Association between Mental Health Literacy and Workplace Well-Being of Chinese Grassroots Civil Servants:The Chain Mediating Effects of Regulatory Emotional Self-Efficacy and Resilience

This study aimed to investigate the relationship between mental health literacy(MHL)and workplace well-being(WWB)of Chinese grassroots civil servants,with regulatory emotional self-efficacy(RESE)and resilience as mediating variables.A questionnaire survey was conducted among Chinese grassroots civil servants,with a valid sample size of 2673 after excluding missing values and conducting relevant data processing.The PROCESS was used to examine the relationship between MHL,RESE,resilience,and WWB.The study found that MHL among grassroots civil servants was positively and significantly correlated with WWB(r=0.73,p<0.01).RESE partially mediated the relationship between MHL and WWB(β=0.25,95%CI[0.22,0.28]).Resilience partially mediated the relationship between MHL and WWB(β=0.22,95%CI[0.19,0.26]).MHL had a positive effect on WWB through the chain mediating effect of RESE and resilience(β=0.05,95%CI[0.03,0.07]).There is a close relationship between MHL and WWB,where Chinese grassroots civil servants with higher levels of MHL can develop stronger RESE and resilience,leading to higher WWB.The results of this study remind organizational institutions of Chinese grassroots civil servants that enhancing MHL,RESE,and resilience is an important pathway to promoting their WWB.

The urban grass-roots library is an important part of the public cultural service system,and also a place to carry out national reading and lifelong learning,which is of great significance to the construction of a learning society.In this paper,the development and evolution of urban grassroots libraries in China are reviewed,and the current situation and usage issues of grassroots libraries in Beijing are analyzed.Moreover,the development strategy of idea stores in London,UK is studied,and characteristics are summarized,and possible references are sought.In the new era,urban grassroots libraries should integrate into communities with multiple functions and play a more sufficient role in public education,learning and training,and other aspects.

HSE training matrices templates for grassroots posts in petroleum and petrochemical enterprises

This paper aims to standardize health, safety and environment（HSE） training matrices for effectively identifying training requirements and enhancing job competency of grassroots posts in petroleum and petrochemical enterprises. After an investigation into HSE training performance in petroleum and petrochemical enterprises, HSE training matrices templates for 239 grassroots posts involving 22 primary petroleum and petrochemical disciplines were developed based on the technical requirements of HSE training matrices templates and the studies of template development processes and technical methods at grassroots level. Applications of these templates in 12 companies demonstrate their effectiveness in improving HSE training and management for grassroots posts,strengthening risk control and promoting the application of HSE system and tools in grassroots units.

Survey on the Status Quo of Emergency Response Capabilities of Public Health Emergencies in Grassroots Disease Control Institutions in a Certain Area

Objective:To survey and study the emergency response capabilities of grassroots disease control institutions in a certain area for public health emergencies,and to put forward suggestions for rectification.Methods:The study was carried out from March 2022 to March 2023.Field surveys,questionnaire surveys,and interviews were used to investigate and analyze the emergency response capabilities of public health emergencies in 5 county Centers for Disease Control and Prevention(CDCs)in the region.Results:Through the survey,it was found that the professional level of the existing emergency team personnel of the grassroots disease control institutions in this region needs to be improved.There was an overall lack of emergency plans,and the compliance rate of the equipment,inspection,and testing items was low.The health emergency system of the CDCs in the region and the ability of the talent team need to be further improved.Conclusion:The emergency response capacity of grassroots disease control institutions in this region needs to be improved.For this reason,government departments need to increase investment and strengthen the construction of talent teams and hardware settings,and grassroots disease control institutions need to strengthen the construction of the public health emergency system to improve the ability to respond to public health emergencies.

Unraveling multidimensional land transfers in mountainous areas:influence of grassroots governance,geographic location,livelihood capital,and demographic factors

Cropland abandonment has been a widespread phenomenon in mountainous areas due to the increasing number of natural disasters and the massive migration of rural labor in the process of rapid urbanization.Land transfer is a crucial prerequisite for ensuring food security and fostering rural revitalization.How to promote land transfer in mountainous areas remains a challenging but important task.Nevertheless,there is a dearth of research examining land transfers among farm households that specifically address mountainous regions,and the influence of grassroots governance and geographic location has not been thoroughly elucidated within this particular context.Based on 895household samples collected in Dabie Mountainous Area in China,this study employs binary and ordinal logistic regression models to provide a more comprehensive analysis on land transfers among rural households and the determinants,including the decision to transfer land,the existence of land transfer rents,the channel of land transfer,the duration of the transfer,the pre-transfer cultivation situation,and the level of satisfaction with the land transfer rent.The findings reveal that grassroots governance,geographic location,livelihood capital,and demographic factors significantly influence land transfers among rural households.Specifically,villagers'public participation positively affects land transfer participation(β=0.235,p<0.05),while the operation of village rules and regulations negatively impacts it(β=-0.296,p<0.05).Village cadre satisfaction positively influences both land transfer rent(β=0.274,p<0.05)and rent satisfaction(β=0.303,p<0.05).Improved civil relations in the village correlate with lower land transfer rent(β=-0.511,p<0.05),while a better social atmosphere is associated with higher satisfaction with transfer rent(β=0.575,p<0.01).Households at higher elevations tend to prefer government-mediated land transfers with longer durations.The distances to the township and county centers have contrasting effects on land transfer rent,but their impacts on participation in land transfer,choice of transfer channel,and duration are consistent.The study also found that different types of livelihood capital,as well as the demographic characteristics of households,significantly affect various aspects of land transfer.These empirical findings can inform policymaking to promote more efficient land transfers in mountainous region.

Adaptive Social Mobilization in Grassroots Policy Implementation:Administrative Control and Multiple Participation

Grassroots policy implementation is an important link in China’s governance practice.Previous studies have analyzed the causes of divergence from policy goals or distorted implementation from the perspective of administrative control,or explored the impact of informal institutions on policy processes from the perspective of policy mobilization.However,both perspectives incline to static or fragmentary analysis and tend to be confined within the bureaucracy,ignoring the government’s mobilization of society.Our case study analysis of County T in Province Z shows that people engaged in implementing grassroots policy can develop varying mobilization strategies on the basis of different combinations of administrative control and social mobilization capacity.In the course of policy implementation,the boundaries and relationships between hierarchical control and social mobilization and between government departments and grassroots society can evolve according to the requirements of policy performance.This implementation process is generally expressed as“adaptive social mobilization.”Our findings could lead to a rethinking of the nature of social governance in contemporary China and explain the paradox of the simultaneous strengthening of administrative control and social participation.
