In this paper, we conduct research on new university education management methods based on the combination of humanized and institutionalized. Coordinated Control of Traffic Signals for Multiple Intersections

The proper phase difference of traffic signals for adjacent intersections could decrease the time of operational delay. Some theorems show how to minimize the total average delay time for vehicle operating at adjacent intersections under given conditions. If the distance and signal cycles of adjacent intersections satisfy with specific conditions, the total average delay time would achieve zero. If the signal cycles of adjacent intersections and the phase difference of them are co-prime numbers, the total average delay time would be a constant. In general, if signal cycles of adjacent intersections and the phase difference of them are reducible numbers, the minimum total average delay time would be solved by the given algorithm. Numerical experiments have verified the rationality of these theorems.

Tight Relative 6-designs on Binary Hamming Association Schemes

The concept of relative t-designs for Q-polynomial association schemes is due to Delsarte(Philips Res Rep 32: 373C411, 1997). In this paper, we discuss the Fisher type lower bounds of tight relative 6-designs very explicitly for binary Hamming association schemes H(n, 2).

Millimeter observations of organic molecules toward high-mass star formation region G34.26+0.15

To investigate the chemical origination of organic molecules CH3OH, CH3OCH3, C2H5OH, CH3OCH, CH3CN, C2HaCN and C2H5CN in the hot core associated with high-mass star formation re- gion G34.26＋0.15, Submillimeter Array observations were made with its 230 GHz receiver. The molecular gas distribution has shown that the oxygen- and nitrogen-containing molecules peak at different positions. Comparing the spatial distributions with rotational temperatures and fractional abundances of the observed molecules, we discuss the possible chemical origination of these organic molecules.

This paper established the engineering project management process that suitable for the situation of our country, design the organizational structure and verified the rationality through the example simulation based on the study of ideological characteristics of BIM combined with the modem project management theory and method. A lattice-based signcryption scheme without random oracles

In order to achieve secure signcryption schemes in the quantum era, Li Fagen et al. [Concurrency and Computation： Practice and Experience, 2012, 25（4）： 2112-2122] and Wang Fenghe et al. [Applied Mathematics ＆ Information Sciences, 2012, 6（1）： 23-28] have independently extended the concept of signcryption to lattice-based cryptography. However, their schemes are only secure under the random or- acle model. In this paper, we present a lattice-based signcryp- tion scheme which is secure under the standard model. We prove that our scheme achieves indistinguishability against adaptive chosen-ciphertext attacks （IND-CCA2） under the learning with errors （LWE） assumption and existential unforgeability against adaptive chosen-message attacks （EUF- CMA） under the small integer solution （SIS） assumption.

High activity of hot electrons from bulk 3D graphene materials for efficient photocatalytic hydrogen production

Design and synthesis of efficient photocatalysts for hydrogen production via water splitting are of great importance from both theoretical and practical viewpoints. Many metal-based semiconductors have been explored for this purpose in recent decades. Here, for the first time, an entirely carbon-based material, bulk three-dimensionally cross-linked graphene （3DG）, has been developed as a photocatalyst for hydrogen production. It exhibits a remarkable hydrogen production rate of 270 μmol-h-l.g-t under full-spectrum light via a hot/free electron emission mechanism. Furthermore, when combined with the widely used semiconductor TiO2 to form a TiO2/3DG composite, it appears to become a more efficient hydrogen production photocatalyst. The composite achieves a production rate of 1,205 bimol-h μg-t under ultraviolet-visible （UV-vis） light and a 7.2% apparent quantum efficiency at 350 nm due to the strong synergetic effects between TiO2 and 3DG.
