In recent years,with the global environmental pollution becoming more and more serious,and the widespread application of PPP model in various fields,PPP model provides a new solution for environmental governance.Howev...In recent years,with the global environmental pollution becoming more and more serious,and the widespread application of PPP model in various fields,PPP model provides a new solution for environmental governance.However,due to environmental management of PPP projects in practice by various factors,such as the lack of social value,organizational management confusion and consultation communication is not in place cause group events,resulting in the failure of the PPP project,and a large number of economic losses.Therefore,the objective of this paper is to ensure the smooth implementation of environmental management of PPP projects,to reduce the risk to avoid failure.The research methods adopted in this study include literature review and case analysis,based on the theory of environmental governance PPP,select 15 failure cases analysis failure reasons,identify environmental management PPP project’s 18 failure factors,starting from the government to enterprises.The index is divided into three dimensions:social system,organization and management,public behavior,and determination of failure measure index system.Based on the theory of the open matter,the failure measure model is established,and the failure factor index is measured and analyzed.The degree of failure of the project is clarified and the PPP project is analyzed by a sewage treatment to verify the reasonable model of the failure measure model.The feasibility of the future of environmental management PPP project failure risk provides a practical tool.展开更多
Building and infrastructure construction projects can be viewed as a complex system consisting of many subsystems.Over the last two decades,considerable researches that use system dynamics(SD)as an analytical and mode...Building and infrastructure construction projects can be viewed as a complex system consisting of many subsystems.Over the last two decades,considerable researches that use system dynamics(SD)as an analytical and modeling approach exist to address construction project management issues.However,only few critical reviews have been conducted to provide an in-depth understanding of SD application in construction project management.Moreover,many studies have failed to apply SD accurately.Therefore,the present study aims to gain an understanding of the current state of play and future directions in applying SD method in construction project management research,by undertaking a comprehensive review of 105 relevant articles published from 1994 to 2018.These articles are analyzed in terms of annual publication rate,key papers and their contribution,critical issues in SD application,and research topics.A significant increase in the number of publications in the last five years has been observed.When applying SD method to model construction system,the following aspects must be carefully considered:Model boundary,model development,model test,and model simulation.In addition,SD has been applied in a wide range of research topics,including(1)sustainable construction;(2)design error,rework,and change management;(3)risk management;(4)resource management;(5)decision making;(6)hybrid modeling;(7)safety management;(8)PPP project;and(9)organization performance.Based on the review findings,this study discusses three future research directions,namely,integration of SD with other methods,uncertainty analysis,and human factor analysis.This study can help researchers gain an in-depth understanding of the critical issues in the application of SD in construction management and the state-of-the-art of SD research.展开更多
Government buildings are responsible for a significant proportion of energy consumption worldwide,for example, in Australia, up to 41.5 PJ energy was consumed by government buildings in 2011–2012. While the newly con...Government buildings are responsible for a significant proportion of energy consumption worldwide,for example, in Australia, up to 41.5 PJ energy was consumed by government buildings in 2011–2012. While the newly constructed buildings may be energy efficient,the existing buildings, which account for more than 85% of the total building stock, were built prior to the time when energy rating systems was put in practice and are consequently energy inefficient to a large degree. Reducing the energy consumption in existing government buildings is essential, as it will not only reduce the costs and environmental impacts, but also show governments' strong commitment towards the reduction of greenhouse gas emission. Furthermore, successful building energy retrofit projects are the showcases to the general public, encouraging other sectors(e.g. commercial) to conduct building retrofits for energy savings. Recognising these benefits,several state governments in Australia have introduced building energy efficiency policies and programs. This paper reviewed the energy efficiency policies/programs in five States in Australia: Victoria, New South Wales, South Australia, Western Australia, and Queensland in terms of respective policies and targets, implementation methods and current progress. The lessons learned from these programs were also discussed. This research revealed that the key factors for a successful government buildingenergy retrofitting program are 1) having a properly enforced energy efficiency mandate with clear energy saving targets, 2) establishing an expert facilitation team and 3) implementing suitable financing and procurement methods.展开更多
