This paper endeavours to elucidate the intricacies of Palestinian Paradiplomacy,focusing in the political impetus pioneered by its principle actors,namely the Palestine Liberation Organisation(PLO)and subsequently,the establishment of the Palestinian National Authority(PNA).Additionally,attention will be directed towards the creation of the Palestinian Ministry of Foreign Affairs(PMOFA)and its subsidiary,the Palestinian International Cooperation Agency(PICA),albeit briefly discussed.Drawing inspiration from Alexander S.Kuznetsov’s seminal work“Theory and Practice of Paradiplomacy:Subnational Governments in International Affairs”(2015),this paper tries to scrutinize the trajectory of Palestinian paradiplomacy and its evolutionary course over time.When it comes to activity and growth,Palestinian paradiplomacy has a unique profile.The way in which topics pertaining to nations are not yet recognized has a great deal of bearing on current discussions and academic research about urgent political concerns like the right to self-determination and human rights.The analysis of de facto states via the prism of paradiplomacy naturally arises from the dominant state recognition procedures in international politics. 展开更多

This paper delves into the intricate interplay between artificial intelligence(AI)systems and the perpetuation of Anti-Black racism within the United States medical industry.Despite the promising potential of AI to enhance healthcare outcomes and reduce disparities,there is a growing concern that these technologies may inadvertently/advertently exacerbate existing racial inequalities.Focusing specifically on the experiences of Black patients,this research investigates how the following AI components:medical algorithms,machine learning,and natural learning processes are contributing to the unequal distribution of medical resources,diagnosis,and health care treatment of those classified as Black.Furthermore,this review employs a multidisciplinary approach,combining insights from computer science,medical ethics,and social justice theory to analyze the mechanisms through which AI systems may encode and reinforce racial biases.By dissecting the three primary components of AI,this paper aims to present a clear understanding of how these technologies work,how they intersect,and how they may inherently perpetuate harmful stereotypes resulting in negligent outcomes for Black patients.Furthermore,this paper explores the ethical implications of deploying AI in healthcare settings and calls for increased transparency,accountability,and diversity in the development and implementation of these technologies.Finally,it is important that I prefer the following paper with a clear and concise definition of what I refer to as Anti-Black racism throughout the text.Therefore,I assert the following:Anti-Black racism refers to prejudice,discrimination,or antagonism directed against individuals or communities of African descent based on their race.It involves the belief in the inherent superiority of one race over another and the systemic and institutional practices that perpetuate inequality and disadvantage for Black people.Furthermore,I proclaim that this form of racism can be manifested in various ways,such as unequal access to opportunities,resources,education,employment,and fair treatment within social,economic,and political systems.It is also pertinent to acknowledge that Anti-Black racism is deeply rooted in historical and societal structures throughout the U.S.borders and beyond,leading to systemic disadvantages and disparities that impact the well-being and life chances of Black individuals and communities.Addressing Anti-Black racism involves recognizing and challenging both individual attitudes and systemic structures that contribute to discrimination and inequality.Efforts to combat Anti-Black racism include promoting awareness,education,advocacy for policy changes,and fostering a culture of inclusivity and equality. 展开更多

The paper investigates applicability of the developed high-level model and technology for solution of diverse problems in large distributed dynamic systems which can provide sufficient awareness of their structures,organization,and functionalities.After the review of meanings of awareness and existing approaches for its expression and support,the paper shows application of the Spatial Grasp Model and Technology(SGT)and its basic Spatial Grasp Language(SGL)for very practical awareness solutions in large distributed dynamic systems,with obtaining any knowledge from any point inside or outside the system.The self-evolving,self-replicating,and self-recovering scenario code in SGL can effectively supervise distributed systems under any circumstances including rapidly changing number of their elements.Examples are provided in SGL for distributed networked systems showing how in any node any information about other nodes and links,including the whole system,can be obtained by using network requesting patterns based on recursive scenarios combining forward and backward network matching and coverage.The returned results may be automatically organized in networked patterns too.The presented exemplary solutions are parallel and fully distributed,without the need of using vulnerable centralized resources,also very compact.This can be explained by fundamentally different philosophy and ideology of SGT which is not based on traditional partitioned systems representation and multiple agent communications.On the contrary,SGT and its basic language supervise and control distributed systems by holistic self-spreading recursive code in wavelike,virus-like,and even“soul-like”mode. 展开更多

Russia’s invasion of Ukraine has significantly altered the pattern of alliances and geopolitical balances on the European continent to such an extent that countries like Finland and Sweden that have traditionally remained neutral are now applying to join the North Atlantic Treaty Organization(NATO).These two countries fear that Russia,which is currently trying to reposition itself,could try in the near future to invade these two Nordic countries to prevent the West(European Union,United Kingdom,and United States)from increasing its military presence and its military force in the Scandinavian peninsula and in the Baltic Sea.The enlargement that the European Union(EU)has carried out since the 1990s,and that has also meant the expansion of NATO,has been viewed with great concern by the government of Vladimir Putin,who considers that the United States and the European Union did not fulfill their commitment to former Russian President Mikhail Gorbachev to respect the sphere of influence of the former Union of Soviet Socialist Republics(USSR).Within the framework of this geopolitical confrontation,Helsinki and Stockholm do not want to run the risk of being invaded by the Russian army,which is why they seek to take advantage of the principle of collective security that NATO membership would grant them. 展开更多

The enormous economic potentials of the blue/ocean economy have made the maritime domain increasingly susceptible to transnational organized crime and a theater for great power competition,particularly in the Atlantic maritime domain.The maritime security threats are more prevalent in the Atlantic African maritime domain than in other continents.These threats are becoming increasingly detrimental to the African security,safety,and human security,particularly in the coastal countries of the Atlantic Africa.Despite its increasing susceptibility to maritime security threats including great powers competition and the presence of non-Atlantic great powers more than in other maritime domains in Africa,the coastal countries of the Atlantic Sub-Saharan Africa(SSA)have managed to forge strategic inter-regional maritime security partnership that has relatively improved maritime security and safety in the region.There is a growing interest in forging inter-continental partnership of the coastal Atlantic states to collectively respond and address the shared maritime security threats in the entire Atlantic maritime domain.Yet,the way such a complex multilateral partnership would be structured and operationalized has not been worked out.This article assesses the economic potentials,susceptibility to maritime security threats,and level of response to maritime security threats by the coastal countries of the Atlantic SSA with the aim of identifying some lessons that could be relevant for forging the Atlantic inter-continental maritime security partnership.Some of these lessons include genuine partnership that is based on sovereign equality and inter-dependence,a code of conduct,cooperation,and coordination framework,and shared common value system of democratic governance. 展开更多

In a paper conceived about five years ago(“Globalization and Public Goods:Too Big to Tackle?”)roughly a dozen factors were linked to explain important causal paths from globalization to the potential output of public goods.The Russian invasion of Ukraine,the corona epidemic,and the increased hegemonic rivalry between China and the U.S.interrupted or even destroyed many of the linkages between globalization and potential public good production.About five important detrimental paths involved in the meantime.In the present article we aim at linking what is left from the previous level of globalization or emerging to form a new and simplified causal model for likely linkages between truncated or(re-)emerging globalization,and the deadly needed output of public goods.These linkages refer to rules of climate control,go to trade linkages and arbitrary tariffs and trade interventions.Regime change,regime formation,and alliance restructuring address aspects of domestic rule and international stability.Selectorate theory,regime type,and exit options for political elites provide key explanatory factors in explaining globalization and public goods productions,or their decay.Where possible we use some data and transformation experiences corroborating our arguments.In other instances need for further empirical macro research will become clear. 展开更多

In this article, the researchers tried to evaluate the contribution of civil society to Mongolian democracy and the problems faced by civil society. In addition, the article aimed to determine the unique national criteria of Mongolian democracy and the need to create an organization to monitor the process of democracy. The process of identifying important documents and ideals for the development of Mongolian civil society today is still in its early stages. It can be said that the approval of the democratic constitution and the first free and fair parliamentary elections as a country that has newly and restored democracy became another impetus for the creation of a new type of citizen organization. It is characterized by trying to study the changes that have occurred since this historical period at the intersection of political science and security studies. One of the most important issues today is to find out how many non-governmental and civil society organizations exist in Mongolia today, which are Western-oriented, focused on specific issues, have their own position and opinion, are specialized, and are capable of influencing government policy. On the other hand, in this article, we emphasize whether non-governmental and civil society organizations, which aim to hold the government accountable, and carry out influence and control activities, are fully developed. 展开更多

This article attempts to position education not only in the peacebuilding debate but also in the larger good governance debate about what makes a resilient social contract.We subscribe in this paper to a theoretical perspective that attributes the driver of civil wars to governance deficit that is manifested in absence of resilient social contract in terms of sustained agreement between citizens and state.We then ask the key question of whether and how education is linked to a resilient social contract.We found a wealth of evidence linking education and peacebuilding,and education and civicness,but a gap exists in the literature about the link between education and social contract.On the basis of a thorough review of theory and research on education,civicness,and social contract,we develop a theoretical framework to conceptually frame the nexus between education,civicness,resilient social contract,and sustainable peace.This framework is founded on the theory of state formation.Applying this framework to the case of South Sudan,we found that education through civicness makes students become key political stakeholders and more likely nurture a resilient social contract,which in turn sustains peace.The very low level of educated population in South Sudan might have contributed,among other factors,to limited demand for good governance that contributes to governance deficit,which perpetuates poor state-society relations,ineffective and exclusive institutions,and erosion of social cohesion,and interpersonal trust,factors central to resilient social contract. 展开更多

According to the historical records of prehistoric civilisation in China and the existing theories of prehistoric history within the academic community,it can be inferred that all human civilisations on Earth have their origins in the period following the Great Flood,during which human civilisation was rebuilt.Furthermore,there are notable parallels between the figure of“Nuwa”in Chinese prehistoric civilisation and that of“Noah”in Western accounts.By treating the prehistoric flood event as a research approach in historical compilation,scholars can extract valuable insights into“building a community of a shared future for mankind”and use it as a symbol of global diplomatic relations.This approach can foster common values of mutual learning and exchange among nations,ultimately creating a more promising future for developing a new form of human civilisation. 展开更多

From the perspective of the business ecosystem,this paper analyzes the competitive advantage and platform strategy of Da-Jiang Innovations Science and Technology Co.,Ltd.(DJI),a Chinese commercial drone manufacturer that is currently leading the global commercial drone industry.DJI was established in 2006 and developed the industry’s first core components such as drone control system.DJI released its“Phantom”in the United States in 2013 and occupied the global commercial drone market accounting for 70%in a short period of time.Its market share has maintained its superiority till present.During the inflection transition from the formation of a new ecosystem to expansion,DJI has defended and strengthened its core technology through a strong containment strategic action of competing with GoPro;therefore,DJI has obtained its hub position of multiple markets with bargaining power.In addition,DJI has entered the surrounding markets of corporate market from the general consumer market,and instilled its own product standards&design standards(reference design).Furthermore,it has stimulated and revitalized coexisting companies,individual&corporate customers for expanding the ecosystem of drone industry. 展开更多

The Hua-yi system represents an enduring international order in East Asia,dating back nearly two millennia,structured and developed within the framework of Chinese culture.While the contemporary international system predominantly follows the Westphalian model,mainstream international relations theories are primarily grounded in it.However,Western theories have proven inadequate in explaining the longstanding Hua-yi system in East Asia comprehensively.Adopting a positivist stance,this paper undertakes an examination of the theoretical underpinnings of the Hua-yi system through an analysis of its connotations and historical development.It elucidates the system through the lenses of hegemony stability theory and constructivist cultural perspectives.Present-day East Asian nations are urged to engage dialectically with the Hua-yi system and uphold its practices of“cultural soft border”.Amidst the global trend of multi-polarization,East Asian nations should realign with East Asian perspectives and interests,endeavoring to establish a neo-Hua-yi system with responsibility at its core. 展开更多
