Association between Mental Health Literacy and Workplace Well-Being of Chinese Grassroots Civil Servants:The Chain Mediating Effects of Regulatory Emotional Self-Efficacy and Resilience

This study aimed to investigate the relationship between mental health literacy(MHL)and workplace well-being(WWB)of Chinese grassroots civil servants,with regulatory emotional self-efficacy(RESE)and resilience as mediating variables.A questionnaire survey was conducted among Chinese grassroots civil servants,with a valid sample size of 2673 after excluding missing values and conducting relevant data processing.The PROCESS was used to examine the relationship between MHL,RESE,resilience,and WWB.The study found that MHL among grassroots civil servants was positively and significantly correlated with WWB(r=0.73,p<0.01).RESE partially mediated the relationship between MHL and WWB(β=0.25,95%CI[0.22,0.28]).Resilience partially mediated the relationship between MHL and WWB(β=0.22,95%CI[0.19,0.26]).MHL had a positive effect on WWB through the chain mediating effect of RESE and resilience(β=0.05,95%CI[0.03,0.07]).There is a close relationship between MHL and WWB,where Chinese grassroots civil servants with higher levels of MHL can develop stronger RESE and resilience,leading to higher WWB.The results of this study remind organizational institutions of Chinese grassroots civil servants that enhancing MHL,RESE,and resilience is an important pathway to promoting their WWB.

Sickle Cell Gene Transmission: Do Public Servants in Tamale, Ghana Have the Right Knowledge and Attitude to Curb It?

Introduction: Sickle cell disease (SCD) is exerting enormous public health and economic burden on many countries. To reduce these effects, the World Health Organization is urging countries, especially those in Africa, to increase public awareness of this disease. This study accessed whether public servants in Tamale, Ghana possess adequate knowledge and positive attitude towards SCD. Method: A total of 320 public servants within the Tamale Metropolis were invited to complete a questionnaire in a cross-sectional study. Data were analyzed using GraphPad 5.01. Association between different variables was tested. Results: The media was the main source of information for a majority of the 94.2% of respondents who had ever heard of SCD. Knowledge of respondents on transmission and testing of SCD was above 70% but they recorded less than 40% in SCD’s incurability, prevalence, effect of SCD on life span and pregnancy. The mean knowledge score of respondents was (11.1 ± 5.11)/22 or 50.7%. Only about a quarter knew their sickling status or that of their spouses before marriage or first child. Although 78.0% of respondents would call off marriages if they became aware of genetic incompatibility, the overall mean attitude, (2.857 ± 1.97)/ 7.0% or 40.8% was poor. There was a positive and significant correlation between the knowledge of respondents and their attitude towards SCD (r = 0.494, p < 0.0001) hence respondents working in the health sector and those with tertiary level education had better attitudes towards SCD. Conclusion: Public servants in Ghana have moderate knowledge of SCD but their attitude towards the disease was poor. Public servants least considered genetic incompatibility before entering conjugal relationships. This poor attitude means the campaign for the reduction of sickle cell gene transmission must be intensified. Governments need to increase their investment on educational campaigns aimed at changing attitude of persons through provision of more knowledge about SCD.

Cardiovascular Risk Factors in the Civil Service of Oyo State, South-Western Nigeria: An Epidemic with an Unmatched Response

Background: Worldwide, the burden of cardiovascular (CV) risk factors is rising with devastating impacts on the productive workforce. In developing nations, it has further led to an unstable population pyramid as a result of premature deaths of her workforce leading to the continued tapering of the pyramidal apex. Inspite of this, many studies were conducted among the general population neglecting the local government civil servants who are seen as policy implementers. Therefore, the study assessed the pattern of CV risk factors in South-western Nigeria. Methods: A cross-sectional study was conducted among 260 local government workers selected by multistage sampling technique from July to September 2017. A pretested, interviewer-administered questionnaire was administered to obtain socio-demographic and behavioural information. Lipid analysis, anthropometric, blood pressure, fasting blood glucose measurements were done according to protocols. Data were analyzed using IBM SPSS version 25;bivariate analysis was done using Chi-square. Level of significance was at 5%. Results: The mean age of respondents was 46.0 ± 6.7 years. The proportion of participants with good knowledge of risk factors was 57.7%. The proportion of respondent with hypertension, visceral obesity, general obesity, diabetes, smoking and physical inactivity was 40.4%, 35.0%, 52.2%, 38.2%, 5.8% and 75.8% respectively. The prevalence of elevated total cholesterol (↑TC), raised low-density lipoprotein (↑LDLc), low high-density lipoprotein (↓HDLc) and elevated triglycerides (↑TGs) was 55.4%, 85.0%, 70.4% and 3.1% respectively. There was a higher proportion of elevated total cholesterol (TC) and LDLc among female respondents (p = 0.002;p = 0.009). Senior cadre staff had a higher proportion of respondents with raised ↓HDLc and ↑TGs (p = 0.031;p = 0.036). Age was associated with hypertension and was highest among respondents in 45 - 54 years age category (p < 0.001). Conclusion: The prevalence of CV risk factors was higher compared with other studies in Nigeria and Africa. The findings illuminated a poor response to the rising burden of CV risk factors despite interventions put in place. This underscores the need for holistic preventive and control strategies with a view to reducing the incidence of cardiovascular diseases in Nigeria.

This research analyzes the role of public service in the political networks. The status of civil servants in these networks is not obvious. On the one hand, the officials are surrounded by strict framework of regulations and law. They are not independent subjects of political decisions, but at the same time, they are the main sources of information needed for making political decisions. Ethical Standards for Employers in the Local Administration Units： Republic of Macedonia

The extensive research on public ethics in the local administration is more than necessary. This paper identifies the basic values of and the challenges to Macedonian Legal System in this area, and explains the key ethical aspects, which should be implemented in practice by civil servants, who increasingly have to learn how to perform in accordance with ethical values. In this paper I will analyze the ethical values of civil servants laid down by the Organization for Economic Co-operation and Development （OECD） and the Civil Servants Agency in Macedonia, upon which the ethical principles for civil servants in the local administration units are intended to be set. This paper deals with the ethics of civil servants, assessment of best practices, and evaluation of positive and negative indicators. The paper concludes with a few recommendations for the next steps in this process; and some criteria for the consideration of future developments are suggested.

Effects of Service Standards Communication and Servant Leadership on Strategic Competence and Customer Orientation

Service standards communication and servant leadership are both important mechanisms to improve an organization＇s service process. Therefore, they are likely to affect strategic competence and customer orientation skills of organizations. In this research, customer orientation and strategic competence are undertaken in relation with servant leadership and service standards communication, using a sample of 106 Turkish firms＇ executive assistants.
