It is an important event with profound meanings in China-US relations, and will enhance the overall development of China-US trade relationship and also remove an obstacle for the development of China-US relations. But the motion passed by the US Senate still keeps some provitions of the House’s version which have nothing to do with trade but attempt to interfere in China’s internal affairs. Especially, those profound regulations reflected by the evolution of PNTR itself are worthy of constant and deep thinking: the evolution from MFN to PNTR reflects the characteristics of the mechanism of the US decision making toward China, among which some basic regulations will be exsisting for a long time. For example, the tacit agreement between the Administration and the Congress, which play different roles in the decision making toward China, coordinates with the US overall policy toward China efficiently; the different performances of the different interest groups on the decision making toward China’s MFN and PNTR still need to be paid more attention in the future; the flexible tactic of the decision makers play a pretty role in the evolution from MFN to PNTR. From MFN to PNTR, the US realizes a tactical adjustment on its China policy, and such an adjustment indicates a certain tendency on the US policy toward China: the US will pay much more attention to China; it’s hard for the US to change its engagement policy; the US will have a higher expection on evolving China; the future China-US relations still need mutual efforts of both sides.展开更多
