Study on Transfer Problem of Contract and Management Right of Agricultural Land in Anhui Province

The status quo and significance of contract and management right transfer of rural land are analyzed,and major problems existed in contract and management right transfer of rural land in Anhui Province are studied,containing unsound transfer market,insufficient flow demand motion,single transfer form,non-standard register,right determination and certificate issuing. On this basis,several policies and suggestions are proposed,such as combining practical use with suitable use of land right determination and certificate issuing,establishing multilayer rural social security system and expanding land management range.

Evaluation of Modern Agricultural Development Level in Huaibei Area of Anhui Province

Based on the data of modern agricultural development level in Huaibei area,this paper made a comprehensive evaluation on the modern agricultural development of 6 cities in Huaibei area by Analytic Hierarchy Process( AHP). It analyzed the development trend and difference in the level of agricultural input,the level of agricultural output,the level of rural social development and the level of agricultural ecological security. The study shows that the overall level of modern agricultural development in Huaibei area is rising in the past 6 years,with the highest increase in Suzhou City,followed by Huainan City and Huaibei City,and the other cities ranking in the middle. In view of the problems in the process of modern agricultural development in Huaibei area,it came up with recommendations,including strengthening the land consolidation,transfer of agricultural population,improving the rural education and controlling the agricultural pollution.

A New Species of the Genus Achalinus from Huangshan, Anhui, China(Squamata: Xenodermidae)

A new species of the genus Achalinus is described based on five specimens collected from the villages of Huangjialing and Fuxi, Huangshan, Anhui, China. It can be morphologically differentia ted from all the other species in Achalinus except for A. spinalis and A. werneri by the presence of a dotted black streak in the middle of the subcaudal. It can be distinguished from A. spinalis in that its two anterior temporals are in contact with eye, and A. werneri by its light brown flanks. The phylogenetic rela tionship of Achalinus was reconstructed using the mitochondrial locus of cytochrome coxidase subunit 1(CO1). The five new specimens form a monophyletic clade with strong support. The uncorrected p-dista nces between the new species and other representatives of Achalinus range from 13.6% to 21.7%. The recognition of the new species increases the number of described Achalinus species to 14.

Registration of Rural Collective Land:A Case Study of Ma'anshan City in Anhui Province

Making unified registration of rural collective land and granting legal rights of rural collective and farmer land are necessities for protecting the fundamental interests of farmers,implementing the party's rural policies,and the source of unified real estate registration,and will lay a solid foundation for smooth implementation of registration of real estate. According to requirements of Notice of the General Office of the People's Government of Anhui Province on Implementing the Confirmation and Registration of Ownership of Rural Collective Land,in order to integrate urban and rural development and safeguard the rights and interests of farmers,since January 2010,Ma'anshan Municipal Government has made an overall deployment in the whole city to carry out the confirmation and registration of rural collective land. However,complex property situation of the collective land and the problems of existing registration system have brought about many problems. Through the research and analysis,we came up with recommendations for improving the registration of rural collective land.

The Marketization of Land-related Indicators Based on the Practice in Anhui Province

Under the background of the new urbanization,this paper performs an empirical analysis of requisition-compensation balance indicators in Chuzhou City,and points out the problems in the land transaction.At the national level,it is necessary to introduce the measures to regulate the market transactions of requisition-compensation balance indicators as soon as possible,put safeguarding the interests of the majority of farmers in the first place during market transactions,and establish the a unified market platform for the transaction of land-related indicators,so as to boost the urban construction,promote the integration of urban and rural areas,and speed up the new urbanization process.

Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Spatio-temporal Evolution of the Agricultural Eco-efficiency Network and Its Multidimensional Proximity Analysis in China

As a traditional agricultural country,China has always prioritized agricultural development,and has increasingly focused on green and sustainable agricultural development.Based on the inter-provincial panel data for China from 1997 to 2019,this study divided these data into five periods according to the Five-Year Plan(FYP)of China,measured the agricultural eco-efficiency(AEE)values using the Super-SBM model,and then determined the spatial association network of the inter-provincial AEE of China using the improved gravity model.Finally,social network analysis(SNA)was used to further analyze the evolution process of AEE,and we de-veloped a framework of how multidimensional proximity,which includes geographical,economic,technological,cognitive,and institutional proximity,made an influence on the formation of AEE spatial relation network.The findings indicated that:1)in 1997−2019,the AEE in China was present in some spatial and temporal differences characteristics at the provincial scale,and we specifically found that national macro-regulation and policy incentives played a positive role in the long-term development of AEE.2)The spatial correlation of AEE development among provincial regions were becoming closer and exhibits obvious spatial correlation and spillover effects.The evolution of the AEE network has clearly observable trends of hierarchization and aggregation,and the complexity of the correlation network continues to increase and exhibits spatial clustering characteristics that are dense in the east and sparse in the west.The network structure has changed from monocentric radiation to a multicentric network,and network nodes select the more advantageous nodes with which to connect.3)Finally,the geographical proximity had a significant negative effect;the economic,technological,and institutional proximities were all observed to contribute to the AEE network formation,and cognitive proximity did not significantly influence this network formation.

Spatial Analysis of Rural Landscape Place Names in Anhui Province Based on GIS

Based on the village-level place names in Anhui Province,the formation mechanism and distribution characteristics of place names were discussed from the aspects of culture and nature using thematic maps obtained with the combination of kernel density estimation and mathematical statistics in GIS.The results showed that the place names of villages in Anhui Province are closely related to the local cultural landscape and natural landscape,and are the products of thousands of years of continuous exploration and cultural exchanges by local people.It not only reflects the relationship between place names and Anhui natural landform and cultural landscapes,but also combines them from different perspectives,reflecting the complexity and similarities of the formation of place names.

Core collection construction of tea plant germplasm in Anhui Province based on genetic diversity analysis using simple sequence repeat markers

The tea plant[Camellia sinensis(L.)O.Kuntze]is an industrial crop in China.The Anhui Province has a long history of tea cultivation and has a large resource of tea germplasm with abundant genetic diversity.To reduce the cost of conservation and utilization of germplasm resources,a core collection needs to be constructed.To this end,573 representative tea accessions were collected from six major tea-producing areas in Anhui Province.Based on 60 pairs of simple sequence repeat(SSR)markers,phylogenetic relationships,population structure and principal coordinate analysis(PCoA)were conducted.Phylogenetic analysis indicated that the 573 tea individuals clustered into five groups were related to geographical location and were consistent with the results of the PCoA.Finally,we constructed a core collection consisting of 115 tea individuals,accounting for 20%of the whole collection.The 115 core collections were considered to have a 90.9%retention rate for the observed number of alleles(Na),and Shannon’s information index(I)of the core and whole collections were highly consistent.Of these,39 individuals were preserved in the Huangshan area,accounting for 33.9%of the core collection,while only 10 individuals were reserved in the Jinzhai County,accounting for 8.9%of the core set.PCoA of the accessions in the tea plant core collection exhibited a pattern nearly identical to that of the accessions in the entire collection,further supporting the broad representation of the core germplasm in Anhui Province.The results demonstrated that the core collection could represent the genetic diversity of the original collection.Our present work is valuable for the high-efficiency conservation and utilization of tea plant germplasms in Anhui Province.

Current Situations and Recommendations for Non-grain Tendency of Farmland in Anhui Province

This paper firstly sorted out current situations of farmland protection and increasingly significant non-grain of farmland in Anhui Province in recent years.Then,it made an in-depth analysis on causes for non-grain problem,and analyzed adverse influence on national grain security.On this basis,it came up with recommendations for alleviating non-grain problem of farmland in Anhui Province:strictly protecting capital farmland,reasonably guiding distribution and scale of grain production;treating non-grain problem of farmland according to specific situations;reforming and improving grain subsidy policy;establishing a new agricultural land circulation mechanism with family farm as subjects,other types as supplements,and access and supervision system as guarantee.

A Study of Human-Land Linking Policy Based on Urbanization Away from Home: A Case Study of Anhui Province

This paper analyzes the features and trends of urbanization away from home in Anhui Province,and believes that the cross-city floating population in the province shows a expanding scale,and dual cores of the province has obvious attractiveness. This paper also analyzes the relations between urban-rural construction land and urban-rural population transformation in the province,and expounds the possibility and necessity of carrying out human-land linking policy northern Anhui-Wanjiang. Based on the factors affecting human-land linking policy,this paper recommends that we should establish cross-regional trading policy system for land development rights in Anhui Province from four key links( urban entry,urban integration,rural exit,common urban-rural development),in order to effectively promote migrant workers' citizenization.

Resistance Analysis of Wheat Cultivars against Powdery Mildew in Anhui Province of China

[ Objective ] The paper was to determine the resistance level of the tried and pre-examination wheat cultivars against powdery mildew in Anhui Province of China. [ Method ] By using artificial inoculation and identification method in fields, the resistance of wheat cultivars was identified in consecutive three years from 2010 to 2012. [ Result] The highly susceptible （HS） cultivar accounted for 30%, 42% and 11% of total tested cultivars in the years of 2010, 2011 and 2012, respectively; moderately susceptible （MS） cultivar accounted for 53% of total tested cuhivars in 2010, which accounted for 47% and 57% in 2011 and 2012, respectively; moderately resistant （MR） cuhivar accounted for 17% of total tested cultivars in 2010, which accounted for 11% and 32% in 2011 and 2012, respectively. [ Conclusion] The paper can guide breeding direction, and also provide scientific basis for variety approval.

The Dynamic Change in the Total Arable Land and its Driving Forces in Tongling City of Anhui Province

According to Anhui Statistical Yearbook( 2003-2012) and the second national land survey data,this article analyzes the current situation of land use and the dynamic change in the total arable land in Tongling City. On the basis of this,using grey relational analysis,this article analyzes the driving forces for arable land changes in Tongling City. Studies show that population growth,the improvement of level of urbanization and the rapid development of the economy are the main driving forces for arable land changes. Based on the findings,the strategies are put forth in order to ensure the dynamic balance of total arable land.

Connection of Farmland Consolidation Construction Works in Northern Anhui Plain:A Case Study of Si County of Anhui Province

The connection of farmland consolidation construction works was studied,to provide theoretical and practical basis for bringing into play optimal functions.It employed theoretical analysis method,case analysis method,and experience summary method.Through empirical study of Si County in Anhui Province,it further analyzed connection of four works:land consolidation,irrigation and drainage,field roads,farmland protection,and ecological and environmental protection,to provide methods and possibilities for coordination and connection of four works.It is required to take the land consolidation as a system,take full consideration of all aspects,attach great importance to connection of four works,so as to bring into full play optimal functions and realize sustainable use of land resources and sustainable development of social economy.

Ecological Construction Based on Land Use Zoning of Anhui Province

Anhui Province is divided into 6 zones according to land use. This paper firstly introduces ranges, characteristics and problems of land use zoning in Anhui Province. On these bases, it presents the respective ecological construction mode. Huaibei Plain Zone should focus on agriculture and implement water conservancy project, ecological shelterbelt project and mining subsidence area control works. Jianghuai Hilly Zone should make breakthrough in transforming slope land, speed up restoring forest, grass and vegetation, and implement water-saving agriculture and prevention and control of soil erosion. The Yangtze River Side Plain Zone should take the opportunity of agricultural structural adjustment to implement the ecological construction mode of "reconverting farmland to forests, wetland and lakes". Western Anhui Dabie Mountain Zone should concentrate on setting apart hills for tree growing and transforming slope land, restoring and expanding forest, grass and vegetation, and implementing prevention and control of soil erosion. Southern Anhui Mountain Zone should focus on protecting natural forest, setting apart hills for tree growing, conceding the land to forestry and developing eco-tourism. Residential area should pay close attention to new urbanization construction, center on citizenship of agricultural population, push forward integration of industry and city, coordination of urban and rural areas, and interactive development of primary, secondary and tertiary industries.

Operation Modes for Land Consolidation in Central Anhui Based on Beautiful Countryside Construction

Firstly,the background of beautiful countryside construction was elaborated.The operation modes for land consolidation in central Anhui were divided into five areas:northern Anhui,central Anhui,area along Yangtze River,western Anhui,and southern Anhui.Through empirical analysis of land consolidation in Changfeng County,it came up with recommendations with reference to practice in Changfeng County and discussed the beautiful countryside construction in central Anhui.

Overview of Land Consolidation in Anhui Province and Recommendations

The land consolidation projects in Anhui Province have brought huge economic and social benefits and made active contribution to increasing integrated grain productivity,stabilizing farmland area,increasing farmers' income,accelerating new socialist countryside construction,and promoting integrated urban and rural development. With more than ten years of exploration and attempt,land consolidation,reclamation and development of Anhui Province has established relatively complete policy,technical and business type regulations. However,there are still some weak links and problems,leading to slow project progress,and quality up to standard,fund management not standardized,and the masses not satisfactory for few projects. It summarized experience and achievements of rural land consolidation in Anhui Province and elaborated major existing problems in management of project implementation. Finally,it came up with pertinent recommendations for project implementation in rural land consolidation.

Research on Compensation Mechanism of Land Acquisition in Rural Areas Based on the Practice of Anhui Province

With the continuous development of Chinese economy and rapid progress it has made,land demand for urban construction becomes larger and larger. Rural urbanization has a great relation to common prosperity and plays a key role in realizing the 21 st century great dream of Chinese people of all ethnic groups. Because of the complicated situation of land acquisition and compensation mechanism,we will conduct a systematic analysis on the compensation mechanism of land acquisition in Anhui Province and put forward the compensation methods to perfect the compensation mechanism according to the present compensation mechanism and the existing shortages of land acquisition in Anhui Province.
