With the continuous implementation of the PPP projects,due to the imperfection of relevant policies,the blindness of government subsidy is constantly emerging.Thus,it is important to put forward a practical approach for valuing the subsidies and risk.In this paper,the revenue subsidies model and traffic subsidies model are established.Then combined with practical cases,Monte Carlo simulation is used to get the value and probability of government subsidies under different compensation ways.On this basis,the influence of initial traffic volume and traffic growth rate on government subsidies and net present value of investors is analyzed.The research findings can provide theoretical guidance for the government to choose a reasonable way of subsidies,balance the risk of compensation,and formulate subsidies policies. 展开更多

An Assessment of Indoor Environmental Quality in School Buildings in the State of Kuwait

In this study, indoor quality and environmental comfort were investigated in secondaiy school buildings located in the State of Kuwait. Comfort variables such as temperature and relative humidity (thermal comfort), noise (acoustic comfort), illumination (visual comfort), as well as allocated classroom floor area per student (spatial comfort) were measured. Data was collected over a 7-month period on a spot basis during school hours in student-occupied classrooms at 46 selected schools. The measured data was then compared to international guidelines and standards related to indoor environment quality. The data for noise and allocated space were shown to be in the comfort ranges in all the schools. However, 11% of the schools are not adequately illuminated, 33% had temperatures not within the recommended limits, and 22% of the schools had humidity levels either higher or lower than the recommended levels. Also, 9% of the schools had low illummation readings. In addition, during the data monitoring, a survey was conducted by which the student occupants completed a questionnaire so that subjective and objective evaluations could be compared. The findings of the questionnaire displayed significant correlations between the measured data and some ailments and other corr^laints experienced by the students. Ultimately, the results found in this research will provide a baseHne for comparison with future indoor environment quality assessments in buildings. Furthermore, recommendations are suggested in order to improve the environmental quality problems encountered in some of the schools, which may be beneficial for policymakers, facilities managers, and design engineers. 展开更多

Building collapse mostly can be caused by the loss of loading capacity in a primary structural component,resulting in the failure of surrounding elements,which in turn cause a failure propagation.Progressive collapses may be accidental,due to design deficiencies or errors,material failure or natural phenomenon(e.g.earthquakes)but it can be prevented by upgrade the concrete components’material[1,2].Well-engineered RC buildings generally have a good performance under normal loading conditions.However,faulty design,construction errors,material deterioration,and overloading are always occurred.When part of structure fails,the total load in the whole system will not disappear,which means the load will be redistributed unevenly to the adjacent part of structure.This phenomenon revealed that sustained high stresses in RC elements can lead to catastrophic collapse.Due to very few of papers did the research on the RC elements under high stress level sustained load,relevant experiments should be performed in this area.This paper gives the suggestions about how to apply the load in an experiment if researchers want to know the behavior of elements near to collapse especially focus on RC columns. 展开更多

The decision of traffic congestion degree is an important research topic today.In severe traffic jams,the speed of the car is slow,and the speed estimate is very inaccurate.This paper first uses the data collected by Google Maps to reclassify road levels by using analytic hierarchy process.The vehicle speed,road length,normal travel time,traffic volume,and road level are selected as the input features of the limit learning machine,and the delay coefficient is selected.As the limit learning machine as the output value,10-fold cross-validation is used.Compared with the traditional neural network,it is found that the training speed of the limit learning machine is 10 times that of the traditional neural network,and the mean square error is 0.8 times that of the traditional neural network.The stability of the model Significantly higher than traditional neural networks.Finally,the delay coefficient predicted by the extreme learning machine and the normal travel time are combined with the knowledge of queuing theory to finally predict the delay time. 展开更多

To analyze the response law of silo-stock-foundation interaction system under seismic load, a dynamic equation of this interaction system was established. Furthermore, the dynamic characteristics of the silo-stock-foundation interaction system under different storage conditions were studied through numerical analysis. The displacement at the silo top was much greater than that at the silo bottom, while the vibration trend of the upper and lower silos on the same bus bar was similar. The acceleration response, dis-placement and stress response of the structure increased with the increase of the input seismic wave. Furthermore, the direction time responses of several typical silo parts were consistent. With increase in storage material, the acceleration peak of the silo and bulk material increased and then decreased. This indicates that the relative motion of the storage material and silo had a damping effect on the silo system. The maximum circumferential strain and equivalent stress of silos with different storage capacities were recorded at the variable section of silos (the top of funnel). The effective stress beneath foundations near silos was obviously higher than that far away from silos. These results can provide a reliable theoretical basis and reference values for mitigating silo structural failures under seismic load. 展开更多

After decades of civil war,Yemen is in a desperate situation,and the construction industry has been suffering from low productivity and poor performance.In order to improve the productivity for the Yemeni construction industry,Construction enterprises must adopt the best and new technologies,new management concepts and philosophies such as Total Quality Management(TQM)and concurrent engineering(CE)owing to achieve improvements in the process of product development.To ensure the successful implementation of CE in the Yemeni construction industry,it is necessary to assess the readiness of those companies to implement CE.In this paper,the BEACON model is used to assess the readiness of the Yemeni companies to implement the concept of CE,that assist in overcoming the construction industry's poor productivity and performance.A study assessing CE implementation readiness will help to promote successful CE implementation in the construction industry and enhance the efficiency of construction companies.The results show that most of the construction companies in the Yemen are not ready to implement CE.The main reason is that the enterprises rely heavily on traditional management methods,and need to improve the organization and management technology.The research results can provide theoretical support for construction companies,especially Yemen companies,to establish basis in implementing an appropriate CE approach for improving performance,and also help international construction companies entering the Yemen construction market to cooperate and implement CE. 展开更多
