The reform has since de-integrated the old State Power Corporation into five state-owned power generation companies and two grid companies, established the State Electricity Regulatory Commission, created regional wholesale markets and started experimental wholesale competition. Further de-integration between transmission and distribution and retail market competition are next on the agenda. This reform clearly follows the recent reform practice of the western developed countries to build a competitive power market model. However, the Chinese reform has met with great difficulties and has not yet shown real effects. To understand the problem, it is important to compare some important differences between the Chinese and western power market reforms.展开更多

The 11th Five-Year Plan has stipulated 20% decrease of specific energy consumption in this period as a restrictive index, this has been gradually detailed and practiced into every link. To compile the thesis of "How to Realize the Target of Energy Consumption 20% Decreased in the 11th Five Year period," this Journal invited Mr. Fang Weizhong, the president of China Macro-Economic Association to contribute a paper entitled "The Severe Energy and Environment Situation in China," in which reasons of failed target of energy consumption in the 10th Five Year period and how to realize energy consumption index in the 11th Five Year period are precisely calculated and in-depth analyzed with detail and practical data.展开更多

From macroscopic point of view, being an infrastructure in national economy, power grid in China has been relatively weak. Looking into power industry inside, problems exist. For instance, unified planning functions are weakened, optimal disposition in larger scopes is unreachable, power grid technology and equipment are in urgent need of upgrad and self-development capability of power grid is inadequate. To have these problems well solved becomes critical tasks in the 11th Five Year period.展开更多

He has initiated a new generation of optimization and intellectual technologies to solve some of the most complicated problems in power system, and presented a series of new concepts and structures while expanding OPF models. These achievements have been fully applied in auxiliary business price assessment by categorized pricing, blocking management and assessment of available transmission capability. Recently, Mr. Song had an interview with the journalist of China Electric Power to discuss in depth the world energy patterns, China power market reform and trend of power industry development. Although his personal opinions, yet it is really instructive.展开更多
