Under the background of a severe job market and fierce talent competition,the career planning education of college students is of great importance.In this study,a combination of quantitative and qualitative research methods was used;500 students in Shenzhen Polytechnic of Information Technology were surveyed by questionnaire,and 40 counselors were interviewed in depth to comprehensively analyze the role and practical effect of counselors in career planning education.The research showed that the role positioning of counselors includes the guide of students’career development,emotional support,and job-hunting strategy,and the specific path selection involves the strengthening of professional knowledge,the construction of interpersonal relationship networks,and personalized counseling.Based on the survey and interview data,this paper constructed a model for enhancing the role of counselors in career planning education and put forward a set of targeted work paths. 展开更多

The Implementation Effects of a Nationwide Sloping Farmland Soil Erosion Control Project in China 被引量:2

To understand implementation of a nationwide sloping farmland soil erosion comprehensive control project during China's 12 th Five-Year Plan we used data collection and expert consultation. We selected 24 indexes across three aspects including project management, engineering construction and implementation benefit and used AHP-grey correlation analysis methods. We found that the scores for engineering construction were greater than 0.65 in most of the provinces, autonomous regions and municipalities. These scores are high and scores for project management and implementation benefit are between 0.45–0.65; however, overall scores are low. The comprehensive evaluation results are normally distributed. The composite scores for Sichuan, Yunnan and Guizhou are 0.71, 0.68 and 0.68 respectively, indicating that the implementation effects are good. The scores for Jilin and Liaoning are 0.38 and 0.42 respectively, indicating that the implementation effects need improvement. Scores for other provinces are between 0.45–0.65 and the effects are medium. The evaluation results show certain zonal rules spatially and the implementation effect in karst regions of Southwest China is the highest, followed by the purple soil region in Southwest China, Loess Plateau region of Northwest China, earth-rock mountain region of North China and red soil hilly region of South China. Objective: By the end of 2021, the aging rate of China’s population is 18.9%, and the prevalence rate of chronic diseases in the elderly population is increasing year by year, and chronic diseases have become the main causes of death and health threats of Chinese residents. Therefore, how to manage this huge group well is crucial. This paper analyzes the value of health education in the process of health management for patients with chronic diseases. Methods: 102 patients with chronic diseases treated from January 2021 to December 2021 were divided into control group and experimental group by random number table method. The control group was given routine health management while the experimental group was given health education based on the control group, and the implementation effect was analyzed. Results: After management, the scores of chronic disease knowledge in the experimental group were significantly higher than those in the control group, and the dimensions of ESCA were higher than those in the control group, and P < 0.05;Conclusion: The implementation of health education in the process of chronic disease health management is helpful to improve patients’ self-care ability and better control disease progression. 展开更多

A multi-level evaluation index system is established with farmland protection as the target layer,farmland quantity,farmland quality andfarmland sustainable development as the criterion layer.And the index layer includes the quantity change of farmland,per capita farmland area,multiple cropping index,total grain yield,unit grain yield,per capita grain security coefficient,and unit machinery dynamical input.Both expert eval-uation method and factor analysis method are used to determine the weight of index.According to the data in farmland area,grain yield and eco-nomic development in Urumqi-Changji Economic Zone in the years 1996-2007,a comprehensive evaluation model of intensive farmland use inUrumqi-Changji Economic Zone is established after data standardization.The overall implementation effect of farmland protection policy is ana-lyzed by integrating the farmland quantity,farmland quality and sustainable development.Result shows that implementation effect of farmland pro-tection shows an upward trend in general in Urumqi-Changji Economic Zone in the years 1996-2007,with a fluctuation in the years 2000-2003and a stable rising phase from 2004 till now.The maximum value is 0.779 in the year 2007;the minimum value is 0.242 in the year 1996;and themean value in the years 1996-2007 is 0.454.Farmland protection at first strictly controls the farmland quantity,then pays attention to farmlandquality,and finally focuses on the sustainable use of farmland. 展开更多

The performance of edible fungus products quality management is a comprehensive reflection of technical effect, control effect and implementation effect. Among them, the implementation effect is the most important, which refers to the actual implementation effect of quality and safety rules by practitioners of edible fungus industry. It is provided with multiple functions, such as laser scanning information management for goaf, cloud data de-noising optimization, construction, display and operation of three-dimensional model, model editing, profile generation, calculation of goaf volume and roof area, Boolean calculation among models and interaction with the third party soft ware. Concerning this system with a concise interface, plentiful data input/output interfaces, it is featured with high integration, simple and convenient operations of applications. Effective implementation of goaf detection and accurate acquisition of its spatial characteristics including the three-dimensional morphology the spatial position as well as the actual boundary and volume are important basis to analyze predict and control disasters caused by goaf. In recent years three-dimensional laser scanning technology has been effectively applied in goaf detection [3 4]. Large quantities of point cloud data that are acquired for goaf by means of the three-dimensional laser scanning system are processed relying on relevant engineering software to generate a three-dimensional model for goaf. Then a general modeling analysis and processing instrument are introduced to perform subsequent three-dimensional analysis and calculation [5 6]. The evaluation of the implementation effect of the power substation project can find out the problems of the project more comprehensively,which has important practical significance for the further development of the power substation project.To ensure accuracy and real-time evaluation,this paper proposes a novel hybrid intelligent evaluation and prediction model based on improved TOPSIS and Long Short-Term Memory(LSTM)optimized by a Sperm Whale Algorithm(SWA).Firstly,under the background of considering the development of new energy,the influencing factors of power substation project implementation effect are analyzed from three aspects of technology,economy and society.Moreover,an evaluation model based on improved TOPSIS is constructed.Then,an intelligent prediction model based on SWA optimized LSTM is designed.Finally,the scientificity and accuracy of the proposed model are verified by empirical analysis,and the important factors affecting the implementation effect of power substation projects are pointed out. 展开更多

The results of the fifth national health service survey in 2013 show that the prevalence of chronic diseases among the population aged 15 and over is 33.1%, which means that there are 375 million cases of chronic diseases diagnosed by doctors in our country. Chronic diseases have become a serious threat to human health, public health problems, reduce chronic disease mortality and disease burden is the main goal of health strategy. At present, medical and health needs are growing, and health and medical resources are limited. In the past, the disease-centered medical treatment model can not solve the above contradictions, and then the individual and group health as the center of the chronic disease management model continues to appear, chronic disease management also will become The focus of global attention. Restoring degraded grassland ecosystems is of great significance for the sustainable development of grassland ecological service functions and the sustainable and healthy development of regional economies and societies. Returning grazing land to grassland technology(RGLGT) is an important strategic technology for restoring degraded grassland ecosystems and achieving the sustainable development of the society and economy of pastoral areas in China. Researching the comprehensive evaluation system of the effects of RGLGT has an important significance for evaluating and adjusting national ecological policy. Based on collecting sample surveys from 221 farmers in 16 villages of 4 towns of Yanchi County, Ningxia Hui Autonomous Region in 2017, a model for evaluating the effects of implementing RGLGT was developed. The model included the characteristics of the technology, the ecological and social benefits of the technology, and the sustainability and economic benefits of the technology, it was used to complete a comprehensive effects evaluation of implementing RGLGT in Yanchi County that was based on use of the Analytic Hierarchy Process(AHP) method. The results showed that the comprehensive effect of implementing RGLGT is good overall and had a score of 0.5946. In terms of specific effects ranked from high to low, these were the ecological and social benefits of the technology, the economic benefits, the sustainability and the characteristics themselves. The implementation of RGLGT has resulted in good ecological and social benefits and economic benefits, but sustainability and characteristics of the technology are weak. 展开更多

In 2018,the Chinese government identified four municipalities and seven sub-provincial cities for the implementation of the National Drug Pooled Procurement(NDPP)pilot program(the“4+7”policy).In the present study,we analyzed the effects of the“4+7”policy with data of 25 pilot drugs from the National Healthcare Security Administration(NHSA)from the aspects of drug price,volume,and expenditure.After the implementation of the policy,the average price of total and winning drugs was decreased by 54.47%and 73.82%,respectively,while the DDDc of non-winning drugs was decreased by only 1.54%,and the DDDc of uncertificated generic drugs was increased 83.18%.The DDDs indicating the volume of total and winning drugs was increased by 21.18%and 353.98%,respectively,and the DDDs of non-winning drugs was decreased by 61.35%.The costs of total and non-winning drugs were decreased by 44.83%and 61.94%,respectively,and the cost of winning drugs was increased by 18.87%.The“4+7”policy reduced the price and cost of pilot drugs and improved the affordability and accessibility of drugs.However,there were also problems with unexpected excessive price increases of uncertificated generic drugs and relatively high prices of non-winning products.Therefore,we highly suggested promoting the normalization and institutionalization of pooled drug procurement,enhancing the administrative capacity of local procurement platforms,and strengthening monitoring the price of non-winning,especially for the uncertificated generic drugs. 展开更多

Several research efforts have focused primarily on policy implementation and improving innovative actions to address disaster risks. Discussions are ongoing on how to measure the effectiveness of policy implementation at the local level. But there is no definitive theory of effective policy implementation, and very few frameworks have been found acceptable as the basis of an analysis of the effectiveness of policy implementation, especially on droughts. Based on the 2009–2010 extreme drought in Yunnan, China, this article presents a modified framework to assess the effectiveness of policy implementation by defining policy, practice, and performance, as well as a feedback loop by which to share the lessons learned. Water conservancy projects in Luliang County and the agricultural diversity program in Longyang County in Yunnan Province were analyzed from a farmers' perspective. It was found that farmers are highly dependent on government policies and projects, and the effectiveness of policies is measured by short-term, immediate, and tangible benefits rather than long-term adaptation strategies. The results highlight the urgent need to reduce risks by developing better awareness about climate change and drought and its impacts, increased understanding of drought hazards, and implementation of appropriate measures for long-term adaptation. 展开更多
