Globalization, which is characterized by the escalating mobility of capital, people, ideas and information on a universal scale, has become a sweeping theme in the contemporary world. Tourism and its associated econom...Globalization, which is characterized by the escalating mobility of capital, people, ideas and information on a universal scale, has become a sweeping theme in the contemporary world. Tourism and its associated economic activities are evidently not immune to such a wider context of the world economy. In the past one or two decades, a stable increase has been witnessed in international tourist flows, inter-regional and inter-organizational alliances, and foreign direct investment. These trends are especially prevalent in the developing world, largely because of their pristine nature, di- verse culture, inexpensive goods and services, cheap labours, and other resources. However, it has been cautioned by some scholars, especially those from the Third World countries, that tourism is an industry run by and for the rich, more powerful nations and their corresponding multinational corporations. This article, from the perspective of political economy, supplemented with views from development studies, made a normative analysis on the impacts of the glob- alization of tourism on the Third World destination countries. Specifically, these impacts have been detailed in terms of economic, sociocultural, and ecological domains. It was demonstrated that without appropriate planning and manage- ment, the costs of Third World tourism development may accrue to the extent that its benefits are burned out. Keeping these views in mind, this paper critically examines the political economy of <em>Ippodhu</em> (Tamil Nadu based news website), a hyperlocal news application, in terms of digital labour, audience as participatory commodities and audience as producers, which Alvin Toffler terms as prosumer. Further, this paper explores how social media, analytics, or other analytical tools create value or anti-value for <em>Ippodhu</em>. The qualitative data obtained through in-depth interview reveals that readers/audiences of <em>Ippodhu</em> are commodified in two ways, first they consume the content of the website by spending their time, which will be sold to the advertisers and secondly by creating free content either in the writing stories, uploading photographs or even in the form of comment which will be consumed by other readers/audiences which result in the chain of production of values.展开更多

Africa has as well received year-on-year increases in foreign aid from China as compared to Latin America and Asia. This paper seeks an analysis of the increasing economic and social ties between China and Africa. Employing the political economy framework, this paper uses secondary sources of data to rake out the benefits and the threats as well as the political dynamics associated with the ties between the two regions. The paper reveals that China's deep-rooted relationship with Africa is translated in benefits including foreign aid, Foreign Direct Investment (FDI), construction of physical amenities and human resource development for Africa. However, enormous threats including loss of employment, deprivation of human rights and collapse of industries, which are being entrenched by various degrees of leadership deficiencies, are apparent. The paper concludes that the ties, in terms of nature and effects, do not essentially represent change from the already existing ties between Africa and the West but only represent continuity in the dependency syndrome with a new "benefactor-exploiter". Background:Since 2000,results based financing(RBF)has proliferated in health sectors in Africa in particular,including in fragile and conflict affected settings(FCAS)and there is a growing but still contested literatu...Background:Since 2000,results based financing(RBF)has proliferated in health sectors in Africa in particular,including in fragile and conflict affected settings(FCAS)and there is a growing but still contested literature about its relevance and effectiveness.Less examined are the political economy factors behind the adoption of the RBF policy,as well as the shifts in influence and resources which RBF may bring about.In this article,we examine these two topics,focusing on Zimbabwe,which has rolled out RBF nationwide in the health system since 2011,with external support.Methods:The study uses an adapted political economy framework,integrating data from 40 semi-structured interviews with local,national and international experts in 2018 and thematic analysis of 60 policy documents covering the decade between 2008 and 2018.Results:Our findings highlight the role of donors in initiating the RBF policy,but also how the Zimbabwe health system was able to adapt the model to suit its particular circumstances-seeking to maintain a systemic approach,and avoiding fragmentation.Although Zimbabwe was highly resource dependent after the political-economic crisis of the 2000s,it retained managerial and professional capacity,which distinguishes it from many other FCAS settings.This active adaptation has engendered national ownership over time,despite initial resistance to the RBF model and despite the complexity of RBF,which creates dependence on external technical support.Adoption was also aided by ideological retro-fitting into an earlier government performance management policy.The main beneficiaries of RBF were frontline providers,who gained small but critical additional resources,but subject to high degrees of control and sanctions.Conclusions:This study highlights resource-seeking motivations for adopting RBF in some low and middle income settings,especially fragile ones,but also the potential for local health system actors to shape and adapt RBF to suit their needs in some circumstances.This means less structural disruption in the health system and it increases the likelihood of an integrated approach and sustainability.We highlight the mix of autonomy and control which RBF can bring for frontline providers and argue for clearer understanding of the role that RBF commonly plays in these settings.展开更多
Past research has suggested that diplomacy can play a significant role as a mechanism to pave the way for multinational enterprises(MNEs)in foreign countries.Drawing on the international political economy perspective,...Past research has suggested that diplomacy can play a significant role as a mechanism to pave the way for multinational enterprises(MNEs)in foreign countries.Drawing on the international political economy perspective,this article analyzes the influence of the diplomatic activities of the Chinese government on the location of Chinese MNEs.It develops several hypotheses regarding the influence of three essential tools in the Chinese government's current diplomatic agenda:high-level visits by the Chinese President,the establishment of Confucius Institutes,and the Belt and Road Initiative(BRI).The empirical analysis is based on a sample of 972 country-year observations from 2013 to 2021.The results show that high-level government visits and Confucius Institutes positively impacted the location of China's outward foreign direct investments,with the effect being lower in BRI countries.The impact of Confucius Institutes was higher for state-owned enterprises.展开更多

The present paper considers China's policy towards the FTAAP from apolitical economy perspective by probing the gains, impediments and concerns for China, and makes judgments based on several possible scenarios. The author argues that from an economic perspective, China would benefit from joining the FTAAP both in a static and a dynamic manner because both its main trade partners and trade barriers in export markets are concentrated in the Asia-Pacific region. However, whether the Chinese Government is likely to support the initiative is largely dependent on certain crucial political and diplomatic elements, including the APEC approach, US-Chinese relations, quality of treaty, sensitive sectors, competitive proposal of alternative and membership of Chinese Taipei. Therefore, if the Chinese Government cannot ratify the ideology and terms of the initiative, or issues that are central to China's interests are not addressed, the FTAAP will only remain a proposal possessing economic possibility in the long run, without political feasibility in the near term.展开更多

It also points out the existing problems in each field. The conclusion is that although the reform is heading in the right direction and has already made great progress, it has largely been conducted at the technical level and the Government has avoided dealing with the core issue of the reform. More importantly, the consequences of the Government's policy—pursuing short-term objectives, like improving the short-term financial status of banks—puts the entire system in danger by accumulating long-term risks. This paper also provides some policy proposals and points out potential directions for further studies.展开更多

文摘Background:Since 2000,results based financing(RBF)has proliferated in health sectors in Africa in particular,including in fragile and conflict affected settings(FCAS)and there is a growing but still contested literature about its relevance and effectiveness.Less examined are the political economy factors behind the adoption of the RBF policy,as well as the shifts in influence and resources which RBF may bring about.In this article,we examine these two topics,focusing on Zimbabwe,which has rolled out RBF nationwide in the health system since 2011,with external support.Methods:The study uses an adapted political economy framework,integrating data from 40 semi-structured interviews with local,national and international experts in 2018 and thematic analysis of 60 policy documents covering the decade between 2008 and 2018.Results:Our findings highlight the role of donors in initiating the RBF policy,but also how the Zimbabwe health system was able to adapt the model to suit its particular circumstances-seeking to maintain a systemic approach,and avoiding fragmentation.Although Zimbabwe was highly resource dependent after the political-economic crisis of the 2000s,it retained managerial and professional capacity,which distinguishes it from many other FCAS settings.This active adaptation has engendered national ownership over time,despite initial resistance to the RBF model and despite the complexity of RBF,which creates dependence on external technical support.Adoption was also aided by ideological retro-fitting into an earlier government performance management policy.The main beneficiaries of RBF were frontline providers,who gained small but critical additional resources,but subject to high degrees of control and sanctions.Conclusions:This study highlights resource-seeking motivations for adopting RBF in some low and middle income settings,especially fragile ones,but also the potential for local health system actors to shape and adapt RBF to suit their needs in some circumstances.This means less structural disruption in the health system and it increases the likelihood of an integrated approach and sustainability.We highlight the mix of autonomy and control which RBF can bring for frontline providers and argue for clearer understanding of the role that RBF commonly plays in these settings.
文摘Past research has suggested that diplomacy can play a significant role as a mechanism to pave the way for multinational enterprises(MNEs)in foreign countries.Drawing on the international political economy perspective,this article analyzes the influence of the diplomatic activities of the Chinese government on the location of Chinese MNEs.It develops several hypotheses regarding the influence of three essential tools in the Chinese government's current diplomatic agenda:high-level visits by the Chinese President,the establishment of Confucius Institutes,and the Belt and Road Initiative(BRI).The empirical analysis is based on a sample of 972 country-year observations from 2013 to 2021.The results show that high-level government visits and Confucius Institutes positively impacted the location of China's outward foreign direct investments,with the effect being lower in BRI countries.The impact of Confucius Institutes was higher for state-owned enterprises.

文摘The Asia-Pacific Free Trade Area (FTAAP) has become a topic of focus since the proposal was first raised in 2004. The present paper considers China's policy towards the FTAAP from apolitical economy perspective by probing the gains, impediments and concerns for China, and makes judgments based on several possible scenarios. The author argues that from an economic perspective, China would benefit from joining the FTAAP both in a static and a dynamic manner because both its main trade partners and trade barriers in export markets are concentrated in the Asia-Pacific region. However, whether the Chinese Government is likely to support the initiative is largely dependent on certain crucial political and diplomatic elements, including the APEC approach, US-Chinese relations, quality of treaty, sensitive sectors, competitive proposal of alternative and membership of Chinese Taipei. Therefore, if the Chinese Government cannot ratify the ideology and terms of the initiative, or issues that are central to China's interests are not addressed, the FTAAP will only remain a proposal possessing economic possibility in the long run, without political feasibility in the near term.

文摘The trade relationship between China and the USA has become increasingly important to the economies of both countries. The recent trade conflicts and friction between China and the USA constitute obstacles in the way of US-Chinese bilateral trade relationship development, which is of considerable concern to both countries. Through an in-depth analysis of the political process of US trade policy towards China, the present paper identifies the important determinants of US trade policy towards China. The influence of US trade policy on the trade relationship between the USA and China is assessed and implications for the trade relationship between the USA and China are discussed.

文摘Ever since China implemented its reform and opening up policy in the late 1970s,it has engaged in theoretical and practice-based innovations in the development of its private sector.China has experienced four evolutionary stages of private sector development and theoretical innovation:from proposing that the private sector was “subsidiary and complementary to the socialist public sector,” to elevating it to the heights of China’s “basic economic system”;from adhering to the principle of “the two unwaverings,” i.e.,unwaveringly consolidating and developing the public sector on the one hand,and unwaveringly encouraging,supporting,and guiding the development of the non-public sector on the other;and thence to further stating explicitly that “private enterprises and private sector entrepreneurs are one of us;they are socialist.” New theories of private sector development have been created in response to the inherent requirements of the primary stage of socialism,to the choice of the correct path to common prosperity,and to the human behavioral rationality and the laws governing people’s interest claims.The private sector is an important achievement of the development of the socialist market economy;an important force promoting the development of the socialist market economy;and an important actor in the building of the modern economic system.Creating new theories of private sector development has opened up a new realm for Marxist political economy.

文摘City diplomacy is a major trend in the soft power development.As cities face daily political issues deriving from globalisation(such as mass tourism,migration,climate change,and commodifi-cation of culture),they demand for,rather than contesting with a nationstate,an operational reinterpretation of sovereignty ori-ented to solve problems.Political economy approach is a useful method to understand the role of global cities where the nation state has many deficiencies.The global city establishes rules to influence international legal development and practice,even with-out a traditional legal basis(such as sovereignty,monopoly on violence,and legal exclusivity).As these‘superstar cities’grow,other cities are losing opportunities to develop and take advan-tage of globalisation.The risk of inter-urban inequality feeds populism.Cities will become the middle power in global political organisations in the future,and political economy will shed light on how power and values operate at the urban level.
文摘How to effectively integrate the basic economic system of the primary stage of socialism in which public ownership is the dominant and diverse economic sectors develop side by side with a resource allocation model in which the market plays a decisive role is a fundamental issue in building a socialist political economy with Chinese characteristics.Western bourgeois economics and the traditional understanding of Marxist classical writers reject the possibility of such integration.In the transitional countries of Central and Eastern Europe,the practice and theoretical exploration of combining the two ended by abandoning public ownership.The fundamental feature of socialist economic reform practice with Chinese characteristics is to uphold their organic unity.This approach has already achieved great progress but at the same time is confronting a series of new problems.
文摘This paper analyzes the logic of the reform of state-owned commercial banks during 1997-2006 from a political economy perspective, mainly by discussing three fields of the reform: shareholding system reform, marketization, and financial restructuring. It also points out the existing problems in each field. The conclusion is that although the reform is heading in the right direction and has already made great progress, it has largely been conducted at the technical level and the Government has avoided dealing with the core issue of the reform. More importantly, the consequences of the Government's policy—pursuing short-term objectives, like improving the short-term financial status of banks—puts the entire system in danger by accumulating long-term risks. This paper also provides some policy proposals and points out potential directions for further studies.
文摘Since the late 1980s, the encounter between political economy and cultural studies within the field of media research has raised continuous debates and confrontations among academics and policymakers, but at the same time it casts light on the important questions as well as methodology in media scholarship. This paper aims to analyze the differences between political economy and cultural studies, two primary but sometimes competing ways of examining media and communication, following a detailed description of their theoretical trajectory. Also, this paper suggests building a bridge connecting the two disciplines, the integration of which is essential to an adequate account of gender, race and social movement studies in addition to class analysis.
