Based on the resilient city theory, this paper proposes a transition for Shanghai from an original comprehensive defense to a resilient city vision through strategic framework and approaches from the three aspects of engineering technology, spatial defense, and social governance in the New Normal age. Meanwhile, it suggests that Shanghai should use information technology to enhance the level of risk monitoring and to improve engineering design standards; strengthen the resilience from the scales of "life circle-urban circle-municipal administrative area"; and innovate as well as improve the social safety governance.展开更多

Beijing is the capital of ...As a showcase for public well-being and urban identity, a better street should carry not only the constantly flowing traffic stream, but also diversified lifestyles and various streetscapes. Beijing is the capital of China, one of its ancient capitals, and a tier 1 international metropolis, both its street connotation and functions are extremely complex. Along with new requirements proposed in the Beijing City Master Plan(2016 – 2035) for controlling construction land, strengthening urban identity, and improving urban governance, the Urban Design Guidelines for Beijing Street Regeneration and Governance(the Guidelines) is not only an important breakthrough point for promoting urban transformation to sustainable urban regeneration and governance, but also the foundation of optimizing capital city construction and building a world-class, harmonious, and livable capital city. Taking full consideration of value orientation, technical methods, system design, and governance transformation, the Guidelines adopts five measures, including identity enhancement, coordinated design, enhancing cultural and aesthetic quality, building platforms, and managing 'stubborn diseases' – problems which have plagued people for many years and have been intensifying with years to pass, to comprehensively improve the street design and governance, in the hope of making it a real typical space that represents the image and cultural charm of the capital city.展开更多

This paper analyzes changes in research perspectives of urban regeneration in recent years at home and abroad and the innovative concept of inclusive development proposed in the context of globalization, finding that the connotation of urban regeneration in European countries has been gradually enriched in order to promote social integration. Based on this, the paper examines how Paris, the first European city, combined inclusive development and urban regeneration and addressed social integration and equity in urban regeneration by taking accessibility as a key point in solving the most fundamental transportation problems. Based on lessons learned from Paris in developing a barrier-free transportation system, it proposes specific optimization strategies at the micro level in accordance with the status quo of public transportation accessibility in Beijing’s urban regeneration.展开更多

The non-construction land has to be scientifically planned because it is closely related to the ecological security of a mountain city and affects the quality of urban settlements. The working methodology is a multi-disciplinary collaboration and integration, as well as all-round thinking through a combination of theoretical research and practice. Green eco-district planning and construction occupies a very important position in China's future low carbon urbanization roadmap because the experience gained through practice will provide cities with a technical...Green eco-district planning and construction occupies a very important position in China's future low carbon urbanization roadmap because the experience gained through practice will provide cities with a technical pathway to manage climate change and reduce carbon emissions. However, during the current preparation and implementation stage of the green eco-district plans, both the planning management departments and planning design institutes are faced with the problem of how to quantify the greenhouse gases(GHG) emissions, especially the CO_2 emissions, when approval decisions are to be made. Aiming at setting up a carbon accounting protocol within the statutory framework of China's green eco-district planning and construction management system, this paper argues that it is important to incorporate the GHG emission inventory into the statutory regulatory planning system, and discusses the technical issues and coping measures for assessing carbon emissions at the district level. It proposes to refine the Activity Data(AD) and Emission Factors(EF) in the current China's National GHG Inventory and set up the urban district carbon accounting protocol based on nine sectors. These nine emission accounting sectors are established according to the key policy and function as defined in the statutory local regulatory plans under the present planning system in Chinese cities. Taking planning and construction management at the district level as a platform to control carbon emissions, it develops an initial carbon accounting protocol suitable for China's green eco-districts which can be applied in both the existing and planned urban areas, and be integrated into the decision making process of the local planning process.展开更多

Th...Contemporary China has seen a fragmented and tortuous urban design development process with frequent interactions with other countries and it is impossible to adopt a linear thinking in relevant historical studies. This paper starts with controversies over urban design in contemporary China and reaches a conclusion that two differentiated development paths exist, i.e., technology and value. Based on the two paths, the paper analyzes four urban design ideas, design of physical form, comprehensive design of the environment, control of design, and design of policy, and summarizes the characteristics and evolution mechanism of these ideas. It attempts to establish an evolution framework of urban design, so as to provide a reference for its localization in China against the backdrop of globalization.展开更多

This paper summarizes various definitions of the urban built-up area and proposes three definition methods: all urban built-up areas in a municipal administrative area, concentrated contiguous built-up areas, and urban built-up areas in central cities. From the latest Landsat 8 satellite images, the paper obtains the data of urban built-up area in some of China’s big cities and makes a comparative study between the results of the urban built-up areas by the three definition methods and three other common statistical data. It finds that neither the area data nor the ranking is consistent. Finally, it further explores what causes differences in rankings and gives some advice for improving the definition of the urban built-up area.展开更多
