Sino-French Nuclear Power Unit Is Ready for Commercial Use

The third-generation nuclear power unit of a China-France joint venture in South China’s Guangdong Province,the Taishan Nuclear Power Plant,has completed all the testing operations and is ready for commercial use,according to a recent statement from China Guangdong Nuclear Power Company(CGNPC).It is the largest Sino-French project in the energy field,and uses the European Pressurized Reactor(EPR)for its No.1 and No.2 power units.

“Immediate Establishment Is Advisable":Chinese Diplomacy in the Negotiations over the Establishment of Sino-French Diplomatic Relations

From 12 December 1963 to 23 January 1964,the diplomatic representatives of China and France held talks on four occasions in the Swiss capital,Bern.The talks concluded with an agreement on the establishment of diplomatic relations between the two countries.In the Bern talks,the Chinese position was basically that“immediate establishment of Sino-French diplomatic relations is advisable.”For this reason,China made some compromises over matters such as the form and content of the communiquéannouncing the establishment of diplomatic relations and the timing of its publication,but remained firm,at least,over putting out an independent statement declaring China’s principled stand over the government of the People’s Republic of China being the sole legal government representing the Chinese people and Taiwan being an inalienable part of Chinese territory.China took the strategic direction of the advisability of“immediate establishment”of Sino-French diplomatic relations partly because of the necessity of developing Sino-French relations and partly because the top Chinese leadership saw this as a possibility.However,the talks in Bern did not resolve all issues and the question of relations between France and Taiwan were to become a stumbling block for the normalization of Sino-French relations.

犹疑不决:从解密档案观察1949-1950年法国承认中华人民共和国的决策过程——兼及冷战国际史档案的收集策略

已有的讨论虽然分析了印度支那问题对1949—1950年法国承认中华人民共和国决策的影响,但尚未明确解答法国承认中华人民共和国是在何时、在什么情况下正式提出的以及法国为何要搁置承认两个问题。通过综合分析法国外交部的文件和部长会议记录,能够发现法国政府是于1950年1月初计划承认中华人民共和国,推动该决策出台的直接原因是英国承认中华人民共和国的政策。1950年4月之后,法国主要考虑了美国的施压、中苏关系日趋紧密、英国承认后却未获取好处等因素,决定长期搁置承认中华人民共和国。法国承认中国问题的决策过程体现出的犹疑不决、软弱无力,反映出法兰西第四共和国的外交特点。这一案例说明,了解一国的政治体制和行政机构、具体的馆藏情况,挑选关键的档案等,有助于在浩如烟海的档案资料中找到自己的研究资料。

法国能源自主危机与中法能源合作前景

美国凭借石油美元的霸权基础,在全球范围内建立了能源霸权和美元霸权,使其不但可以到处收割霸权红利,更是极力占据油气等重要能源供应渠道,从而对欧盟及其西方同盟国进行能源控制,迫使其按照美国的意志行事。随着乌克兰危机的升级欧洲天然气供应出现了严重危机,这也迫使欧洲各国对美国的能源依赖进一步增强。然而,法国的能源高度依赖核能,长期以来避免了美国的能源霸权干预。因此,法国也能在相当程度上保持独立自主的外交战略。但随着尼日尔、加蓬等国政变频发,法国廉价的铀矿供应出现断链风险,法国的核能安全已无法保障。长期来看,法国能源的独立自主恐将动摇,中美大国关系的关键“平衡木”也将岌岌可危。在此背景下,中法间加强能源合作,稳定中法能源安全和能源收益,不仅将成为中法共同诉求,也有利于拓展中国国家安全战略空间。

From Chooz to the Ling'ao NPP:The Technology Transfer of Pressurized Water Reactor Technology from France to China

The transfer of pressurized water reactor(PWR)technology from France to China is an important event in the history of Sino-French scientific and technological relations.China has gradually achieved self-reliance in the field of PWR technology through the introduction and subsequent absorption of France's 900 MW reactors.Compared with the process of introducing and absorbing similar technology from the United States by France,China's experience has been more complicated.This circumstance reflects the differences in the nuclear power technology systems between the two countries.France's industrial strength and early acquisition of nuclear power technology laid a solid foundation for mastering PWR technology.On the other hand,although China established a weak foundation through the implementation of the"728 Project,"and tried hard to negotiate with France,the substantive content of the technology transfer was very limited.By way of the policy transition from"unhooking of technology and trade"to"integration of technology and trade,"China ultimately accomplished the absorption and innovation of PWR technology through the Ling'ao NPP.

全球气候治理空档期的领导力——基于中法气候合作的分析

由于美西方持续打压中国,传统的中、美、欧三边和中美、中欧双边气候合作的领导模式不复存在,全球气候治理进入领导力的空档期。虽然美欧在应对气候变化问题上合作紧密,但由于缺少对发展中国家权利维护的公平性和解决其具体问题的实效性,美欧只是具备了全球气候治理领域的领导地位,却无法获得领导力。中国与法国发挥独立自主的优良外交传统,打破中西方政治隔阂,在全球气候治理领导的空档期加强全方位气候合作。虽然中法两国的国力不及美国,但两国都在低碳经济领域具有优势,并且两国都与发展国家关系密切,能够在全球气候治理中维护公平性,帮助其解决应对气候变化过程中的具体发展问题。因此,中法气候合作在全球气候治理的空档期不仅具备了领导地位,而且获得了领导力。目前,中法气候合作领导力主要集中在优化全球气候融资机制、中法双边气候合作项目、在发展中国家,特别是非洲国家的第三方市场合作方面,有关合作为促进全球气候治理的整体发展发挥了积极作用。

层次分析视角下中法建交再思考

中法关系是大国关系中的一组特殊关系,始终位居中国与西方主要发达国家关系的前沿。1964年1月27日,中法突破意识形态桎梏,发布建交公报,确立大使级外交关系。法国是第一个与新中国建交的西方大国,双方建交方式不拘一格。在回溯国内外学界对中法建交相关研究的基础上,本文基于层次分析法并借助法国部分官方档案,分别从国际体系层面、国家层面、领导人层面三个维度强调,当时国际格局的变化、法国国内政治的助力以及戴高乐主义的不断充实是推动法国与新中国建交的主要因素。通过多维度重新探究中法建交的推动因素,一方面有助于更加全面地了解中法建交的历史全貌,深化对两国在该时期建立大使级外交关系的理解;另一方面,2024年正值中法建交60周年,回溯双方建交过程中错综复杂的国际环境与独特的建交方式,对中、法双方在大变局中思考如何妥善处理与进一步发展双边关系具有重要现实意义和启示价值。

低碳视角下的冰雪小镇建设路径研究——以磐石中法生态冰雪小镇为例

随着2022年冬季奥运会的推动,我国大众冰雪旅游需求日渐高涨。在全球气候变化形势日趋严峻的背景下,以低碳视角探索冰雪小镇的规划建设成为时代新课题。文章梳理了国内外冰雪小镇规划建设特征,重点剖析了法国霞慕尼、加拿大惠斯勒、美国佛蒙特州斯托镇、河北张家口崇礼太子城等冰雪小镇成功案例,归纳总结其特征。在此基础上,提出了规划建设冰雪小镇的关键技术路径,即构建低碳指标体系作为目标,布局绿色生态空间作为载体,引介“冰雪+”绿色产业作为支撑,遴选生态适宜技术作为示范。最后,以磐石中法生态冰雪小镇规划实践为例,探索出一条依托中法生态城市合作平台的低碳特色发展路径。

法国仍然是非洲最具有影响力的国家,准确研判法国智库对中国参与非洲建设的认知嬗变脉络,可以帮助我们更好地调整未来我国参与非洲建设的路径。文章通过梳理分析法国智库各时期对中国参与非洲建设的观点与态度,总结归纳法国智库对中国参与非洲建设的认知嬗变脉络及成因。法国智库对中国参与非洲建设认知经历了从理性阶段过渡到质疑阶段再到抹黑阶段,其认知嬗变成因受到地缘安全逻辑、战略考量、利益冲突与权衡等多重因素的影响和制约。对此,我国必须强化与法国在非洲的战略沟通与协作、推进非洲“一带一路”沿线重点领域治理以及促进中法智库涉非交流与合作。

基于邻里中心模式的生态新区社区生活圈规划创新与实践——以中法武汉生态示范城为例

近年来,我国通过出台居住区相关标准规范,以“生活圈”的形式将邻里中心模式融入规划编制体系。这些标准规范解决了邻里中心建什么、建多少的问题,但未能解答怎么建、怎么管的疑惑。中法武汉生态示范城通过在控规编制、要素配置及运管体系上的创新,逐步构建了涵盖规划编制全流程的社区生活圈规划建设模式,通过采取法定规划、需求清单及监管平台3大措施,尝试解决邻里中心在空间布局、要素配置、运管方法等维度的问题,形成了一套平衡需求与供给、兼顾市场化运营与公共服务供给的新建地区邻里中心规划实施方法。

批评隐喻视角下中法能源话语对比研究——以《人民日报》与《费加罗报》的新能源报道为例

作为中法两国的代表媒体,《人民日报》和《费加罗报》刊登了一系列新能源发展动态报道,展现了中法两国在能源转型背景下独特的能源话语体系。基于这两份报纸的新能源语篇,本文自建语料库,运用批评隐喻分析理论,以Antconc和SPSS为主要统计工具,对中法主流媒体中隐喻资源的分布特点与表达特色进行定性与定量研究。中法两国隐喻异同缘起具有一定现实理据,隐喻使用暗示能源权势较量,折射中法价值观念的异同。

《中法商约》的修订及其影响——以上海《民国日报》为中心

1928年6月,南京国民政府力求摆脱不平等条约的束缚,发起了同西方国家改订新约的运动。《中法商约》作为中国与西方国家签订的不平等商约的代表之一,它的签订是中国百年屈辱史的一个缩影。南京国民政府为了给改订新约运动奠定政治基调与赢得社会舆论支持,积极与法国修订《中法商约》。上海《民国日报》作为当时进步色彩比较鲜明的国民党机关报,以中国民众的立场对《中法商约》的谈判过程进行了详尽的报道。在其报道的影响下,在政治层面上增强了政府与中国民众对改订新约运动的信心;在地区层面上使得云南成功收回滇越利权,壮大了云南地区的经济实力;在对外层面上为在越华人争取到了合法权利,并为南京国民政府对越外交提供了重要的经验。
