According to the hail damage database of China, both the damage affected area and seriously affected area show a descending trend, while the ratio of the latter to the former ascends on the contrary. According to the hail damage database of China, both the damage affected area and seriously affected area show a descending trend, while the ratio of the latter to the former ascends on the contrary. The seasonal variation of hail damage is quite obvious, spring and summer are the main periods of time of hail shooting throughout the whole country, and the frequency of hail shooting during April~September accounts for 92.3% of whole year. The distribution zone of hail shooting and seriously hail damage-affected area have an evident difference, and the center of hail damage is located in the Huang-Huai-Hai Plain and hilly regions on the south of the Yangtze River. Based on the map of county-level seasonal hail damage and the map of agriculture comprehensive regional planning, this paper designs the seasonal regionalization of hail damage by the methods of “from top to bottom” and “from bottom to top”, and China is divided into 5 types of hail damage zones with 16 second regions and 28 thrid regions. The 5 types are: summer type (I); later-spring/early-summer and summer type (II); later-spring and early-summer and double peak type (III); spring type (IV); summer and double peak type (V). 展开更多

The article summarizes the achievements of the International Decade for Natural Disaster Reduction (IDNDR) and briefs the International Strategy of Disaster Reduction (ISDR) which is being carried out on a global scale in the 21st Century. It also presents the developments, components and workings of the China Disaster Reduction Center (CDRC) , emphasizing its role in the integrated disaster reduction in contemporary China. The frequently seen natural and artificial disasters in China’s urban areas are summed up with proposals on the overall planning, organization, programming. system. engineering, counterplans and preventive experiments of integrated urban disaster reduction. The article finally defines the relationship between CDRC and integrated urban disaster reduction, and proposes measures for promoting the development of CDRC. It stresses that all efforts of disaster prevention and mitigation in China will serve its long-range strategic goals. It is expected that the direct economic loss from disasters in China will decrease from the current 3. 8% to 0. 5% of China’s GNP in 100 years, thus catching up with the developed countries in this field and making an important contribution to the sustained social-economic development of the country. 展开更多

The abnormal change in global climate has led to the warming up of north China and the drying up of the Yellow River (DUYR), which has become a serious environmental problem. DUYR can be traced back to ancient times, ... The abnormal change in global climate has led to the warming up of north China and the drying up of the Yellow River (DUYR), which has become a serious environmental problem. DUYR can be traced back to ancient times, however. Due to abnormal changes in global climate, the entire basin of the Yellow River gets warm and dry. The reduced precipitation is concentrated in summer and occurs mostly in the form of rainstorms. The evaporation of water increases with the intensification of drought. Soil erosion raises the riverbed and increases the permeation and evaporation of river water, preventing surface runoffs in the middle and lower reaches from flowing into the mainstream of the Yellow River, thus causing its drying up. In a word, DUYR is a response to global climatic change and a natural result of the abnormal change in global climate. To address the issue, whole valley artificial rainfall, impoundment in the downstream low lying lands and other effective measures such as the initiative of water transfer from the south to the north can be taken. 展开更多

In this paper, a drought disaster database, based on information from Chinese provincial newspaper, is established. And the spatio temporal pattern of drought disaster from 1949 to 2000 is reconstructed by using techn... In this paper, a drought disaster database, based on information from Chinese provincial newspaper, is established. And the spatio temporal pattern of drought disaster from 1949 to 2000 is reconstructed by using technology of digital mapping. The results show that the spatial pattern of drought disaster takes on discrepancy between the east and west of China, the serious disaster area lies in the north, especially in the west of Heilongjiang, the center of Inner Mongolia, the north of Hebei and Shaanxi, Ningxia; in the south of the country, drought disaster area lies in Anhui, Hubei, Hunan, Jiangxi, Henan, and Guizhou, the east of Sichuan, the center~east of Yunnan. The distribution of drought disaster in China has the tendency of extension to the west. Dynamic change of drought disaster takes on discrepancy between the south and north of the country. The amount of the drought disaster in the north of the Yangtze River is increasing, while the south is decreasing generally or changing invisibly. 展开更多

An atmosphere watersphere disaster reduction system(AWDRS), which is mainly aimed at serious disasters, such as heavy rainstorms, floods and typhoons, is presented. The system took us six years to establish. It has been put in real time operation and proved beneficial both economically and socially. AWDRS consists of five sub systems, i.e., Disaster Pre warning System(DPS), Disaster Reduction Information System(DRIS), Database & Disaster Assessment System(DDAS), Disaster Reduction Countermeasure System(DRCS) and Local Demonstrating System(LDS). Through several years of operation, the system has brought about an economic benefit of more than one billion yuan, as well as notable social benefits. Its establishment has laid a good foundation for the construction of China’s National Disaster Preventing & Reducing System(CNDPRS) and the setting up of China’s National Disaster Reduction Center(CNDRC). Across the 12 provinces/autonomous regions/municipalities of West China (including Qinghai, Gansu, Shaanxi, Sichuan, Yunnan, Guizhou, Xinjiang, Tibet, Ningxia, Guangxi, Inner Mongolia and Chongqing) are widely distributed debris flows. According to investigation, there are more than 15 500 gullies of debris flow, threatening over 100 towns and counties. When the debris flow attacks, it can affect 23 sites each with a death toll of over 100. Debris flow is, therefore, an important eco environmental issue that must be addressed in the development of West China. In every priority, such as city construction, traffic & transportation (highways, railways, etc.), water conservancy, transfer of gas and electricity from west to east, and so on barges debris flow. By learning from the past experience with the control of debris flow, we can reduce the disaster and boost the development of the western regions of China. 展开更多
