Of all the people with disabilities, the mentally-retarded not only are the most difficult to be part of the society and to get jobs but also add to the family burdens. This has become a big headache for Shanghai, the leading industrial city of China, which has about 70,000 mentally-retarded among the 520,000 persons with disabilities. At the beginning of 2005, the Shanghai Municipal Government began to try to solve the problem of the mentally-retarded in what is known as "Sunshine Action". It encouraged all communities and townships in the suburban areas to run "Home of Sunshine" to receive the mentally-retarded aged 16-35, hoping that through some training and rehabilitative activities, the mentally-retarded would learn to take care of themselves, develop certain abilities of social intercourse and do some simple labor so that they would walk out of their homes and become part of the society. 展开更多
