In July 1995, China Oil and Natural Gas Corporation brings forward IRP/DSM research at the "9th Five-year Plan" electric program and research' s meeting. In July 1996, China Traffic and Energy Department of the State Planning Committee authorized the project about IRP/DSM research at Shengli Oil Field. In 1997, the project was put in oil field key science and technology program. This is a project about IRP/DSM research and implementation with key body of large electric users, and is the first project as the key body of large electric users inland.
