The sufficient conditions of the existence of observers, which are normal linear time-delay systems, and the corresponding design steps are presented via linear matrix inequality（LMI）. Moreover, the observer-based feedback stabilizing controller is obtained. Three examples are given to show the effectiveness of the proposed methods.展开更多
