城市住区公共服务设施与老年生活圈匹配规划研究

China entered an aging society in 1999 based on the United Nations’definition that an aging society is one where the population aged sixty and above accounts for more than 10 percent of the total population.Accordingly,community-based home care for older people has become a social trend and the main policy orientation of the urban elderly care service system.How to meet older people’s needs for living and caring services in urban residential areas is a major challenge for China to conduct urban redevelopment.This paper analyzes the supply-demand match of age-friendly public service facilities in communities based on the daily needs for public service facilities and the living circle characteristics of older people.Then it conducts an empirical study on typical residential communities in Suzhou and puts forward a hierarchical allocation strategy and improvement suggestions for age-friendly public service facilities in the self-sufficient community living circle,the near neighborhood living circle,and the urban expansion living circle.In addition,it proposes measures for improving the allocation of public service facilities in case communities in Suzhou through urban renewal.

建成环境对城市老年居民心理健康的影响机制——基于客观和感知的对比视角

The basic attributes of urban built environment are important factors affecting mental state of older adults.Observation and perception are expressions of built environment from objective and subjective perspectives,and their comprehensive effects on older adults’ mental health have not yet been explored and verified.Combined with the ecological model of active living,the social-ecological model for health and environmental psychology for health,this paper took Dalian as an example and integrated multi-source spatio-temporal data,to compare and examine the internal influence mechanism of built environment on older adults’ mental health from objective and perceptual perspectives through structural equation model.The model was further validated by excluding the samples of residential self-selection.The study showed that the proximity and aggregation degree of basic service facilities,such as supermarkets,restaurants,and barbershops,affected older adults’ mental health through direct and perceived mediating paths,in which the high degree of aggregation had a negative effect on the mental health of older adults through perceived paths of noise,insecurity,and poor environmental sanitation;the density of walking path and the local integration,depth,and connectivity of vehicle path had limited interventions on mentality dimension of older adults;the diversity of leisure,landscape,and exercise facilities in community positively affected older adults’ mental health through the direct and perceived mediating paths;underground parking in community and lifts in high-rise buildings had a more positive impact on older adults’ mental health than ground parking and stairs in multi-story buildings.Overall,compared with objective built environment,perceived built environment had a mediating effect and played a more significant role in the mental health of older adults.

In a context where express delivery service is indispensable in urban production and life in China,urban express joint distribution will help reduce the negative impact of logistics activities on urban traffic and environment,and eventually promote the coordinated development of the express delivery industry and the city.This paper summarizes the background of urban express joint distribution based on its four driving forces:saving resources,green development,traffic avoidance,and public service.Then it establishes a network structure model of urban express joint distribution based on systems thinking,elaborates the functional orientations of the four layers in the model–the distribution layer,the feeder transport layer,the terminal station layer,and the collection and delivery layer,and discusses the implementation ideas of joint distribution at all layers.Finally,it puts forward four suggestions for promoting the joint distribution:improving inter-departmental coordination mechanism,maintaining a diversified distribution pattern,promoting in-depth cooperation among companies,and practicing a high-tech development path.

规划机构改革与空间治理现代化的路径选择

In recent years,with the profound changes of"promoting the modernization of the national governance system and capacity,"the reform of state institutions has become an important measure and step.In the field of planning management,the establishment of the Ministry of Natural Resources plays a crucial role in the institutional reform over the years.This paper discusses the reform of planning management from the perspective of the public management and urban planning discipline,and tries to explore the internal logic between"institutional reform"and"governance modernization."It demonstrates the interweaving and transforming process between the adjustment of planning agencies and national governance,discussing whether the establishment of the Ministry of Natural Resources has responded to the path selection of governance modernization.The paper makes a diachronic analysis on the 13 state institutional reforms since the founding of People’s Republic of China,especially on the adjustment process of planning management agencies.It builds an"institution-governance"analysis framework with the three elements including institution,function,and management as its core and with the institutional strength and governance effectiveness as the entry and exit,and analyzes the parallel transitions of planning management agencies and spatial governance logic as well as the necessary undertaking mechanisms,with the aim to provide reference for the establishment of a new pattern of spatial governance.
