It is called scintillation. There are two different kinds of explanations in terms of rain-induced scintillations on an earth-space link at microwave frequencies. Rain is not the main cause of induced scintillation in the light of measured data according to C-erd Ortgies. It was shown that after removing the slow signal variations due to rain attenuation the scintillation was the same as that of clear air turbulence. P.
