公共危机事件中政策认同的构建研究——基于陕西省的实证分析

政策认同是政策执行的重要基础,公共危机事件中的政策认同往往更加重要。论文结合陕西省2021年底暴发的重大突发公共卫生事件,设计了公共危机事件中政策认同构建的理论模型,并进行网络问卷调研,运用结构方程模型对构建的理论模型进行检验。结果发现,包括公众满意度、政府信任、感知政府能力在内的一系列因素都会对公共危机事件中的政策认同产生正向影响,公众对政府负面舆情处理的及时性感知和满意度也会对公共危机事件中的政策认同产生正向影响。基于研究结果,论文提出应重视日常工作中公众满意度、政府信任和感知政府能力对于危机管理的作用,同时要特别注意提升公众的主观感知,当负面舆情发生时,政府应积极回应并处理。

Fuzzy comprehensive assessment of running condition for a large-scale centrifugal compressor set

A fuzzy comprehensive assessment method of running condition was constructed and applied to a large-scale centrifugal compressor set in a petrochemical corporation aiming at the monitoring and early warning of abnormal conditions in industry.The maximal information coefficient(MIC)correlation analysis of indexes was introduced to determine the independent indexes to be assessed,and the dynamic deterioration degree was calculated using the predicted independent indexes by the second-order Markov chain model.The fuzzy membership degree weighting method was employed to assess the running condition of all units in the set.Simple and direct radar chart was used to visualize condition assessment grades.Results showed that the proposed fuzzy comprehensive assessment method successfully assessed the running condition of the set.The constructed method achieved 10 min earlier alarm than the traditional threshold alarm occurred at the specific moment of00:44 on April 7 of 2018.The method would provide a valuable tool and have a wide engineering application in ensuring the safety and reliability of industrial production.

Task assignment under constraint of timing sequential for cooperative air combat

According to the previous achievement, the task assignment under the constraint of timing continuity for a cooperative air combat is studied. An extensive task assignment scenario with the background of the cooperative air combat is proposed. The utility and time of executing a task as well as the continuous combat ability are defined. The concept of the matching method of weapon and target is modified based on the analysis of the air combat scenario. The constraint framework is also redefined according to a new objective function. The constraints of timing and continuity are formulated with a new method, at the same time, the task assignment and integer programming models of the cooperative combat are established. Finally, the assignment problem is solved using the integrated linear programming software and the simulation shows that it is feasible to apply this modified model in the cooperative air combat for tasks cooperation and it is also efficient to optimize the resource assignment.

International collaboration to promote global health:The 2017 Belt and Road Initiative Global Health International Congress&2017 Chinese Preventive Medicine Association--Chinese Society on Global Health Annual Meeting

With the rapid development of new technologies and global trade and increasing collaboration am ong countries worldwide,public health has become a global issue.Global health,as a new discipline,has been drawing more attention from both academ ia and governments.The Belt and Road Initiative(BRI),proposed by China in 2013,aimed to prom ote trade and resource exchange,including education,research,and health issues,with over 60 countries in Asia,Africa,and Europe.The BRI provides good opportunities for involved countries to address health problems jointly as well.In response to the BRI and to promote international collaboration on global health issues,"The 2017 Belt and Road Initiative Global Health International Congress&2017 Chinese Preventive M edicine Association-Chinese Society on Global Health Annual Meeting"was held on Septem ber 24-27,2017 in Xi’an,China.Thus far,this is the largest high-quality international conference held in China that focused on the BRI global health issues.This article summarized the background,key sessions and topics covered during the congress,and important events,and highlights different perspectives of the BRI and global health by invited experts from China and abroad.The conference included 14 sessions(three keynote speech forums and ten scientific sessions and a research poster session)and about 100 speakers,around 40 of which were leading experts outside of China.All the major sessions were held in English.More than 40 leaders and experts of health sectors from 13 countries presented their work in the congress.Approximately 400 delegates from 29 countries attended the congress.Delegates had extensive discussions about global health related issues,future cooperation and development in global health.The congress fostered international exchange and collaboration.
