Analysis on the Influence Factors of High Quality Proposals and the Countermeasures

The People＇s Political Consultative Conference is an organization of the patriotic united front of the Chinese people, and it is an important form of develop- ing socialist democracy. As an important way to perform the functions of the People＇s Political Consultative Conference, the proposal work has been valued by the leading collective of the Communist Party of China. Based on the summary of the research results of CPPCC proposals at home and abroad, the influence factors of the quality of proposals were investigated through the analysis and summary of the overall conditions of CPPCC proposals in recent 5 years, and specific countermeasures were put forward in terms of proposal drafting, filing and summarizing, so as to improve the scientific level of proposal work in China, and give full play to the function of CPPCC proposal work.

Existing Problems and Recommendations for Cultivation of Agricultural Science and Technology Talents in China

China is a large agricultural country. Healthy and rapid development of agriculture plays an important role in overall socialist construction of China. To realize sustainable agricultural development,cultivation of agricultural science and technology innovation talents should be strengthened. Through analyzing existing problems in cultivation of agricultural science and technology innovation talents and combining actual situation of China's agricultural development,this paper came up with pertinent recommendations for strengthening China's agricultural science and technology talent cultivation,including improving agricultural science and technology innovation talent cultivation system,implementing " government- industry- university- institute" talent cultivation mode,speeding up construction of experimental teaching demonstration center,and applying human resource theories.

Study on the Development and Managem ent of Marine Resources in China

Based on the current situation of marine resources in China in respect of development and management, some issues of the develop- ment and management of marine resources in China were analyzed from aspects of marine ecological environmental protection, resource owner- ship, ideas, management system and so forth, Afterwards, a series of suggestions about strengthening the development and management of ma- rine resources in China were put forward, such as clearing marine property rights, stren gthening national ocean consciousness, adjusting marine dustrial structure, vigorously developing new marine industries, and culturing marine technology professionals

Evaluation on Port Ecological Culture——Take Yangshan Port of Shanghai as an Example

Combining development demand of the port and characteristics and role of the culture, and using information precipitation method and common factor extraction method of factor-analysis dimensionality reduction, three-grade indicator system of the port ecological culture is construc- ted. By using AHP and fuzzy comprehensive evaluation method, evaluation model of the port ecological culture is established. By combining the construction of ecological culture in Yangshan Port, case analysis is conducted. Result shows that ecological culture development in Yangshan Port is below moderate level, and Yangshan Port needs to strengthen ecological culture construction to improve whole average level. Finally, for ecologi- cal culture construction of the enterprise, we propose suggestions that enterprise can refer the designed indicator and weight, and clarify focus and direction of the construction.

Theory and Practice of Marine Regional Management in China

With the development of marine economy in coastal provinces and cities,there comes a series of environmental problems. Marine regional management,as a completely new marine management mode,transforms traditional management mode and can protect marine ecosystem. Thus,the marine regional management is feasible and applicable in China. This paper firstly discussed connotation and development of the marine regional management in China and pointed that the marine regional management is integrated management of a certain marine region. Next,it summarized characteristics of the marine regional management at current stage,for example,land-based pollution of trans-geographic system and marine management under regional government cooperative mechanism. Finally,it came up with recommendations including combining theory and practice of the marine regional management,and establishing marine regional management system as soon as possible,to realize benign interaction and sustainable development of marine economy and ecological environment.

Exploration on Marine Management under the View of Marine Eco-civilization

We try to inject the idea of marine eco-civilization into marine management. By enriching connotation of marine management,the idea of marine management is improved by combining ecology,sociology and management. Current marine management in China has many problems. From the angle of enhancing marine eco-civilization construction,we put forward that marine area in whole country needs to be planned by taking marine eco-civilization as starting point,regional marine management idea should be enhanced,and division of marine management unit should be innovated,finally realizing innovation of marine management mechanism and marine sustainable development.

Study on Construction of Marine Culture and Marine Power

Through the development of marine culture to enhance the national cultural soft power, speed up the construction of marine power, has become a strategic choice for the future development of the ocean in China. Based on elaboration on the connotations of the marine culture and marine power, we respectively analyze the relationship between marine culture and marine power construction from the relationships between marine culture and development level of the marine economy, development level of the marine science and technology, the protection ability of the marine environment, international competitiveness of the marine industry, regulation and management of marine affairs and maritime national defense abili- ty. We put forward the countermeasures and suggestions of marine power construction, such as strengthening marine culture propaganda, vigorously developing marine power industry, enhancing the marine cultural safety construction and adhering to development mode of the marine culture with Chinese characteristics.

Maker,Maker Space and Maker Culture Construction

Shanghai is planning to launch a strategic research of new round of development in 2050,carry out future urban planning research in 2040,and started start the implementation of thirteenth five-year development planning research. This paper firstly analyzed the relationship between Big Cloud Movement and Maker,and introduced current development situation of makers in Baoshan District of Shanghai. Then,according to current development situation,it came up with recommendations for the maker culture construction: strengthening the awareness for protection of intellectual property right in the district,building " Internet + X" development model for Baoshan District,establishing maker parks in Baoshan District,actively creating the innovation atmosphere,opening the Big Cloud Movement platform the society and promoting generation of grassroots makers,enhancing the cooperation with adjacent district to realize trans-regional cooperation of innovation talents,and introducing social capitals to help innovation teams to make transformation of innovation results.

Shanghai should orient its development to becoming a global science and technology innovation center. Now,it plans to launch a strategic research of new round of development in 2050,carry out future urban planning research in 2040,and started start the implementation of thirteenth five-year development planning research. In this process,it is required to fully consider the impact of a new round of scientific and technological revolution and industrial reform,include the construction of global innovation center into the layout of the future development of Shanghai,formulate global scientific and technological innovation center development strategy,and further make clear the leading and support function of scientific and technological innovation to economic and social development of Shanghai. This paper analyzed the relationship between Big Cloud Movement and " Maker",and the necessities for cultivating " Maker" urban culture to building Shanghai global scientific and technological innovation center. On this basis,it elaborated and analyzed how to integrate the Maker Culture into Shanghai urban culture. Finally,it came up with recommendations for establishing Shanghai " Maker" urban culture.

Starting from the perspective of shipping culture,sand junk culture in Shanghai during the Ming and Qing Dynasties was studied from the aspects of material,system,behavior and mentality.It is found that the change and development of sand junk culture in Shanghai during the Ming and Qing Dynasties are closely related to the convenient shipping conditions and economic activities."Sand junk culture"runs through the development of shipping industry in Shanghai area,reflecting a pioneering and enterprising,compatible and inclusive spirit.

Analysis of the Coupling and Coordination Degree between the Development of Marine Industry and the Gathering of Marine Talents

The development status of China's marine industry in recent years was qualitatively analyzed,and it is found that the scale of China's marine economy continued to expand,and the industrial structure has been continuously optimized.Then,the coupling and coordination degree between the development of marine industry and the gathering of marine talents were analyzed quantitatively,and it is found that the development of marine industry generally promoted the gathering of marine talents,but the promotion of each industry was weak.The influence of the development of marine industry on the gathering of marine talents should be strengthened.It is proposed that the development of marine industry should be promoted from the aspects of strengthening the planning level of industrial development,improving the efficiency of resource allocation,promoting the innovation and development of marine industry,and strengthening the management of marine talents,so as to enhance the influence of marine industry on the gathering of marine talents and form a benign interaction between talents and industry.

Shanghai sand junk culture and marine culture were introduced from the four aspects of culture(physics,institution,behavior and mentality),and their relation was analyzed.The results show that there is a generic relationship between marine culture and Shanghai sand junk culture.Shanghai sand junk culture reflects the marine culture in a specific period and enriches the connotation of marine culture.Marine culture is the foundation of Shanghai sand junk culture,and provides new opportunities for the sustainable development of Shanghai sand junk culture.Therefore,the study of the relationship between Shanghai sand junk culture and marine culture is beneficial for the two to promote each other,and lays a solid cultural foundation for the realization of"maritime power".
