Analysis on the Transition of Resource-based Rural Land Use in the Context of Rural Revitalization:A Case Study of Taolingou Village,Yangquan City,Shanxi Province

The key to the transformation of resource-based rural economy lies in the land use transition,which has important theoretical and practical significance for the reconstruction of rural values and the promotion of rural revitalization.Taking Taolingou Village in Yangquan City,Shanxi Province as an example,on the basis of expounding the concept and connotation of land use transition,this paper analyzes the evolution trend of resource-based rural land use transition,explores the driving force of resource-based rural land use transition and clearly puts forward the measures to strengthen the transformation of resource-based rural land use in the context of rural revitalization.The analysis shows that the land use of Taolingou Village is transforming towards the trend of sustainability,putting people first and multi-function,which is consistent with the strategic goal of rural revitalization.The driving force of land use transition in Taolingou Village includes four aspects,namely,industrial structure,economic factors,development policy and contradiction between human and land.Adjusting and optimizing the industrial structure,protecting the ecological environment,perfecting relevant policies and regulations,and controlling the overall population are the effective measures for Taolingou Village to realize the land use transition.This case study is expected to provide a useful reference for the land use transition in other resource-based rural areas.

Weak Expansive Soil Physical Properties Modification by Means of a Cement-Jute Fiber

Sixteen groups of comprehensive tests have been conducted to investigate the modifications in the physical properties of a weak expansive soil due to the addition of a cement jute fiber.The tests have been conducted to analyze the liquid plastic limit,the particle distribution and the free expansion rate.The results show that:(1)With an increase in the cement-jute fiber content,the free expansion rate of the modified expansive soil gradually decreases,however,such a rate rebounds when the fiber content exceeds 0.5%and the cement content exceeds 6%.(2)With an increase in the cement percentage,the particle unevenness coefficient(Cu)and curvature coefficient(Cc)of the modified expansive soil tend to grow gradually.The Cc coefficient reaches 1.0 when the cement content is 6%.The unevenness coefficient of 16 soil samples is greater than 5.0,however,the Cu coefficient decreases when the cement content reaches 6%.(3)The plastic limit of soil increases as the cement content is made higher,while the liquid limit and plastic index decrease gradually.When the content of the modified material is 2%+0.1%~2%+0.7%(Cement content+jute fiber content),the change of particle size distribution is most obvious.(4)When the contents of cement and jute fiber are is 6%and 0.5%,respectively,the modification induced in the physical properties of soil samples corresponds to the best case.

Relationship between Rural Industry Revitalization and Land Resource Utilization and Its Practice in Ganning Town, Wanzhou District of Chongqing

[Objectives]To explore the relationship between rural industry revitalization and land resource utilization.[Methods]Starting from the connotation of rural industry revitalization and land resource utilization,this study explores the relationship between rural industry revitalization and land resource utilization,Taking Ganning Town with typical mountain industry as the research area,this paper analyzed the relationship between rural industry revitalization and land resource utilization through a combination of field research and literature analysis,found out the existing problems and came up with pertinent recommendations.[Results](i)Rural industry revitalization is both mutually reinforcing and mutually restrictive.(ii)In this study,the land use types of Ganning Town were divided into nine categories,including farmland,garden land,forest land and grassland,and their industrial functions and development models were identified,and the corresponding framework of land resource utilization and rural industry revitalization in Ganning Town was constructed.(iii)In view of the problems existing in Ganning Town,this paper proposed to change the ideological concept and enhance understanding,improve the utilization rate of idle land and promote rural industry revitalization,and accelerate land consolidation and restoration,and promote sustainable development.[Conclusions]It is necessary to correctly understand the two-way role and dynamic change relationship between rural industry revitalization and land resource utilization,solve the problem from the perspective of development,adopt development strategies according to local conditions,and take the road of sustainable development.

Industrial Poverty Alleviation Model in Southwestern High-altitude Mountainous Areas of China——A Case Study of Industrial Poverty Alleviation of Xueshan Township in Luquan County of Yunnan Province through Planting Codonopsis pilosula

Due to the severe restrictions of natural conditions and ecological environment,high-altitude mountainous areas usually become the " hard bones" in the battle against poverty. Xueshan Township,Luquan Yi and Miao Autonomous County of Yunnan Province,located in the alpine valley of Jinsha River,is a major township with wide and deep poverty,and the incidence of poverty is up to 45. 00%. In recent years,Xueshan Township has insisted on the battle against poverty,made effort to develop the Codonopsis pilosula industry,and successfully developed a road to poverty alleviation through C. pilosula industry,and formed a unique industrial poverty alleviation model by the end of 2018,the incidence of poverty dropped to 0. 74%. Based on field survey and interview,this paper analyzes and summarizes the specific practices,main results,practical experience and promotion and application measures of the poverty alleviation model of C. pilosula planting industry in Xueshan Township,in the hope of providing certain reference for the targeted poverty alleviation in similar areas in Yunnan Province and other provinces of China.

Reconstruction Mode of Rural Dilapidated Houses in Alpine and Gorge Area of Southwest China——A Case Study of Scientific Identification and Precision Reconstruction of Rural Dilapidated Houses in Luquan County,Yunnan Province

The transformation of dilapidated houses in rural areas is not only a livelihood project related to the broad masses of rural people,but also a major project to win the battle against poverty. Luquan Yi and Miao Autonomous County,Yunnan Province,located in the high mountain and gorge area along Jinsha River,is one of the key counties of poverty alleviation and development with a wide range of poverty and a deep degree of poverty. The incidence of poverty is 22. 21%. Housing security is the focus,difficulty and emphasis of poverty alleviation in this county,the number of dilapidated houses is large,the type is complex,the transformation is difficult,and the implementation cost is high.Since the beginning of 2017,Luquan County has faced difficulties,explored in depth,pioneered and innovated,and completed the renovation of 54 801 dilapidated houses in an all-round way. It created a road full of characteristics and effectiveness of rural dilapidated housing transformation,and explored a set of effective scientific identification and accurate transformation models for rural dilapidated housing worthy of reference and promotion. Successful renovation of dilapidated houses,combined with industrial poverty alleviation,education poverty alleviation,health poverty alleviation and other accurate poverty alleviation measures,have made Luquan County win a decisive victory in the fight against poverty. By the end of December 2018,the incidence of poverty in the county had dropped to 0. 54%,and 115 poor villages( including 83 extremely poor villages) had successfully shaken off poverty. This paper analyzes and summarizes the concrete methods,main effects,characteristics and bright spots,successful experience,and reference significance of the scientific identification and precise transformation mode of rural dilapidated houses in this county,so as to provide a necessary reference for the transformation of rural dilapidated houses in Yunnan Province and even poor counties in similar provinces( cities and districts).

Evaluation of Mountain Land Ecological Security Based on DPSIR Model and Entropy Weight Method

In the Report of the 19 th National Congress of the Communist Party of China,it stated that we must put the ecological safety and green development in the first place.To achieve rural revitalization,ecological livability is the most important factor.Taking Luquan Yi and Miao Autonomous County(national level poor county)in Jinsha River valley of Yunnan Province as an example,using DPSIR(drivers,pressures,states,impacts,responses)model,this paper established an evaluation indicator system.Besides,using the entropy method,it determined the indicator weight.In addition,it evaluated the land ecological security of Luquan County since the implementation of targeted poverty alleviation policy(2013-2017)using multi-factor comprehensive evaluation method.This study shows that Luquan County has improved its ecological security in the past five years.The ecological status has gone through four stages,from sensitive state to severe state to critical safety to excellent ecology,and the value of the comprehensive index of land ecological security shows a rising trend.Through analyzing the ecological security value of each criterion hierarchy,it obtained the main factors affecting the ecological security of Luquan County.On this basis,it came up with feasible measures and recommendations for studying the ecological security of land in the region,so as to guide the rational use of land and sustainable economic development,provide a reference for the implementation of rural revitalization strategies,and promote the construction of regional ecological civilization.

Land Remediation Projects in Poverty-stricken Counties in Tibetan Areas Promoting Poverty Alleviation——A Case Study of Songpan County,Sichuan Province

Songpan County is a poverty-stricken county in the four provinces of China,one of the concentrated areas in China. This paper analyzes the effectiveness of land consolidation in Songpan County to promote poverty alleviation and development through specific cases. The results show that land remediation has improved agricultural production conditions,promoted agricultural efficiency,increased farmers' income,improved rural living conditions,promoted the development of urban and rural integration,improved the ecological environment,solved the problem that restricts the survival and development of poverty-stricken areas,enhanced the ability of farmers to develop themselves,raised the level of civilization in rural areas,and promoted poverty alleviation and development. The poverty alleviation and development has provided certain financial support for land remediation. It has promoted land remediation,and pointed out key directions for land remediation. It has an indirect promotion effect on land remediation.

Industrial Poverty Alleviation Model in Deep Poverty-stricken Villages in the Dry-hot Valley of Jinsha River: A Case Study of Poverty Alleviation in the Green Prickleyash Planting Industry in Laopingzi Village,Luquan County

Industrial poverty alleviation is the core of poverty alleviation in rural areas of China,and it is the fundamental way for the rural poor to achieve stable income and poverty alleviation. Laopingzi Village,Jiaopingdu Town,Luquan County,Kunming County,Yunnan Province,located in the dry-hot valley area of Jinsha River,has become a typical deep poverty-stricken village due to its special natural conditions.In recent years,in the battle to win the fight against poverty,the people of Laopingzi Village have achieved a virtuous cycle of the ecological environment and an access to get rid of poverty and get rich through vigorously developing green prickleyash planting industry. By the end of 2018,the incidence of poverty in Laopingzi Village Committee dropped from 45. 62% in 2014 to 1. 11%,and the green prickleyash planting industry had achieved remarkable results in poverty alleviation. This article summarizes the specific practices of developing the green prickleyash planting industry in the village,analyzes the main results and successful experiences of the mode and discusses the inspiration of the implementation of green prickleyash cultivation on industrial poverty alleviation,so as to provide an effective practical example for the development and poverty alleviation of poverty-stricken areas.

The Mode of Promoting Industrial Targeted Poverty Alleviation through Land Circulation in Western Mountainous Region of China——A Case Study of Luquan Yi and Miao Autonomous County in Yunnan Province

In the industrial targeted poverty alleviation,land circulation is a key process. Based on the national strategy of targeted poverty alleviation,this paper combined the industrial development of targeted poverty alleviation with land circulation. According to the field survey on the current situation of land circulation and promotion of the industrial poverty alleviation in the typical project area of Zhongping Village in Zhongping Town and Jiaowuying Village in Jiulong Town in Luquan Yi and Miao Autonomous County in Yunnan Province,located in the high mountain canyon area of Jinsha River in the upper reaches of the Yangtze River in the west of China. This paper summarized and analyzed the organization and operation mechanism,basic practices and main results of the land circulation and promotion of industrial poverty alleviation model in the typical project area of the county. It also summarized the innovation and successful experience of the model,and then came up with measures to further promote the implementation of the model,so as to provide necessary reference for the implementation of land circulation and industrial targeted poverty alleviation for the poverty-stricken counties in Yunnan Province and similar provinces( cities,regions).

Analysis of Problems and Policy Recommendations for the Third-party Evaluation in the Present Poverty Alleviation

The introduction of third-party evaluation system and the implementation of third-party evaluation system in poverty alleviation is a major innovation in the targeted poverty alleviation work in China.In order to improve the third-party evaluation mechanism,further improve the efficiency of third-party evaluation,and enhance the effectiveness of targeted poverty alleviation,this paper analyzes and summarizes the main problems existing in the current third-party evaluation practice.In view of the related problems,this paper puts forward the corresponding policy recommendations,which are believed to play a positive role in further promoting the development and improvement of the third-party evaluation of getting rid of poverty.

Research Progress on Poverty Alleviation by Ecological Compensation

Ecological poverty alleviation is one of China’s accurate poverty alleviation strategies. The Guiding Opinions of the CPC Central Committee and the State Council on Three-year Action to Win the Fight against Poverty issued in August 2018 calls for innovating ecological poverty alleviation mechanisms,strengthening ecological protection and restoration in poor areas,and achieving a win-win situation of ecological improvement and poverty alleviation. Poverty alleviation by ecological compensation has realized the effective combination of ecological protection compensation and accurate poverty alleviation policy mechanism. Although China has achieved some practical results in ecological poverty alleviation at the policy level,the combination of ecological protection and accurate poverty alleviation and the corresponding policy measures have not yet been fully integrated. Moreover,the mode of ecological compensation for poverty alleviation is not perfect,and the corresponding operating mechanism of ecological compensation for poverty alleviation has not been fully established. This paper summarizes and expounds the present situation of ecological compensation research( including ecological compensation concept,ecological compensation mechanism,ecological compensation mode),the current situation of ecological poverty alleviation research( including the relationship between ecological compensation and poverty alleviation,ecological poverty alleviation model,ecological poverty alleviation mechanism),and then analyzes the main problems existing in the current poverty alleviation by ecological compensation. This paper puts forward the breakthrough points of establishing and perfecting ecological compensation to help the poor,so as to provide a reference basis for further promoting the development of ecological poverty alleviation.

Development and Prospect of Zoning Mode in the Three Rounds of Overall Land Use Planning of China

Zoning system is the basic mode of establishment of overall land use planning. In this study,the zoning mode and practice in the three rounds of overall land use planning that have been carried out in China were analyzed and summarized firstly,and then some obvious problems existing in the implementation of the zoning mode were analyzed. Finally,countermeasures and suggestions were put forward to provide necessary reference for further development and improvement of the zoning mode and the development of overall land use planning at all levels in China.

Study on the Role of Land Circulation in Promoting Poverty Reduction through Industrial Development——A Case Study of Mopi Village,Xinping County,Yunnan Province

In recent years,under the stimulation of the national policy and the land circulation policy,the villages and towns have begun to guide the farmers to carry on the land circulation in an orderly way,combine the targeted poverty alleviation with the development of modern agriculture,and drive the registered households to participate in the modern agricultural industry and achieve the goal of getting rid of poverty and getting rich while realizing the transformation and upgrading of agriculture. The transfer of land management right can drive the local employment and the poverty reduction through industrial development is implemented. Taking Mopi Village in Xinping County as an example,this paper analyzes the main methods and effects of the transfer of land management right in this village in promoting poverty reduction through industrial development,and puts forward the existing problems and suggestions.

Theoretical Research on Cultivated Land Ecological Compensation Based on Targeted Poverty Alleviation and Development

The effectiveness of targeted poverty alleviation is related to whether China can build a well-off society on schedule. Poverty alleviation is an arduous and urgent major issue in China,and the Party and the government have always been very concerned about and attached importance to poverty alleviation. At present,China’s poverty alleviation and development faces enormous pressures and challenges. Some poor areas actually shoulder the heavy responsibility of ecological protection in the process of national development. The contradiction between economic development and ecological protection is intensifying. Objectively,these poor areas have made outstanding contributions and great sacrifices for the country’s ecological construction. Therefore,it is necessary to balance the two goals of poverty reduction and building an ecological environment and explore a win-win path that is in line with the actual ecological protection and poverty alleviation and development in poverty-stricken areas. Ecological compensation for poverty alleviation is one of the basic contents of the " five-batch" project of China to implement poverty alleviation. Cultivated land is a very important ecosystem on land. On the basis of studying the ecological effects of cultivated land,the implementation of cultivated land ecological compensation has become an important part of the research on ecological poverty alleviation. On the one hand,ecological compensation for cultivated land can support or promote poverty alleviation and development. On the other hand,poverty alleviation and development policies also provide practical opportunities for cultivated land ecological compensation. Carrying out research on cultivated land ecological compensation and practicing this new direction and new poverty alleviation mode is of great significance to promote and improve the construction of ecological system for cultivated land,targeted poverty alleviation and development,and ecological protection of cultivated land. On the basis of combing the national ecological poverty alleviation strategy related policies and sorting out cultivated land ecological compensation theory research,this paper discusses the new mode of cultivated land ecological compensation to assist poverty alleviation and development,reveals the main problems in the current research and practice of cultivated land ecological compensation,and puts forward some suggestions for improving the ecological compensation for cultivated land to promote poverty alleviation and development.

Poverty Alleviation in Xundian Hui and Yi Autonomous County by Promoting Labor Migration

The transfer of rural population to urban areas is the inevitable result of China s economic development,and going out to work is an important poverty alleviation model for poor areas to adapt to this historical trend.Studying its typical practices not only has practical guidance and reference for targeted poverty alleviation and poverty alleviation work,but also has important implications for how to rationally allocate regional population,resources,environment and economy.This paper investigates and explores the labor migration-promoting poverty alleviation model in Xundian Hui and Yi Autonomous County in the Wumeng mountainous area,a national concentrated and contiguous poverty-stricken area.On the basis of sorting out the leadership system,training methods,assistance ideas,working mechanism and poverty alleviation achievements,the income of 50 poverty-free households in 2018 was investigated and analyzed specifically.The results show that the poverty alleviation in Xundian County has achieved significant achievements both in macro and individual farmers,and it has played a decisive role in getting rid of poverty for households with migrant workers.In addition,the successful experience of Xundian County to increase income and get rid of poverty is sorted out,and the problems existing in this model are analyzed.It is believed that attention should be paid to the impact of labor migration on rural land use and citizenization of migrant workers.

Land Suitability Evaluation of Zanthoxylum schinifolium in Dry and Hot Valley of Jinsha River: A Case Study of Jiaopingdu Town of Luquan Yi and Miao Autonomous County,Yunnan Province

According to the recent practice in Laopingzi Village,Jiaopingdu Town,Luquan Yi and Miao Autonomous County(Luquan County hereinafter)in dry and hot valley of Jinsha River,the development of Zanthoxylum schinifolium Sieb.et Zucc planting industry can help farmers gradually get rid of poverty and achieve a virtuous cycle of ecological environment.It is a sustainable poverty alleviation way.Based on the three aspects of soil properties,climatic conditions,and topographical conditions influencing the growth of Z.schinifolium,this paper selected eight evaluation factors to establish a suitability evaluation system for Z.schinifolium,used the analytic hierarchy process to determine the indicator,and determined the weight of the evaluation indicators.Besides,it calculated the comprehensive suitability index of land suitability of Z.schinifolium and evaluated the suitability of Z.schinifolium land in Jiaopingdu Town of Luquan County.The results showed that the suitable area for the cultivation of Z.schinifolium in Jiaopingdu Town reached 7270.78 ha,accounting for 88.69%of the study area;the area of unsuitable land was 922.07 ha,accounting for 11.31%of the study area.Among the suitable land areas,the high suitability area reached562.99 ha,accounting for 7.79%;the moderate suitability area was 2206.76 ha,accounting for 28.61%;the low suitability area was4599.03 ha,accounting for 63.6%.Based on the results of suitability evaluation,it came up with pertinent recommendations for the development of Z.schinifolium industry in Jiaopingdu Town.

Poverty Alleviation in the Poor Mountainous Areas of Western China by Supporting Industry: A Case Study of Xundian Hui and Yi Autonomous County in Yunnan Province

Poverty alleviation by supporting industry is a key measure to promote the poverty alleviation of relocated households. Taking Xundian County, the first county in Yunnan Province that has been lifted out of poverty, as an research case, this article analyzes and summarizes the industry-supporting poverty alleviation achievements and successful experience of two typical relocation areas (Shanhou Village and Eyang Village) in Xundian County. Practice has shown that the key to industry-supporting poverty alleviation lies in targetedness to strengthen the participation of poor farmers in industrial development. The interests of poverty alleviation entities should be linked by market mechanism to establish a benign interaction between all parties for win-win situation, thereby effectively guaranteeing the long-term and healthy development of poverty alleviation by supporting industry.

Land Use Regionalization in Poor Counties in Mountainous Areas Based on Targeted Poverty Alleviation

Land use regionalization is a strategic measure for the rational use,management and protection of land resources based on local conditions.Based on the needs of targeted poverty alleviation and rural revitalization strategy and the analysis on the natural and socioeconomic conditions,characteristics of land resources,and the current status of land use in Luquan County,corresponding regionalization indices were selected from four aspects:economic environment conditions,socioeconomic conditions,land resources and land use structure,and poverty alleviation and development level,a scientific and feasible index system for land use regionalization was constructed,and land use in Luquan County was regionalized by using systematic cluster analysis method.The results show that the 16 townships(towns)of Luquan County were divided into four land use regions,poverty alleviation region for development of new town and characteristic industries in the southwest(I),agricultural development and ecological poverty alleviation region in central mountainous area(II),poverty alleviation region for development of characteristic agriculture and tourism towns in eastern plateau mountainous area(III),and poverty alleviation region for development of characteristic industries and protection of land economy in the northern alpine valley area(IV).In addition,suggestions were put forward for the rational use of land in each region.

Work Effectiveness,Problems and Countermeasures of Third-Party Assessment Teams from Colleges and Universities for Targeted Poverty Alleviation

Conducting a third-party assessment on targeted poverty alleviation can effectively avoid the disadvantage that local government plays as both athlete(i.e.performer of poverty alleviation work)and referee(i.e.referee for poverty alleviation effect)in poverty alleviation to ensure the truth of poverty alleviation,and therefore,it is an important part of the work to win the battle against poverty.Since 2016,the thirdparty assessment teams from colleges and universities for targeted poverty alleviation have achieved good results and performance in the assessment on both the effectiveness of targeted poverty alleviation work and the exit of poor counties in China,and they have made due contributions to the cause of poverty alleviation.However,as a new thing,third-party assessment obviously has some problems,mainly including the following:subjective understanding on the long-term nature of rural poverty alleviation is insufficient,and there is a lack of long-term considerations and related mechanism for third-party assessment;affected by policies and institutions,most of the existing third-party assessment teams from colleges and universities have not regarded third-party assessment of targeted poverty alleviation as a cause,and they lack the motivation to actively study the assessment business;and the third-party assessment staff from colleges and universities for targeted poverty alleviation have low stability and high mobility,not conducive to the long-term construction of assessment teams.In order to establish long-term poverty alleviation and prevention mechanisms,these issues must be addressed squarely and relevant countermeasures need to be taken actively to effectively build a long-term mechanism for building third-party assessment teams from colleges and universities for targeted poverty alleviation.
