Carrying out green energy transformation,implementing clean energy power replacement and supply,and developing a new power system are some primary driving forces needed to fulfill China’s carbon-peak and carbon-neutral strategic goals.The construction of new power systems in China’s provinces and cities is developing rapidly,and the lack of a typical model promotes the application.The new power system path design should be based on the actual development of the power grid in different regions,energy use characteristics,and other actual needs to carry out the differentiated path design.In this context,this study analyzes the characteristics of the new domestic power system based on the policy background of the new domestic power system,constructs a new model for power system development stage identification,and proposes the overall design of the new power system development path from the power supply,transmission and distribution,and load sides.It also uses the Hebei South Network as an example to explore the development stage of the Hebei South Grid based on actual development needs.Finally,this study designs a novel power system development path for the entire supply and demand chain for the Hebei South Grid to propose ideas for constructing a new power system in China and to help green energy transformation. 展开更多

When integrating the generation of large-scale renewable energy,such as wind and solar energy,the supply and demand sides of the new power system will exhibit high uncertainty.Pumped storage power stations can improve flexible resource supply regulation in the power system,which is the key support and important guarantee for building low-carbon,safe,and efficient new power systems.Limited by the current operation mode and electricity price mechanism,the pumped storage power station cost cannot be effectively recovered,and the value cannot be reasonably compensated,resulting in difficult return on investment,single investment subjects,and notable industry development difficulties.According to the operational requirements of the new power system,combined with the various functions of pumped storage power stations,the value of pumped storage power stations in the new power system was analyzed.Based on the equivalent value substitution principle and system operation simulation,a pumped storage value evaluation method for the new power system was proposed.The new power system operation was simulated considering the dispatching model of wind and photovoltaic power abandonment penalties.Under the same dispatching objectives,the output of various power sources and power generation operating costs with and without pumped storage power stations in the system were compared.From economic,safety,social,and environmental benefit perspectives,a quantitative model of the pumped storage power station value was established,covering seven dimensions:asset investment savings,power generation operating cost reduction,flexible adjustment capability improvement,system resilience enhancement,power outage loss reduction,renewable energy consumption,and emission reduction promotion.Based on the new power system operation and planning data for southern China,the value of typical pumped storage power stations was analyzed,and the results showed that with new power system’s construction and development,the value of pumped storage power stations is increasing,and the value structure is closely related to power grid characteristics.This value evaluation method could provide references for pumped storage investment decisions,subsidy policies,and price mechanisms to fully utilize the role of pumped storage power stations and promote high-quality development of new power systems. 展开更多

Unlike the traditional traction power supply system which enables the electrified railway traction sub- station to be connected to power grid in a way of phase rotation, a new generation traction power supply system without phase splits is proposed in this paper. Three key techniques used in this system have been discussed. First, a combined co-phase traction power supply system is applied at traction substations for compensating negative sequence current and eliminating phase splits at exits of substations; design method and procedure for this system are presented. Second, a new bilateral traction power supply technology is proposed to eliminate the phase split at section post and reduce the influence of equalizing current on the power grid. Meanwhile, power factor should be adjusted to ensure a proper voltage level of the traction network. Third, a seg- mental power supply technology of traction network is used to divide the power supply arms into several segments, and the synchronous measurement and control technology is applied to diagnose faults and their locations quickly and accurately. Thus, the fault impact can be limited to a min- imum degree. In addition, the economy and reliability of the new generation traction power supply system are analyzed. 展开更多

At present,the proportion of new energy in the power grid is increasing,and the random fluctuations in power output increase the risk of cascading failures in the power grid.In this paper,we propose a method for identifying high-risk scenarios of interlocking faults in new energy power grids based on a deep embedding clustering(DEC)algorithm and apply it in a risk assessment of cascading failures in different operating scenarios for new energy power grids.First,considering the real-time operation status and system structure of new energy power grids,the scenario cascading failure risk indicator is established.Based on this indicator,the risk of cascading failure is calculated for the scenario set,the scenarios are clustered based on the DEC algorithm,and the scenarios with the highest indicators are selected as the significant risk scenario set.The results of simulations with an example power grid show that our method can effectively identify scenarios with a high risk of cascading failures from a large number of scenarios. 展开更多

From the perspective of life cycle assessment (LCA), the development, construction, and operation of all kinds of new energy power generation technologies release greenhouse gas (GHG) emissions. This sparks concerns about the lowcarbon nature of the new energy power generation technologies. Based on national and international literature review, this paper estimates and compares the GHG emission factors of traditional thermal power generation and new energy power generation technologies in China with the LCA approach. The GHG mitigation potential of new energy power generation technologies as substitution for traditional thermal power generation in China was evaluated, according to the objectives of new energy power generation of the national development planning. The results show that the GHG emission factors of new energy power generation axe much lower than that of traditional thermal power generation even with LCA accounting, and the GHG mitigation potential of new energy substitution is huge. 展开更多

The development and utilization of large-scale distributed power generation and the increase of impact loads represented by electric locomotives and new energy electric vehicles have brought great challenges to the stable operation of the regional power grid.To improve the prediction accuracy of power systems with source-load twoterminal uncertainties,an adaptive cubature Kalman filter algorithm based on improved initial noise covariance matrix Q0 is proposed in this paper.In the algorithm,the Q0 is used to offset the modeling error,and solves the problem of large voltage amplitude and phase fluctuation of the source-load two-terminal uncertain systems.Verification of the proposed method is implemented on the IEEE 30 node system through simulation.The results show that,compared with the traditional methods,the improved adaptive cubature Kalman filter has higher prediction accuracy,which verifies the effectiveness and accuracy of the proposed method in state estimation of the new energy power system with source-load two-terminal uncertainties. 展开更多

Under the dual pressures of energy crisis and environmental pollution,China’s new energy power industry has become a focal point for environmental management and requires greater investment.In this context,as a significant input of investment projects,discount rate requires a well-calibrated evaluation because new energy power investment projects are highly capital intensive.The main objective of this paper is to evaluate the discount rate of China’s new energy power industry.First,we use Moving Average to correct the parameters of capital asset pricing model(CAPM)and weighted average cost of capital,which extends the literature on the avoidance of CAPM noise information problem.Second,we study the industry-level annual discount rates of mainly China’s new energy power industries,including hydropower,nuclear power,wind power,and photovoltaic power industries for the period of 2014-2019.The results show that discount rates in China’s new energy power industries evolved differently between the years of 2014-2019 with average annual discount rates being 7.56%,5.83%,5.60%,and 8.64%,for the hydropower,nuclear power,wind power,and photovoltaic power industries,respectively.In 2019,the four annual discount rates were highest for the photovoltaic power industry(8.66%),followed by hydropower(7.17%),wind power(5.72%),and nuclear power industry(5.26%).Forecasting to 2020 from the 2019 evaluation base period,the discount rates are 6.37%,5.00%,6.57%,and 9.05%for the photovoltaic power,hydropower,wind power,and nuclear power industries,respectively.Under the different capital structures,their forecasts for the photovoltaic power,hydropower,wind power,and nuclear power industries in 2020 are,respectively,within[4.35%,9.24%],[3.92%,7.10%],[4.58%,10.40%],[5.46%,14.81%].We also discussed more details on capital structure and forecast period of discount rates for China’s new energy power industries.Our analysis shows that it is necessary to establish a new energy power industry database and steadily promote the implementation of policies. 展开更多

To cope with the current crisis and tensions full-filled China-US relationship, Chinese President Xi Jinping put forward the concept of building a new model of China-US big power relations, which the US agrees. Yet the new model won a heated discussion. In China this new model was evaluated positively and optimistically, while in the US it was perceived as a strategic challenge or even a threat. In the present article, the author proposes that this new model of China-US big power relations is more like a symbolic sign in foreign affairs rather than a strategic challenge or a threat or an effective and workable mechanism at this moment, and meanwhile analyses this view from diachronic and semiotic perspectives. The analyses reveal that the new model functions as a symbolic sign, signifying to the world that conceptually the two big powers have a good and harmonious relationship. 展开更多
