In order to better mitigate risks and enhance the safety of investments, it is of significant importance to research the oil and gas investment environment in these countries for China's overseas investment macro-layout. This paper proposes an indicator system including 27 indicators from 6 dimensions. On this basis, game theory models combined with global entropy method and analytic hierarchy process are applied to determine the combined weights, and the TOPSIS-GRA model is utilized to assess the risks of oil and gas investment in 76 countries along the Initiative from 2014 to 2021. Finally, the GM(1,1) model is employed to predict risk values for 2022-2025. In conclusion, oil and gas resources and political factors have the greatest impact on investment environment risk, and 12 countries with greater investment potential are selected through cluster analysis in conjunction with the predicted results. The research findings may provide scientific decisionmaking recommendations for the Chinese government and oil enterprises to strengthen oil and gas investment cooperation with countries along the Belt and Road Initiative.展开更多

The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter.展开更多

The traditional gravity model implies the hypothesis of equilibrium points without any reference to when or how to achieve it. In this paper, a dynamic gravity model was established based on the Maximum Entropy(MaxEnt) theory to estimate and monitor the interconnection intensity and dynamic characters of bilateral relations. In order to detect the determinants of interconnection intensity, a Geodetector method was applied to identify and evaluate the determinants of spatial networks in five dimensions. The empirical study clearly demonstrates a heterogeneous and non-circular spatial structure. The main driving forces of spatial-temporal evolution are foreign direct investment, tourism and railway infrastructure construction, while determinants in different sub-regions show obvious spatial differentiation. Southeast Asian countries are typically multi-island area where aviation infrastructure plays a more important role. North and Central Asian countries regard oil as a pillar industry where power and port facilities have a greater impact on the interconnection. While Western Asian countries are mostly influenced by the railway infrastructure, Eastern European countries already have relatively robust infrastructure where tariff policies provide a greater impetus.展开更多

This corpus-based discourse analytical study,by comparing the use of semantic prosodies in the reports from China Daily and the Washington Post relating the Belt and Road Initiative, interprets the news attitudes presented by the two media toward it. The analysis of the news discourse will be carried out firstly with Antconc, a corpus analysis software which enables us to observe the most frequent co-occurrences of the phrases the Belt and Road, One Belt and One Road, New Silk Road and the initiative; and then COCA(Corpus of Contemporary American English) is involved to analyze the semantic prosodies of these co-occurrences, on this basis the semantic prosodies of the above phrases are revealed. The analysis of the semantic prosodies of the above four phrases in the two corpora shows that China Daily hold a supportive attitude toward the Initiative, while the Washington Post hold a complex one.展开更多

文摘“Belt and Road” is the important origin of oil import in China. Based on social network analysis and stochastic frontier gravity model, this paper studied the characteristic evolution and influence factor of oil import network between China and “Belt and Road” countries. Then by constructing a stochastic frontier gravity model including the crude oil future price and oil importing price, it found that the international crude oil future price, the oil importing price, the political situation, the trade agreements have the effects on the China's oil import from “Belt and Road” region. It provided suggestions for improving the spatial pattern of China's petroleum trade.

文摘Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter.

文摘Scientific collaboration has become an important part of the people-to-people exchanges in the Belt and Road initiative, and remarkable progress has been made since 2013.Taking the 65 countries along the Belt and Road(BRI countries)as the research areas and using collaborated Web of Science(WOS)core collection papers to construct an international scientific collaboration matrix, the paper explores the spatial structure, hierarchy and formation mechanisms of scientific collaboration networks of 65 countries along the Belt and Road. The results show that:1)Beyond the Belt and Road regions(BRI regions),Central&Eastern Europe,China and West Asia&North Africa have formed a situation in which they all have the most external links with other countries beyond BRI regions.China has the dominant role over other BRI countries in generating scientific links. The overall spatial structure has changed to a skeleton structure consisting of many dense regions, such as Europe,North America,East Asia and Oceania.2)Within the Belt and Road regions,Central&Eastern Europe has become the largest collaboration partner with other sub-regions in BRI countries. The spatial structure of scientific collaboration networks has transformed from the‘dual core’composed of China and the Central&Eastern Europe region,to the‘multi-polarization’composed of‘one zone and multi-points’.3)The hierarchical structure of scientific collaboration networks presents a typical‘core-periphery’structure,and changes from‘single core’to‘double cores’.4)Among the formation mechanisms of scientific collaboration networks, scientific research strength and social proximity play the most important roles, while geographical distance gradually weakens the hindrance to scientific collaboration.

文摘The spatial interaction model is an effective way to explore the geographical disparities inherent in the Belt and Road Initiative(BRI) by simulating spatial flows. While Western Asian countries are mostly influenced by the railway infrastructure, Eastern European countries already have relatively robust infrastructure where tariff policies provide a greater impetus.

文摘Climate condition over a region is mostly determined by the changes in precipitation, temperature and evaporation as the key climate variables. The countries belong to the Belt and Road region are subjected to face strong changes in future climate. In this paper,we used five global climate models from the latest Sixth Phase of Coupled Model Intercomparison Project(CMIP6)to evaluate future climate changes under seven combined scenarios of the Shared Socioeconomic Pathways and the Representative Concentration Pathways(SSP1-1.9,SSP1-2.6,SSP2-4.5,SSP3-7.0,SSP4-3.4,SSP4-6.0 and SSP5-8.5)across the Belt and Road region. This study focuses on undertaking a climate change assessment in terms of future changes in precipitation, air temperature and actual evaporation for the three distinct periods as near-term period(2021−2040),mid-term period(2041−2060)and long-term period(2081−2100).To discern spatial structure,Köppen−Geiger Climate Classification method has been used in this study. In relative terms, the results indicate an evidence of increasing tendency in all the studied variables, where significant changes are anticipated mostly in the long-term period. In addition to,though it is projected to increase under all the SSP-RCP scenarios, greater increases will be happened under higher emission scenarios(SSP5-8.5 and SSP3-7.0).For temperature, robust increases in annual mean temperature is found to be 5.2°C under SSP3-7.0,and highest 7.0°C under SSP5-8.5 scenario relative to present day.The northern part especially Cold and Polar region will be even more warmer(+6.1°C)in the long-term(2081−2100)period under SSP5-8.5.Similarly,at the end of the twenty-first century, annual mean precipitation is inclined to increase largely with a rate of 2.1%and 2.8%per decade under SSP3-7.0 and SSP5-8.5 respectively.Spatial distribution demonstrates that the largest precipitation increases are to be pronounced in the Polar and Arid regions.Precipitation is projected to increase with response to increasing warming most of the regions. Finally, the actual evaporation is projected to increase significantly with rate of 20.3%under SSP3-7.0 and greatest 27.0%for SSP5-8.5 by the end of the century. It is important to note that the changes in evaporation respond to global mean temperature rise consistently in terms of similar spatial pattern for all the scenarios where stronger increase found in the Cold and Polar regions. The increase in precipitation is overruled by enhanced evaporation over the region. However, this study reveals that the CMIP6 models can simulate temperature better than precipitation over the Belt and Road region.Findings of this study could be the reliable basis for initiating policies against further climate induced impacts in the regional scale.

文摘Climate is one important environmental variable that affects human life.As the regions along the Belt and Road(B&R)encompass vast territories and large populations,it is significant to assess climate suitability for human settlements, which will influence the migration of various surrounding countries. We selected seven regions including 65 countries along the B&R for the research area and adopted the temperature-humidity index(THI),to assess the climate suitability. We analyzed the spatial characteristics of THI and the correlation between population distribution and THI,the results of which enabled us to adjust the THI classification criteria. We finally assessed the climate suitability of each region. The results reveal that outside the Qinghai-Tibet Plateau, the THI values generally tend to decrease from west to east as longitude increases and downward with increasing latitude. The population distribution is significantly correlated with the THI.Regions with relative suitable climate, including high suitability areas(HASs),moderately suitable areas(MSAs)and low suitability areas(LSAs),account for 50.62%of the total area and encompass in excess of 90%of total population. These areas are widely distributed in the southern regions of 45°N latitude, again with the exception of the Qinghai-Tibet Plateau.Critical suitable area includes 19.48%of the entire area and 8.98%of total population. The non-suitable area accounts for less than 30%of total area, concentrated in the cold high-latitude and high-altitude areas.

文摘The global value chains have become the core skeleton of the global economy. As a large-scale international cooperation initiative, the Belt and Road Initiative(BRI hereafter)may have a significant impact on the global economic landscape. In this context, the spatiotemporal pattern and evolution of the value chain connection of the Silk Road countries and whether the BRI will promote the value chain connections between China and these countries are important research questions for understanding the changing global economic landscape. This paper employs input-output analysis, network analysis and difference-in-differences based on Propensity Score Matching(PSM-DID)to conduct an in-depth quantitative study of these questions. The results show that, first, the overall value chain connection between China and the Silk Road countries has been rising since 2001.From the perspective of geographical distribution,Southeast Asia is the highest value chain connection region with China, and the growth in the central and eastern Europe is the most significant, whereas the central Asia is the lowest value connection region. From the perspective of complex network analysis,China’s position in the network of value flow among the Silk Road countries has been increasing continuously, and it has been in the lead position since 2008.Besides,the implementation of the BRI has had a significant positive influence on the overall value chain connection between China and the Silk Road countries, but this positive influence is limited to the central and eastern Europe region, whereas it is not significant in other regions. Finally, this paper suggests that to promote the development of value chain connection, the Silk Road countries need to develop more specific policies related to value chains.Policymakers need to be able to correctly identify the comparative advantages of the region and the types of value chains that are compatible with them and then find suitable partners and formulate targeted promotion policies.
文摘Newspaper reports contain some attitudes in seemingly objective words. The analysis of the semantic prosodies of the above four phrases in the two corpora shows that China Daily hold a supportive attitude toward the Initiative, while the Washington Post hold a complex one.

文摘The timely and effective investment risk assessment and forecasting are of great significance to ensure the investment safety and sustainable development of wind energy along the Belt and Road.In order to obtain the scientific and real-time forecasting result, this paper constructs a novel hybrid intelligent model based on improved cloud model combined with GRA-TOPSIS and MBA-WLSSVM.Firstly,the factors influencing investment risk of wind energy along the Belt and Road are identified fromthree dimensions:endogenous risk, exogenous risk and process risk.Through the fuzzy threshold method, the final input index system is selected.Secondly, the risk evaluation method based on improved cloud model andGRA-TOPSIS is proposed.Thirdly,a modern intelligent model based on MBA-WLSSVMis designed. In modified bat algorithm(MBA),tent chaotic map is utilized to improve the basic bat algorithm, while weighted least squares support vector machine(WLSSVM)adopts wavelet kernel function to replace the traditional radial basis function to complete the model improvement. Finally,an example is given to verify the scientificity and accuracy of themodel, which is helpful for investors tomake fast and effective investment risk forecasting of wind energy along the Belt and Road. The example analysis proves that the proposedmodel can provide reference and basis for investment corpus to formulate the investment strategy in wind energy along the Belt and Road.
