Regional inequality significantly influences sustainable development and human well-being.In China,there exists pronounced regional disparities in economic and digital advancements;however,scant research delves into t...Regional inequality significantly influences sustainable development and human well-being.In China,there exists pronounced regional disparities in economic and digital advancements;however,scant research delves into the interplay between them.By analyzing the economic development and digitalization gaps at regional and city levels in China,extending the original Cobb-Douglas production function,this study aims to evaluate the impact of digitalization on China's regional inequality using seemingly unrelated regression.The results indicate a greater emphasis on digital inequality compared to economic disparity,with variable coefficients of 0.59 for GDP per capita and 0.92 for the digitalization index over the past four years.However,GDP per capita demonstrates higher spatial concentration than digitalization.Notably,both disparities have shown a gradual reduction in recent years.The southeastern region of the Hu Huanyong Line exhibits superior levels and rates of economic and digital advancement in contrast to the northwestern region.While digitalization propels economic growth,it yields a nuanced impact on achieving balanced regional development,encompassing both positive and negative facets.Our study highlights that the marginal utility of advancing digitalization is more pronounced in less developed regions,but only if the government invests in the digital infrastructure and education in these areas.This study's methodology can be utilized for subsequent research,and our findings hold the potential to the government's regional investment and policy-making.展开更多
Using the CHDES database,we created the CIDI to comprehensively quantify digital adoption at the individual level and examine digitalization’s impact on individual income.Empirical analysis results indicate that incr...Using the CHDES database,we created the CIDI to comprehensively quantify digital adoption at the individual level and examine digitalization’s impact on individual income.Empirical analysis results indicate that increasing the CIDI by one standard deviation(0.13)improves individual income by 5.93 percentage points,which remains true after a series of endogeneity and robustness tests.In the heterogeneity analysis,we discovered that when digital adoption grows,residents in the countryside and county seats can earn more money through internet business operations and other channels.This helps to decrease the urban-rural income divide,but it has also pushed those digitally skilled into high-paying sectors,widening the income gaps between sectors.In the mechanism analysis,we developed an income function that takes into account the individual level of digitalization to show that digitalization can boost income by increasing working hours or labor participation and adjusting the portfolio of individual material,human,and social capital.In this paper,we have expanded the system for measuring the individual levels of digitalization by offering basic data,research methodology,and policy suggestions for the digital economy’s inclusive development.展开更多

As mentioned by National Geographic(2017),70%of world’s population is expected to live in large apartment buildings by 2050.Today,buildings in cities generate 30%of world’s greenhouse gas emission or GHG(National Ge...As mentioned by National Geographic(2017),70%of world’s population is expected to live in large apartment buildings by 2050.Today,buildings in cities generate 30%of world’s greenhouse gas emission or GHG(National Geographic,2017).Major urban centers are committed to reducing greenhouse gases by 80%by 2050(IEA,2021).However,achieving such goals in rental properties is not easy.Landlords are hesitant to use high-efficiency technologies because,typically,tenants pay the utilities bill.However,that situation is rapidly changing.For example,New York City like other US cities,is considering a carbon cap on all large buildings(Local Law 97,2019).That means landlords will pay a carbon penalty if the building’s carbon footprint exceeds certain threshold no matter who uses that carbon.The Pacific Northwest National Laboratory(PNNL)has received funds from DOE(US Department of Energy)with the collaboration of a commercial partner to address emerging energy efficiency market opportunity in multi-family or rental housing as discussed above.It has partnered with a large national real estate owner in order to test a novel energy optimization method at a rental property in Tempe,Arizona.By using a seamless-integrated method of acquiring building’s operating data,the optimization approach essentially resets setpoints of different energy consuming equipment such as chillers,boilers,pumps,and fans.Data-driven optimization approach is pragmatic and easily transferrable to other buildings.The authors shall share the problem background,technical approach,and preliminary results.展开更多

The question: will digitalization improving decisions in organizations be a relevant topic for all organizations7 Digitalization is currently the key driver for change in business and organizations. Affected is everything, from market structures to customer behaviour over supply chain and production itself. Internal processes have opportunities for a new design, and production and logistics are possible to redesign. This massive game changing opportunity has to be steered by management and hence management decisions are a must while this transition phase; furthermore, decisions will influence this transition but decisions itself are also affected. The paper is based on a theoretical research, analysing different decision models. In the first part of the paper, typical decision models will be discussed; a rational model with first ideas of the neoclassical economists (e.g. Adam Smith or Max Weber) and scientific approaches of Pascal and de Fermat or Bernoulli, mainly focused on agents which maximize their utility. Further developed by von Neumann and Morgenstern (2004), economic decisions seem to be a strong rational and mathematical process to find utility maximization. This rational model is illustrated on the one hand to explain the traditional way and has a view on the model of homo oeconomicus. On the other hand, a strong emotional influence on decision making is obvious, because human beeings do not follow strict rational rules. In the second part of the paper, digitalization as one part of globalization will be analysed. Digitalization will change completely the business environment and the setup of organizations. New market structures, customer behaviour, and processes will change the entire operations of businesses. Then, the main discussion of the paper, the impacts of digitalization on decision making will show the trend toward the well-known model of homo oeconomicus, which is a common model in economics; but known with a lot of limitations. Automatization of processes will affect the decision process in organizations. This new decision making processes will be mainly automated in the future, hence an algorithm logic is required and enables the model of homo oeconomicus a revival, driven by machines. As a conclusion based on the above mentioned result, automated decisions will improve the result of decisions, because human emotions will not affect the decision making process anymore.展开更多

In this paper, a weld X-ray film digitalizing system has been established with linear array CCD and highlight LED light source. Its space resolution can reach 0. 04 mm/pixel and scanning speed can reach 100 mm/s for an industrial film. The transfer function curves of the system have been measured and the results indicate that its image gray resolution can reach 88 G/D at 4. 5D, and its dynamic range can be wider than 2. OD. In order to facilitate the evaluation of large welded structure, a panoramic evaluation algorithm is developed also. The algorithm includes image matching, image fusion and panoramic evaluation of the long linked film image.展开更多

This shift happened so i...In a short time, during the early phases of the COVID-19 pandemic outbreak, we managed to shift rapidly to use digital technologies and replace some of our daily operations with virtual modes. This shift happened so instantly and widely that it enables us to argue that the COVID-19 became a valid reason to boost some of the gradual and ongoing transitions towards faster transformations. In this study, we use gray literature to delve into arguments around the boost for digitization, digitalization, and systems thinking in the development of the built environment. This is mostly discussed from the influence of COVID-19 on some of the existing practices or the business-as-usual of the built environment sector. From technological advancement to technology use, these arguments are put forward to discuss what is likely to be the major driver of technological adoption and the shifting paradigms that are yet to be revealed. The study concludes that the current push towards new directions and development pathways are likely to be widely accepted in a shorter time. The findings of this brief study feed into existing arguments on transformative pathways due to the COVID-19 pandemic.展开更多

Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Banglades...Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Bangladesh.The cost of development finance is much higher in public procurement than that of others in Bangladesh.There have been no unified rules or laws regarding government purchases since 2006.The Government of Bangladesh enacted its ever first act of public procurement,the Public Procurement Act,2006(PPA,2006),and the Public Procurement Rules,2008(PPR,2008).The procurement entity must disseminate procurement information through electronic medium i.e.Electronic Government Procurement(hereinafter e-GP).Despite passing over an era since its enactment,the role of the PPA,2006 remains seriously under-researched area,specifically there is no research on the issue of the grievance redress mechanisms.The study has been done using a qualitative case study methodology,backed by both primary and secondary documentary analysis.Based on empirical data,this paper explained the role of digitalization in the process of government procurement and depicted changes that have been brought by the implementation of e-GP in government purchases.However,it concluded that the grievance redress mechanism in the process of procurement is only existing in the policy papers which need mandatory implementation for a transparent and accountable governance system.Despite the significant changes and up-gradation in digital government procurement,it is hardly found that the GRM process is digitalized.And the mass tenderers are yet to be acquainted with the improvised system apart from the consistent efforts of the government.展开更多

In the design of filter shaping circuits for nuclear pulse signals,inverting filter shaping circuits perform better than non-inverting filter shaping circuits.Because these circuits facilitate changing the phase of a ...In the design of filter shaping circuits for nuclear pulse signals,inverting filter shaping circuits perform better than non-inverting filter shaping circuits.Because these circuits facilitate changing the phase of a pulse signal,they are widely used in processing nuclear pulse signals.In this study,the transfer functions of four types of inverting filter shaping circuits,namely the common inverting filter shaping,improved inverting filter shaping,multiple feedback low-pass filter shaping,and third-order multiple feedback low-pass filter shaping,in the Laplacian domain,are derived.We establish the numerical recursive function models and digitalize the four circuits,obtain the transfer functions in the Z domain,and analyze the filter performance and amplitude-frequency response characteristics in the frequency domain.Based on the actual nuclear pulse signal of the Si-PIN detector,we realize four types of inverting digital shaping.The results show that under the same shaping parameters,the common inverting digital shaping has better amplitude extraction characteristics,the third-order multiple feedback low-pass digital shaping has better noise suppression performance,and the multiple feedback digital shaping takes into account both pulse amplitude extraction and noise suppression performance.展开更多

A non-contact measurement method based on digital image processing is introduced to improve measurement of specimen deformation. Based on the method, a series of conventional tri-axial compression tests under diverse stress paths are done. Then an elasto-plastic constitutive model of soil is acquired through the numerical method of modeling constitutive law for geomaterial. Two examples of specimen deformation and ground subsidence are presented and discussed. It indicated that this method can rationally simulate the stress-strain relationship of soil, which reflects the effect of stress path on soil stress-strain relationship.展开更多

New ideas are proposed, which are based on field programmable gate array ( FPGA ). First, digital PWM principles are discussed. The primary and secondary current characteristics are analyzed when the transformer is in both normal and magnetic bias conditions. Second, two digitalization methods are put forward after the research on PWM adjustment principles, which are based on the primary current feedback. Though the two methods could restrain magnetic bias, their realization is difficult. A new method is researched on double close-loops to overcome the above shortcomings, which uses the secondary current as the feedback signal and the primary current as the protection signal. Finally, the secondary current control made is discussed and realized. Welding experimental results show that the method has strong flexibility and adaptability, which can be used to realize the full digital welding power supply.展开更多

文摘The study explores how educational digitalization enables the precise development of ideological and political education in colleges and universities.Digital transformation enables colleges and universities to accurately define educational objectives,content strategies,effect evaluation,and process management,and realize the precision and intelligence of ideological and political education.The application of big data technology enhances the data-oriented thinking of teachers and students,promotes the accurate application of data,and improves the efficiency of ideological and political education.The research also prospected a new vision of the digital construction of ideological and political courses and clarified the theoretical and practical path of the implementation and evaluation mode of ideological and political courses under digital empowerment.Education digitalization enables precise ideological and political education,which is a key way to promote the innovative development of ideological and political education in colleges and universities and will strongly support the improvement of the overall quality of higher education and the training of excellent talents.
文摘As mentioned by National Geographic(2017),70%of world’s population is expected to live in large apartment buildings by 2050.Today,buildings in cities generate 30%of world’s greenhouse gas emission or GHG(National Geographic,2017).Major urban centers are committed to reducing greenhouse gases by 80%by 2050(IEA,2021).However,achieving such goals in rental properties is not easy.Landlords are hesitant to use high-efficiency technologies because,typically,tenants pay the utilities bill.However,that situation is rapidly changing.For example,New York City like other US cities,is considering a carbon cap on all large buildings(Local Law 97,2019).That means landlords will pay a carbon penalty if the building’s carbon footprint exceeds certain threshold no matter who uses that carbon.The Pacific Northwest National Laboratory(PNNL)has received funds from DOE(US Department of Energy)with the collaboration of a commercial partner to address emerging energy efficiency market opportunity in multi-family or rental housing as discussed above.It has partnered with a large national real estate owner in order to test a novel energy optimization method at a rental property in Tempe,Arizona.By using a seamless-integrated method of acquiring building’s operating data,the optimization approach essentially resets setpoints of different energy consuming equipment such as chillers,boilers,pumps,and fans.Data-driven optimization approach is pragmatic and easily transferrable to other buildings.The authors shall share the problem background,technical approach,and preliminary results.
文摘In film festivals Purpose of digitalized works especially screening works are at the basic of changes resulting from the development of digital technology and information society.Film screening mediums radically changed the way of traditional film making processes such as producing,distributing,and archiving.Digitization is the second most relevant change in cinema history.It replaces conventional 35 mm film and projectors with computer workstations and high resolution electronic video projectors.It has introduced the Computer Generated Imaginary(CGI).Digital media affects all stages of communication,including acquisition,manipulating,storage,and distribution,but the computer media revolution also affects all types of media text,still images,moving images,sound,and spatial constructions(Manovich,2002,p.43).Ethiopian film producers slowly started to digitalize DVD formats of production.Who does this Digitalization of Hirut(2020)do?And what is the fat of AAIFF 2020?This paper seeks to address these issues.Hirut was released on DVD in March 1964 and digitalized in 2021 in the screening of the first Addis Ababa film festival.The pioneer film and theatre directors,Addis Ababa city cinema hall administers,prominent film producers,and young film scholars participate in the Digitalization of Hirut(2020).It is there most recent contribution in digitalizing process in the history of the first Ethiopian film in Addis film festival.The author of this article used primary and secondary data.In addition to this,he directly participated in the digitalization process and presented his ongoing Ph.D.desertion project which is directly related to film digitalization.For film festivals in the AAIFF film festivals so he used participation method to investigate the data.Finally,he found that digitalization of films and government owned film festivals in Ethiopia give green light in the archiving and development of film industry in Ethiopia.
文摘The content of this paper refers to the global trend of digitalization and its implications on decision making. The question: will digitalization improving decisions in organizations be a relevant topic for all organizations7 Digitalization is currently the key driver for change in business and organizations. Affected is everything, from market structures to customer behaviour over supply chain and production itself. Internal processes have opportunities for a new design, and production and logistics are possible to redesign. This massive game changing opportunity has to be steered by management and hence management decisions are a must while this transition phase; furthermore, decisions will influence this transition but decisions itself are also affected. The paper is based on a theoretical research, analysing different decision models. In the first part of the paper, typical decision models will be discussed; a rational model with first ideas of the neoclassical economists (e.g. Adam Smith or Max Weber) and scientific approaches of Pascal and de Fermat or Bernoulli, mainly focused on agents which maximize their utility. Further developed by von Neumann and Morgenstern (2004), economic decisions seem to be a strong rational and mathematical process to find utility maximization. This rational model is illustrated on the one hand to explain the traditional way and has a view on the model of homo oeconomicus. On the other hand, a strong emotional influence on decision making is obvious, because human beeings do not follow strict rational rules. In the second part of the paper, digitalization as one part of globalization will be analysed. Digitalization will change completely the business environment and the setup of organizations. New market structures, customer behaviour, and processes will change the entire operations of businesses. Then, the main discussion of the paper, the impacts of digitalization on decision making will show the trend toward the well-known model of homo oeconomicus, which is a common model in economics; but known with a lot of limitations. Automatization of processes will affect the decision process in organizations. This new decision making processes will be mainly automated in the future, hence an algorithm logic is required and enables the model of homo oeconomicus a revival, driven by machines. As a conclusion based on the above mentioned result, automated decisions will improve the result of decisions, because human emotions will not affect the decision making process anymore.

文摘With the coming of the Digital Era,numbers,abbreviations and signs have been widely used in our spoken and written language.The trend of digital language has appeared in modern language.At first,the appearance of digital language brings convenience for both learners and native speakers.E.g.88(Bye),TV… Later,however,the learners begin to acquire digital words rather than the original one.For instance,many people of non-English speaking countries only understand the meaning of VIP rather than "very important person".Therefore,the digitalization of language is playing a very significant role in today's language spreading.My project is devoted to exploring types,features and causes of the digitalization of language,in order to find out its influence on language development.My project falls into a questionnaire and four chapters in the body part.The questionnaire is designed to help us find the types,features and causes of language digitalization.In the body part,the first chapter is to show the types of digital language.The second chapter is to explain the features of language digitalization,that is,informality,uncertainty,principle of economy and stratification.The third chapter is to explore the causes of formation of digital language.By analyzing data from the questionnaire,I find four reasons that cause the formation of digitalized language.The fourth chapter is to discuss digital language's influence on language development,that is,whether digitalized language will improve or block language development.
文摘The computer evaluation of weld X-ray film is an attractive technique for weld seam NDT ( nondestructive testing). To achieve this target, digitalization of film is the first step and automatic defect identification is another key technique. In this paper, a weld X-ray film digitalizing system has been established with linear array CCD and highlight LED light source. Its space resolution can reach 0. 04 mm/pixel and scanning speed can reach 100 mm/s for an industrial film. The transfer function curves of the system have been measured and the results indicate that its image gray resolution can reach 88 G/D at 4. 5D, and its dynamic range can be wider than 2. OD. In order to facilitate the evaluation of large welded structure, a panoramic evaluation algorithm is developed also. The algorithm includes image matching, image fusion and panoramic evaluation of the long linked film image.
文摘There are multiple processes and corresponding parameters in steel production, and combinations of these comprise various process routes.Different steel products require distinct process routes due to variations in performance targets.Thus, how to accurately set each key process parameter in certain process routes is an ongoing conundrum, because it not only requires a wealth of expert experience but also generates additional costs from the trial productions.In this paper, a new production design system for plate steels is proposed.The proposed system consists of methodology and function development.For methodology, multi-task Elastic Net, clustering, classification, and other methods are used to design process routes.Furthermore, the results are expressed in the form of parameter confidence intervals, which are close to practical application scenarios.For function development, the steel plate process route design function is developed on the Process Intelligent Data Application System(PIDAS) intelligent big data platform.The results demonstrate the method’s practical application value.
文摘In a short time, during the early phases of the COVID-19 pandemic outbreak, we managed to shift rapidly to use digital technologies and replace some of our daily operations with virtual modes. This shift happened so instantly and widely that it enables us to argue that the COVID-19 became a valid reason to boost some of the gradual and ongoing transitions towards faster transformations. In this study, we use gray literature to delve into arguments around the boost for digitization, digitalization, and systems thinking in the development of the built environment. This is mostly discussed from the influence of COVID-19 on some of the existing practices or the business-as-usual of the built environment sector. From technological advancement to technology use, these arguments are put forward to discuss what is likely to be the major driver of technological adoption and the shifting paradigms that are yet to be revealed. The study concludes that the current push towards new directions and development pathways are likely to be widely accepted in a shorter time. The findings of this brief study feed into existing arguments on transformative pathways due to the COVID-19 pandemic.

文摘Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Bangladesh.The cost of development finance is much higher in public procurement than that of others in Bangladesh.There have been no unified rules or laws regarding government purchases since 2006.The Government of Bangladesh enacted its ever first act of public procurement,the Public Procurement Act,2006(PPA,2006),and the Public Procurement Rules,2008(PPR,2008).The procurement entity must disseminate procurement information through electronic medium i.e.Electronic Government Procurement(hereinafter e-GP).Despite passing over an era since its enactment,the role of the PPA,2006 remains seriously under-researched area,specifically there is no research on the issue of the grievance redress mechanisms.The study has been done using a qualitative case study methodology,backed by both primary and secondary documentary analysis.Based on empirical data,this paper explained the role of digitalization in the process of government procurement and depicted changes that have been brought by the implementation of e-GP in government purchases.However,it concluded that the grievance redress mechanism in the process of procurement is only existing in the policy papers which need mandatory implementation for a transparent and accountable governance system.Despite the significant changes and up-gradation in digital government procurement,it is hardly found that the GRM process is digitalized.And the mass tenderers are yet to be acquainted with the improvised system apart from the consistent efforts of the government.

文摘In the design of filter shaping circuits for nuclear pulse signals,inverting filter shaping circuits perform better than non-inverting filter shaping circuits.Because these circuits facilitate changing the phase of a pulse signal,they are widely used in processing nuclear pulse signals.In this study,the transfer functions of four types of inverting filter shaping circuits,namely the common inverting filter shaping,improved inverting filter shaping,multiple feedback low-pass filter shaping,and third-order multiple feedback low-pass filter shaping,in the Laplacian domain,are derived.We establish the numerical recursive function models and digitalize the four circuits,obtain the transfer functions in the Z domain,and analyze the filter performance and amplitude-frequency response characteristics in the frequency domain.Based on the actual nuclear pulse signal of the Si-PIN detector,we realize four types of inverting digital shaping.The results show that under the same shaping parameters,the common inverting digital shaping has better amplitude extraction characteristics,the third-order multiple feedback low-pass digital shaping has better noise suppression performance,and the multiple feedback digital shaping takes into account both pulse amplitude extraction and noise suppression performance.
文摘A digital modeling system method is put forward for modeling constitutive relation of geomaterial including digital image subsystem for deformation measurement, numerical modeling subsystem and numerical simulation subsystem. A non-contact measurement method based on digital image processing is introduced to improve measurement of specimen deformation. Based on the method, a series of conventional tri-axial compression tests under diverse stress paths are done. Then an elasto-plastic constitutive model of soil is acquired through the numerical method of modeling constitutive law for geomaterial. Two examples of specimen deformation and ground subsidence are presented and discussed. It indicated that this method can rationally simulate the stress-strain relationship of soil, which reflects the effect of stress path on soil stress-strain relationship.
文摘Pulse width modulation ( PWM) drive control digitalization is the key for the full digital invert power supply. New ideas are proposed, which are based on field programmable gate array ( FPGA ). First, digital PWM principles are discussed. The primary and secondary current characteristics are analyzed when the transformer is in both normal and magnetic bias conditions. Second, two digitalization methods are put forward after the research on PWM adjustment principles, which are based on the primary current feedback. Though the two methods could restrain magnetic bias, their realization is difficult. A new method is researched on double close-loops to overcome the above shortcomings, which uses the secondary current as the feedback signal and the primary current as the protection signal. Finally, the secondary current control made is discussed and realized. Welding experimental results show that the method has strong flexibility and adaptability, which can be used to realize the full digital welding power supply.
