The reform has since de-integrated the old State Power Corporation into five state-owned power generation companies and two grid companies, established the State Electricity Regulatory Commission, created regional wholesale markets and started experimental wholesale competition. Further de-integration between transmission and distribution and retail market competition are next on the agenda. This reform clearly follows the recent reform practice of the western developed countries to build a competitive power market model. However, the Chinese reform has met with great difficulties and has not yet shown real effects. From macroscopic point of view, being an infrastructure in national economy, power grid in China has been relatively weak. Looking into power industry inside, problems exist. For instance, unified planning functions are weakened, optimal disposition in larger scopes is unreachable, power grid technology and equipment are in urgent need of upgrad and self-development capability of power grid is inadequate. To have these problems well solved becomes critical tasks in the 11th Five Year period.展开更多
Currently, the distribution systems of China, especially those of medium-voltage, are uncoordinated with transmission systems in configuration, and are in urgent need of upgrade.
