In this study, we simulated water flow in a water conservancy project consisting of various hydraulic structures, such as sluices, pumping stations, hydropower stations, ship locks, and culverts, and developed a multi...In this study, we simulated water flow in a water conservancy project consisting of various hydraulic structures, such as sluices, pumping stations, hydropower stations, ship locks, and culverts, and developed a multi-period and multi-variable joint optimization scheduling model for flood control, drainage, and irrigation. In this model, the number of sluice holes, pump units, and hydropower station units to be opened were used as decision variables, and different optimization objectives and constraints were considered. This model was solved with improved genetic algorithms and verified using the Huaian Water Conservancy Project as an example. The results show that the use of the joint optimization scheduling led to a 10% increase in the power generation capacity and a 15% reduction in the total energy consumption. The change in the water level was reduced by 0.25 m upstream of the Yundong Sluice, and by 50% downstream of pumping stations No. 1, No. 2, and No. 4. It is clear that the joint optimization scheduling proposed in this study can effectively improve power generation capacity of the project, minimize operating costs and energy consumption, and enable more stable operation of various hydraulic structures. The results may provide references for the management of water conservancy projects in complex river networks.展开更多

This evaluation index system can be divided into six first-level indices: the degree to which facilities are intact and functionality standards are reached, the status of operation and management funds, the rationality and degree of advancement of the management team structure, the adaptability and rationality of the water conservancy project management system, the degree of automatization and informationization of the management techniques, and the conduciveness of the exterior environment. The weights for evaluation indices were obtained through the analytic hierarchy process method with consideration of the difference between public welfare and profit-oriented water conservancy projects. This study provides a scientific method for evaluating the positive operation of water conservancy projects.展开更多

Conducting appropriate extension of the classical rough set theory and then applying it to an incomplete information system are the key to the application of the rough set theory Based on analysis of some extended rough set models in incomplete information systems, a rough set model based on the θ-improved limited tolerance relation is put forward. At the same time, upper approximation and lower approximation are defined under this improved relation. For the evaluation of construction quality and the verification of the design of water conservancy and hydropower engineering projects, and especially for the control of dam safety operation behavior, safety monitorin...For the evaluation of construction quality and the verification of the design of water conservancy and hydropower engineering projects, and especially for the control of dam safety operation behavior, safety monitoring sensors are employed in a majority of engineering projects. These sensors are used to monitor the project during the dam construction and operation periods, and play an important role in reservoir safety operation and producing benefits. With the changing of operating environments and run-time of projects, there are some factors affecting the operation and management of projects, such as a certain amount of damaged sensors and instability of the measured data. Therefore, it is urgent to evaluate existing safety monitoring sensors in water conservancy and hydropower engineering projects. However, there are neither standards nor evaluation guidelines at present. Based on engineering practice, this study examined some key techniques for the evaluation of safety monitoring sensors, including the evaluation process of the safety monitoring system, on-site detection methods of two typical pieces of equipment, the differential resistor sensor and vibrating wire sensor, the on-site detection methods of communication cable faults, and a validity test of the sensor measured data. These key techniques were applied in the Xiaolangdi Water Control Project and Xiaoxi Hydropower Project. The results show that the measured data of a majority of sensors are reliable and reasonable, and can reasonably reflect the structural change behavior in the project operating process, indicating that the availabilities of the safety monitoring sensors of the two projects are high展开更多

Seasonal temporal-spatial change of monthly runoff in Hongjiadu and Yachi River mainly contained two kinds of modalities. The first modality was that of Yachi River,which was main component of seasonal change of monthly runoff,and peak appeared in July. Space load of Yachi River modality was larger than Hongjiadu,and manual control ability of monthly runoff in Hongjiadu was larger than Yachi River. The second modality was that of Hongjiadu,and peak appeared in December. Space load of Hongjiadu modality was larger than Yachi River,and manual control ability of monthly runoff in Yachi River was larger than Hongjiadu. Seasonal changes of time components of two modalities had significant inverse phase. Regulation effect of Hongjiadu modality advanced Yachi River modality,and regulation effect of water conservancy project in Hongjiadu modality was larger than that of Yachi River modality,and seasonal distribution characteristics of regional rainfall was basically eliminated in Hongjiadu modality. Some seasonal distribution characteristics of regional rainfall were maintained in Yachi River modality. Monthly runoff modality of Yachi River had water storage regulation effect on a smaller part of regional monthly rainfall modality. 文摘At present,it is urgent to solve problems of reforming and improving grass-roots water conservancy management mode in rural areas and improving rural water conservancy public service ability. Through analyzing institutional changes of grass-roots water conservancy management in rural areas,this paper discussed current situations and outstanding problems in grass-roots water conservancy services in rural areas of Kunming City. On the basis of current situations and problems,it came up with policy recommendations from reform of management institutions,reform of personnel system,construction of human resources,development of rural water use cooperation organizations,and improvement of fund input mechanism,to build rural grass-roots water conservancy service system.

文摘Targeting at the development needs of ecological cities, the landscape design of water conservancy scenic areas has begun to take the ecological protection concept as the design essence, based on the theory of landscape ecology, ecological restoration and ecological compensation. The principles and methods of ecological design are summarized in this paper to achieve the unity of economic benefits and ecological benefits in water conservancy scenic areas and create a livable environment for cities.

Based on the great changes of traditional rural areas in politics,economy,society,humanity and ecological,we firstly analyze the status quo of agriculture,rural areas and farmers,then discuss the multiple attributes of water conservancy to construct the longterm mechanism for water conservancy development.

文摘This paper uses econometric methods to carry out a Granger causality test on the construction of water conservancy infrastructure construction and agricultural economic growth in the boom period(1981- 2002) of Shandong agriculture. Empirical results indicate that there exists two-way Granger causality between Shandong water conservancy infrastructure construction and Shandong agricultural economic growth.Therefore,water conservancy infrastructure construction has a significant influence on agricultural economic growth in Shandong.

文摘The operating mechanism of farmland water conservancy in China was analyzed from the perspective of anthropology, and its dual mechanism characteristics and rules were exposed. The dual mechanism took different focus at different periods, thus there were some defaults. To carry out community-based water conservancy with the support of collective economy was an effective way to cope with the severe drought in the context of degraded dual mechanism.

文摘This paper expounds the great significance of irrigation and water conservancy for the agricultural development. Vigorously developing irrigation and water conservancy can promote high yield and stable yield of grain, effectively increase farmers' income, alleviate the impact of drought on agricultural production, be conducive to the adjustment of agricultural production structure, and promote county economic development. The difficulties of developing irrigation and water conservancy in new era are analyzed as follows: the subject of liabilities defaults seriously; it lacks effective input security system; the quality of project degenerates badly; the agricultural technological development is slow. Corresponding policy suggestions are put forward as follows: make the input subject of irrigation and water conservancy clear; form stable investment channels; strengthen the organizing and guiding functions of grass-roots government; reinforce the coordination and management of capital; strengthen the promotion of agricultural technology; quicken the pace of reform of irrigation and water conservancy.

In the past thousands of year, from the ancient myths and legends of Lingnan water conservancy culture to the digging of efficacious Canal's integration of the nationalities in Lingnan, to the blending of water and culture of the Xijiang River and the North River of the Zhujiang water system and the formation of urban river culture, development of its generation, deduction and inheritance has the mutual penetration with the formation of water system and the variation of water conservancy which mutually influence the historical evolvement of Lingnan regional culture.

To keep abreast of the farmland water conservancy and various related environmental parameters,we can use the external sensors to acquire real-time data,employ the computer technology,networking and communication technology,database technology,geographic information system( GIS) technology,component technology and other advanced modern information technologies combined with the automated water conservancy technology,in order to build an accurate,efficient,fast,comprehensive,standardized decision support system integrating farmland water conservancy and irrigation information collection,transmission,storage,management and analysis. In this paper,we give details about the overall framework design of farmland water conservancy and irrigation management system based on GIS,information collection and data input,and information processing and data output,to provide a reference for the digital water conservancy construction in China.
文摘In view of major confl icts between ecological conditions of scenic areas and tourism development, tourism development models and approaches of six major water conservancy scenic areas were summarized on the basis of investigating interaction mechanism, ecological utilization and protection of scenic areas, including reservoir development and construction model, wetland development and construction model, natural river and lake development and construction model, city river and lake development and construction model, irrigated area development and construction model, water and soil conservation development and construction model. The research fruits are of instructive signif icance for the management and development of scenic areas.
文摘Current situations of water conservancy development in China include:there is serious water shortage and pollution;total water reservoir capacity is large but most are dangerous reservoirs;water is widely distributed and directly serves the masses;business is comprehensive and many fields are involved;projects include public welfare and operating types;great regional difference and problems are varied;utilization methods are extensive and water environment is vulnerable.Based on these situations,this paper analyzes the public goods feature of water resource facilities and management mechanism,and points out that water conservancy development should not merely depend on the market force.Then,it discusses that the influence and trust of transformation period on the whole social members are requirements of new harmonious rural communities,and expounds the necessity of trust for building long-term mechanism for water conservancy development.Finally,it presents policy suggestions:trust is closely connected with benefits of every person,thus developing community trust should begin with every individual;building long-term mechanism for water conservancy development should rely on cultivating highly trust-based rural community shared values.
