Previous researches concerning smart city have been carried out for nearly 30 years in various academia,but the basic concepts are still in an evolving fashion along with the development of the needs of human beings.However,it is convinced that the key to a smart city lies in the governance of the government and citizens.Meanwhile,the application of modern science and technology plays an essential role in boosting the quality of citizen’s life.As one of the international cities,Beijing’s construction of its smart city is developing rapidly with its development of science and technology.Beijing has always been open to foreigners,especially after the 2008 Olympic Games.The construction on smart city paves the way in promoting the image of Beijing as an international communication center.Therefore,this study combs the development of concepts of smart cities,focuses on the role of smart city in promoting Beijing’s international communication center image,as well as points out potential directions for Beijing’s smart city development.

Blockchain and Digital Transformation of University Asset Management

As educational activities realize value transmission and value realization through a digital form, the Digital transformation of universities continues to advance. The quantity of asset data continues to grow, with internal value reflected in education, management, and services, while external value is reflected in policies, resources and reputation. Therefore, effective management of university assets is particularly important. Blockchain is an important infrastructure for Digital transformation, which provides a trusted environment for the occurrence of various collaborations and will reshape many collaboration mechanisms. This paper discusses the current situation and problems faced by universities in the process of Digital transformation. We analyze the development opportunities brought about by Digital transformation and the specific problems faced by physical asset management in detail. We discuss the data platform optimization, asset data application, digital asset security, planning strategy, and construction path of digital transformation involved in the physical asset management of universities.

Valley Density Evaluation and Typical Development Pattern in Mountainous Areas of Beijing

Based on geographical differences and space differentiation, valley economy is a new pattern and new perspective for the development of mountainous areas, integrating ecological protection, industrial nurture, and village integration. On the basis of natural and geographical differentiation of valley, we give an overview of the spatial distribution of valley in mountainous areas of Beijing and spatial difference in valley density, and sum up the typical development pattern of valley economy, using DEM data. The results show that the spatial distribution of valley presents an asymmetric shape of inverted V or branch; Miyun, Yanqing, and Changping have high valley density, while Pinggu, Fangshan and Mentougou have low valley density; there is a significant positive relationship between valley density and the spatial distribution of river and reservoir. The development pattern of valley economy is divided into five types: leisure and high-end upgrade-based pattern, ecological development and transition demonstration-based pattern, folk culture and creation-driven pattern, scenic spots-driven and valley-linked pattern and leisure agriculture and specialty-led pattern.

British Tourism Higher Education Curriculum and Education System—Taking the University of Surrey as an Example

A reasonable curriculum system and teaching content can make the talent training of tourism higher education institutions more in line with the needs of the tourism industry.As the birthplace of the world's modern tourism industry,the UK has always been at the forefront of tourism development and has become the pillar of the UK.The industry and the tourism industry have a large number of talents.It can be seen that the tourism higher education in the UK must have certain characteristics and advantages to support the development of its tourism industry.Therefore,this paper takes the comparatively mature university of the University of Surrey in the United Kingdom as an example.Through the analysis of the education system and curriculum of the tourism-related departments,it is found that the curriculum of tourism higher education in British universities and the characteristics of the education system.And through this analysis,it provides a reference for China's tourism higher education.

The Application Mode of Blockchain in University Asset Management

With the development of higher education, the scale of university assets has become more diversified, complex and decentralized. Traditional asset management is inefficient. Information is not transparent and management responsibilities are unclear. This paper analyzes the difficulties in the process of asset management in universities and discusses the advantages of blockchain technology. We research on the application of blockchain technology in the process of asset management in universities and propose a framework design based on blockchain technology to standardize the asset management process. The result improves the efficiency of asset inventory and ensures the credibility of asset information. It helps to prevent asset information tampering, and improves the security of asset data. It also pushes the asset management mode from static to dynamic.

Teaching“International Business Contracts”Based on Production-Oriented Approach

Production-Oriented Approach(POA)is a new concept of foreign language teaching proposed by Professor Wen Qiufang of Bejing Foreign Studies University.Initially designed for teaching foreign languages in lower grades in domestic universities,its application has now been gradually expanded to more subjects and has been repeatedly proven to be effective after active experiments by some university teachers.In this paper,the author attempts to apply the production-oriented method to the teaching of intemational business contracts,and take one of the units as an example to demonstrate the teaching design and teaching process.

A Cognitive Study on Politeness Intention Processing and Its Association with Pragmatic Failure in Cross-Cultural Communication

Although a large number of studies have focused on various aspects of politeness,very little is known about how politeness intention is activated cognitively during verbal communication.The present study aims to explore the cognitive mechanism of politeness intention processing,and how it is related to pragmatic failure during cross-cultural communication.Using 30 Chinese EFL university students who were instructed to finish a probe word judgment task with 96 virtual scenarios,the results indicate that within both mono-and cross-cultural contexts,the response time in the experimental scenarios was significantly slower than that of the filler scenarios.This suggests that politeness intention was activated while understanding the surface meaning of the conversation;however,the EFL learners could not completely avoid the negative transfer of their native politeness conventions when they were comprehending the conversational intention of the target language.Furthermore,no significant differences in response time were found between the groups with high and low English pragmatic competence,illustrating that transferring the pragmatic rules and principles into cross-cultural communication skills was more cognitively demanding.Overall,this study adds to the literature on politeness research and provides some implications for foreign language pragmatic instructions.

Oil spill detection by a support vector machine based on polarization decomposition characteristics

Marine oil spills have caused major threats to marine environment over the past few years.The early detection of the oil spill is of great significance for the prevention and control of marine disasters.At present,remote sensing is one of the major approaches for monitoring the oil spill.Full polarization synthetic aperture radarc SAR data are employed to extract polarization decomposition parameters including entropy（H） and reflection entropy（A）.The characteristic spectrum of the entropy and reflection entropy combination has analyzed and the polarization characteristic spectrum of the oil spill has developed to support remote sensing of the oil spill.The findings show that the information extracted from（1-A）×（1-H） and（1-H）×A parameters is relatively evident effects.The results of extraction of the oil spill information based on H×A parameter are relatively not good.The combination of the two has something to do with H and A values.In general,when H〉0.7,A value is relatively small.Here,the extraction of the oil spill information using（1-A）×（1-H） and（1-H）×A parameters obtains evident effects.Whichever combined parameter is adopted,oil well data would cause certain false alarm to the extraction of the oil spill information.In particular the false alarm of the extracted oil spill information based on（1-A）×（1-H） is relatively high,while the false alarm based on（1-A）×H and（1-H）×A parameters is relatively small,but an image noise is relatively big.The oil spill detection employing polarization characteristic spectrum support vector machine can effectively identify the oil spill information with more accuracy than that of the detection method based on single polarization feature.

Valuation of Ecosystem Services:Research Progress and Prospects

The ecosystem services are material base and natural capital for sustainable development of human being. Valuation of ecosystem services is favorable for people realizing the importance of natural ecosystem to human being, and considering its long-term influence on sustainable development of human society when making decisions. Besides, it is an attempt of ecology, geography and other natural sciences to influence social decision process by economic methods. The Value of the World's Ecosystem Services and Natural Capital, written by Robert Costanza et al., in 1997, is generally regarded as a masterpiece for the research of valuing ecosystem services. However, the classifying standard of ecosystem services, the method of various services summation and the purpose for static global value, had confronted many criticisms. Still to now, accurately valuing ecosystem services is not easy, because of the complexity of natural ecosystem, the weak capability of economic system to pricing ecosystem services and the lack of more study in this field. Based on the criticisms summarizing and comprehensive analysis, further study suggestions of ecosystem services valuation is presented: multi-scale integrated and community participation applied in evaluation, dynamic changes of material value and intangible value of ecosystem services, investigation and simulation studies of the marginal value when ecosystem services changed, associated with related areas like ecological compensation research, and research on the market-oriented evaluation of ecosystem's intangible values.

China-Europe Sea-Land Express Passages and the Balkans as the Pivot of the Belt-and-Road Transportation Network

In recent years, there has been a rapid growth in Sino-European trade. Transportation is thus an issue of concern, and is a major drive behind the China Belt-and-Road cross-border transportation cooperation initiative. In this sense, the Balkans in Southeast Europe, with its very important geopolitical position, has great potential for connecting up the Eurasian markets and further promoting Sino-European trade. On December 17, 2014, the prime ministers of China, Serbia, Hungary and Macedonia reached an agreement to develop a new trans-continental transportation passage, namely, the China-Europe sea-land express passage, using the Hungary-Serbian railway as the basis. Given the benefit to the general public, transportation infrastructure is usually economically inclusive and politically well accepted, and therefore should be studied from both geopolitical and geo-economic respects. Prudent study of the status and insufficiency of current freight transportation passages is meaningful in both theory and practice. So too is an objective assessment of both the risks and prospects of building of a new passage.
