Roles of State Strategy of Adaptation to Climate Change in China

For the adverse impacts of climate change, China gov- ernment should place the problem of adaptation to climate change on the agenda. It is time to institute and implement a state adap- tive strategy to reduce the adverse impacts on economy, commu- nity and people's health and life by international cooperation and our own endeavor. A state strategy of adaptation to climate change should be closely linked with other current interrelated national strategies, and they should be supplemented and improved by each other. This paper discusses the roles of the state strategy of adaptation to climate change in the state climate change integra- tive strategy, the environmental protection strategy, and the sus- tainable development strategy in China. Furthermore, it proposes the main aims of the state adaptive strategy of China.

A study of legal attributes of carbon emission rights in carbon trading

Clean Development Mechanism (CDM) has given birth to an international carbon trading market prosperity, which provides developing countries with valuable opportunity to address climate change issues right along with economic development and environmental improvement to achieve sustainable development. However, most studies of CDM focus on economics, and few on its legal problems. CDM involves too many aspects. And the clear legal attribute of trading object is the basis of progress of the transaction and also the start point of legal protection. Therefore, this paper in accordance with the inherent principle of property rights economics, and environmental economics in CDM, only discusses CDM carbon emission right legal interpretation and its attribution. The paper recommends that in order to ensure and promote the carbon emission right trading, carbon emission right should be attributed into the system of real rights to be regulated by Real Right Law. In this way, carbon emission right can gain exclusive power of possession and use, which can achieve a clear right def inition of environmental goods in line with Coase's theory to protect Chinese prof it in carbon trading market and promote the development of the carbon trading market further.

Identifi cation of national priority areas for adaptation to climate change in China

The problem of global warming has been identif ied as the f irst in the list of the top ten environmental prob-lems in the world.As climate change will seriously affect the social and natural world that people live in,so it may lay serious repercussions on economic progress,social improvement,and sustainable development.International bodies everywhere and many of the countries' governments are responding urgently to this call.In recent years,climate change has affected different regions in China in different ways.In its national agenda,the Chinese government should address the problem of climate change and its negative impact on socio-economic development.In this endeavor the nation should introduce policies which will help its people and economy to adapt to these effects and changes.Priorityf ields of adaptation to climate change are the sensitive areas or departments which are more vulnerable to the negative influences of climate change.The negative impacts of climate change in some parts of China are considered to be very serious indeed as they affect the whole economy and community.As a result,priority should be given to these more affected regions for the limited state f inancing.This paper def ines adaptation and discusses the basic principles and programs in the identif ication of national priority areas where adaptation should be exercised.Based on the past studies,four priority areas in China are identif ied,namely,disaster prevention and mitigation,water resources,agriculture,and ecosystem.An analysis on the identifi cation procedures,and the reasons and tasks involved are given for each.

富水砂层地铁区间隧道盾构掘进参数分析

依托哈尔滨轨道交通2号线一期工程耿家站至龙川路站区间的施工情况,对富水砂层盾构隧道开挖过程中的相关掘进参数进行分析。结果表明,盾构机主推力控制范围为10~18MN,刀盘转速约为1.3r/min,刀盘扭矩为2~4MN·m。掘进速度保持在40~70mm/min范围内,此时土压力主要为0.1~0.2MPa,平均出土量约为43m3。采用太沙基理论对土压力进行计算,计算值验证了土压力监测结果的准确性。

A study of contract legal issues in Chinese carbon market

Clean Development Mechanism (CDM) has given birth to an international carbon trading market prosperity,which provides developing countries with valuable opportunities to address climate change issues together with economic development and environmental improvement to achieve the sustainable goal. China,as the biggest carbon market,has caught worldwide attention. However,most studies of CDM focus on economics and environmental science,few on its legal problems. Transaction activities are the essence of market mechanism. To protect the benefits of market participators and regulate the market orders,the Contract Law takes this important role along with development of market mechanism. Therefore,this paper only focuses on the carbon market in China,with the assessment of the risks in the CDM development first. The involved contracts will be identified and analyzed to point out the major contract legal issues in Chinese carbon market. In the meantime,this paper further discusses that measurements at both private level and governmental level should be taken to protect and realize the utility and equality of contract in the carbon market.
