGOs (non-goverumental organizations) for disabled people were involved. Professionals were trained to ask about IPV and to gainamore in-depth understanding of the issue (including thespecial features relating to disabled people) andof how to intervene. Care pathways, linking both basic and special services, were also modeled. A permanent and regional NEIPV (Network of Excellence in IPV) was established and is coordinated by both the public and third sectors, including Experts by Experience. Strong basic structures and care pathways are needed so that the special needs of disabled people can be recognized. Raising awareness of violence, routine enquiries modified according to the needs of organizations, and simple care pathways are needed--both in the public sector and for NGOs representing the disabled. Information gained through training will not necessarily be transferred into direct practice without a strong commitment from the managerial level. Establishing organizational guidelines is necessary. This will also promote professionals' openness toward user knowledge.展开更多

文摘The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facilities is an inevitable requirement for promoting the construction of people centered cities.This paper takes the old urban area of Guangzhou as the research area,measures the accessibility of multiple types of public service facilities based on an improved two-step floating catchment method,and combines Palma Ratio and location quotient methods to explore the fairness of urban public service facilities from two dimensions:social equity and spatial equity,with supply and demand relationship analysis as the main line.Research has shown that:①there is a significant spatial difference in the accessibility of public service facilities in the old urban areas of Guangzhou,and the comprehensive accessibility is generally higher in the central and southeastern regions of the old urban areas with fewer residential populations;②from the perspective of social equity,the resource allocation of public service facilities in the old urban areas of Guangzhou is in a seriously unfair state(with a fairness index of 2.99),and there are also varying degrees of unfairness within the streets;③from the perspective of spatial equity,the location quotient of public service facilities in the old urban areas of Guangzhou shows a pattern of multil center circles decreasing,indicating a significant spatial mismatch between the accessibility supply side of public service facilities and the demand side of the residential population.The research conclusion will provide scientific basis for optimizing the allocation of urban public service facilities and ensuring the equalization of public services.
文摘The limitation of traditional layout system and the continuous contraction of villages and towns have brought challenges to the layout of public service facilities.It is an imperative task against this background to integrate space resources and allocate public service facilities scientifically and reasonably.This paper took the system and method of rural public service facility allocation from the perspective of smart contraction as the theoretic support,and Zixi County in Jiangxi Province for example,built the four-level life circle of“county-fundamental-basic-routine”based on the influence factors of facility allocation,village and town contraction strength,rural comprehensive assessment results,residents’trip willingness and demands on public service facilities,finally proposed the suggestions for optimizing the allocation of village and town public service facilities.
文摘Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

文摘The equalization of basic public services which helps to meet people’s ever-growing needs for a better life is an important component of the supply-side structural reform under the new normal.This paper constructs the mechanism model and index of basic public services equalization,measures the equalization of education,health care and social security in China during the period of 2005-2016,and empirically tests the contributory factors with regional panel data.It is found that the equalization of basic public services has not been significantly improved by the last 12 years of urbanization;people tend to seek high-end consumption beyond basic public services with the increasing per capita disposable income;while the population structure and the gap between urban and rural areas constitute the main impediments,local governments’revenues and fiscal efficiency can significantly improve the equalization of basic public services.Therefore,the key to the supply-side structural reform of public services lies in enhancing the matching capability of public services in urbanization,reducing the consumption gap between urban and rural public services,and improving the efficiency of government’s public services expenditure.
文摘Unbalanced development is a prominent issue in China's present social and economic operation. It is generally believed that the lack of public services is the direct cause of this problem and that the crux of the issue is the absence of government responsibility. If one distinguishes between two types of unbalanced development, the "development stage" type and the "government responsibility" type. it becomes clear that factors related to both supply and demand for public services have together produced the present surge in unbalanced economic development in China, a situation characterized by the combination of the two types of unbalanced development. The economic system of the transition period has limited government efficiency and biased government behavior, so it is the fundamental crux of the current problem. To solve this problem, it will be necessary not only to require that the government assume more responsibility for public services, but also, more importantly, to speed up resolution of the systemic problems that give rise to this bias in government behavior against the background of system transition.

文摘Public finance is the foundation and pillar of state governance,and the core of state governance is public risk management.On one hand,public finance provides public services using public revenue and manages public risk directly.On the other hand,public fiscal risk can serve as a policy instrument for public risk management.Public risk,public services,public revenue,and fiscal risk mutually reinforce and set each other off.Therefore,striking a balance between fiscal risk and public risk is of great importance.To minimize public risk under the constraint of fiscal risk is the fundamental basis of the assessment of public services.Even though the constraint of fiscal risk may vary with the requirement of minimizing public risk,there is a limit.Thus,improving the efficiency of the provision of public services,or in other words,raising the effectiveness of public risk management,may relieve the pressure of fiscal risk and obtain a more appropriate balance between public risk and fiscal risk.

文摘To enhance user perceived performance,Akamai' s content distribution network(CDN) utilizes the domain name system(DNS) effectively to redirect users to close-by content replicas over short time scale.The use of DNS redirection has brought a significant advantage to Akamai' s CDN.However,the reliance on DNS also poses a fundamental threat to Akamai' s content distribution model.In particular,systematic evaluation and quantification illustrates the impact of recent emerging public DNS resolving services on Akamai' s CDN,including the degradation of corresponding user perceived performance and the benefit damnification of collaborating internet services providers(ISPs) that host Akamai's edge servers.The measurement demonstrates that a considerable penetration of public DNS resolving services(e.g.,OpenDNS and GoogleDNS) effectively corrupts the Akamai' s serving model,namely the large-scale server distribution and quick DNS redirection.

文摘This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with statistical data in 2012. The results demonstrate that expenditures on different types of public services present different spatial autocorrelation patterns. Although the spatial differences in basic public service expenditures are relatively small, a clear fan-shaped spillover to the east can be seen in Chengdu City. Chengdu also shows high clustering of advanced public service expenditures, being a typical core-periphery pattern. Post-earthquake reconstruction expenditures are clustered in the "5.12 Wenchuan earthquake" region and spill over toward cities to the east. The efficiency of public services in the mountainous areas in western Sichuan is low and exhibits a pattern of low-low spatial autocorrelation. The efficiency of public service supply is affected by economic, social, political and geographical factors. Based on the results of this analysis, we recommend a supply strategy that incorporates different types of public services and a specialized public service supply strategy for mountainous areas. Overall public service efficiency should be enhanced by focusing on narrowing the gap in farmers' income among regions and accelerating urbanization. Decision-makers should consider moresupportive policies with regard to providing basic public services in mountainous areas to ensure an equalized supply of basic public services. To enhance the efficiency of advanced public service supply, additional growth pole should be encouraged and incentivized; however, investments are required to drive the development of the peripheral regions through regional economic integration. Both software and hardware types of infrastructure are required to supply services efficiently during post-disaster reconstruction.

文摘This article deals with collaborative development work between the public sector and the third sectorin an area of Southern Savo, Finland, from the perspective of disabled victims. The purpose was to create structures for IPV (intimate partner violence) work, developing professionals' skills in both tackling IPV and service-user involvement. Five NGOs (non-goverumental organizations) for disabled people were involved. Professionals were trained to ask about IPV and to gainamore in-depth understanding of the issue (including thespecial features relating to disabled people) andof how to intervene. Care pathways, linking both basic and special services, were also modeled. A permanent and regional NEIPV (Network of Excellence in IPV) was established and is coordinated by both the public and third sectors, including Experts by Experience. Strong basic structures and care pathways are needed so that the special needs of disabled people can be recognized. Raising awareness of violence, routine enquiries modified according to the needs of organizations, and simple care pathways are needed--both in the public sector and for NGOs representing the disabled. Information gained through training will not necessarily be transferred into direct practice without a strong commitment from the managerial level. Establishing organizational guidelines is necessary. This will also promote professionals' openness toward user knowledge.
