Construction of University Librarian Team in the Context of Double First-Class Initiative

Data services,knowledge services,and information services are the core service elements of university libraries in the context of the Double First-Class Initiative.Combined with the current situation of insufficient overall service capacity of libraries,this paper proposed strategies and implementation paths for optimizing the service system from three aspects:the construction of the professional qualification system for librarians,the establishment of post institutions,and the construction of library culture.Long-term path:putting library human resource management into the legal track,taking the lead in local legislation,and promoting the construction of library legislation and professional qualification certification system;optimizing the personnel system,implementing hierarchical management and classified assessment for professional librarians and auxiliary librarians.Short-term path:intensive post allocation,namely,assigning the core strength in the core post,and tackling the temporary major work combining multiple forces in the form of a"working group";building an open knowledge service ecosystem,accelerate the cross-border integration of libraries and other organizations,and striving to build the core competitiveness of libraries.

Multi-Dimensional Analysis of China’s“Double Reduction” Policy

Under China’s“Double Reduction”policy,although the educational pressure has somewhat reduced,the mechanism of talent selection through examinations still exists,which means competition remains,leading to the internalization of education.This article analyzes the challenges faced by the“Double Reduction”policy from historical and current perspectives.The reasons for the internalization of education are examined and four recommendations for the further implementation of the“Double Reduction”policy are presented.

Build an International Teaching Resource Construction System and Practice International Talent Training in the Context of “Double First-class” ——Take the School of Software of Northwestern Polytechnical University Case as an Example

From the perspective of the development of world-class universities,internationalization is an essential strategic choice and external feature,and also an inevitable choice to improve the discourse power and competitiveness of international higher education.In line with the national“double first-class”international development strategy of higher education,based on the cultivation of students’overall quality,the improvement of teachers’professional ability,and the development of school’s improvement of quality and efficiency,we School of Software,Northwestern Polytechnical University,explore new ideas and new measures for the cultivation of international software engineering talents,build a set of international teaching resources construction system,to form a reference standard and scheme for the cultivation of international software engineering talents.At present,we have achieved excellent results.

Research on the Curriculum System of Software Engineering under the Background of“Double First-Class”Construction

To build the top class of higher education by focusing on the goal of the“Double First-Class”,it needs to analyze the defect and deficiency and identify the demand for the training of the talent under the background of“Double First-Class”.Considering of those issues,it is suggested that building the curriculum system scientifically and rationally in following aspects:deepening the training objectives,professionalizing the structure and contents of the curriculum system,optimizing the content,enhancing the construction of practical education system and internationalizing the curriculum system.Also,with those aspects,a reference is provided for the cultivation of talents with innovative consciousness and ability to solve complex engineering problems under the background of the“Double First-Class”construction.

Analysis of the Influence and Countermeasures of China’s New Educational Policy“Double Reduction”-Take an After-School English Training Institution as an Example

Recently,the Chinese government has published a new policy,called“Double Reduction”,addressing the problems of the workloads of the students under high school,and in the after-school training institution.Under this current situation,many after-school training institutions are confronting serious difficulties,even have to shut down and exit the market.Thus,it is of great significance to carefully analyze and discuss the influence on a certain case and its countermeasures.The article discusses the background of the“Double Reduction”policy,which is exam-oriented education,quality-oriented education,and education modernization.The article analyzes the influence and countermeasures of the“Double Reduction”on a medium size after-school English training institution in Wenzhou,Zhejiang,China.By using the method of interview,this article presents specific data about the influence and detailed plans of transition.

Research on Striving for Double First-Class Universities

The construction of“double first-class”universities is the strategic goal of the development of Chinese universities in the new period.On the basis of fully researching the domestic“double first-class”talent training model,this paper builds a new type of talent training model with Chinese characteristics suitable for the“double first-class”development requirements through reference,digestion,comparison and integration,hoping to further improve universities Quality of teaching.

The Correlation Study between Thinking Styles and English-Speaking Learning Strategies of Junior School Students under the Background of “Double Reduction” Policy

Based on Cognitive Style Theory,Oxford’s Speaking Learning Theory and Communicative Competence Theory,this paper adopts questionnaire method,uses Sternberg’s Thinking Style Inventory modified by Zhang Lifang,as well as Oxford’s Learning Strategies Scale,and combines with the actual situation of junior high school students’oral learning to design the questionnaire of speaking learning strategies.Eighth graders of a junior middle school in Sichuan Province are randomly selected as the research object.The statistical tool SPSS23.0 is used to conduct the descriptive analysis and Pearson correlation analysis of the questionnaire results to explore the overall situation of junior high school students’thinking styles and the use of English-speaking learning strategies as well as their correlation.According to the research,junior high school students generally tend to executive style,liberal style,conservative style,legislative style,hierarchic style.The use of speaking learning strategies is at an average level.They tend to use memory speaking strategies,social speaking strategies,affective speaking strategies,and cognitive speaking strategies.As a whole,there is a relatively significant correlation between thinking styles and speaking learning strategies.Specifically,there is a partial correlation between thinking styles and speaking learning strategies.

短视频平台公共政策传播的信息框架效应——基于“双减”政策的视频内容分析与实验

[目的/意义]短视频作为新兴的互联网信息表达方式,已逐渐成为政策传播的重要工具。探索短视频平台在公共政策信息传播中的效力以及受众采纳意愿,有助于提升公共政策传播效果。[研究设计/方法]以“双减”政策为例,根据框架效应理论和信息采纳理论,通过内容分析法归纳总结短视频平台中“双减”政策信息框架的组织方式,同时分析不同政策信息框架对传播效果的影响;此外,采用在线控制实验法验证了不同政策信息框架对受众采纳意愿的影响。[结论/发现]在短视频平台中有近四成的信息使用了目标框架,其中损失框架居多,多数采用集体主义视角和非叙事陈述方式;目标框架、文化框架、叙事框架对受众的评论、转发、点赞意愿并未产生显著影响;双减政策信息中,损失、收益框架,集体、个人主义价值观以及叙事和非叙事要素都能增强受众的采纳意愿,并且目标框架与文化框架之间存在交互效应。[创新/价值]研究结论对于政策宣传部门及相关政府机构优化政策传播策略,提高传播效果具有启示作用。

“双减”背景下课后服务协同治理的现实困境与纾解策略

课后服务是深入推进“双减”政策的重要制度补充和保障,从“自上而下”的行政推动走向“上下互动”的协同治理是提升课后服务质量的必然选择。课后服务协同治理的核心是通过“价值共识—权力配置—行动网络—制度支持”四维联动,重构政府、学校、社会、家庭等多元主体之间的新型关系,协同推进课后服务质量的提升。基于课后服务协同治理分析框架发现,当前课后服务协同治理存在价值目标分离、多元主体权责模糊、协同合作机制缺位、制度保障供给不足等问题。课后服务协同治理应构建以公共利益为核心的目标导向,重构政府主导、学校主阵地、家庭主人翁、社会积极参与的多元治理主体权责关系,搭建合作、互动、协商的行动网络,持续增加资源、制度供给创新,构建良好的课后服务治理生态,助推“双减”走深走实。

“双减”政策视域中义务教育阶段教师角色转型的挑战与应答

中国正处于“双减”时代的初始阶段,需要义务教育阶段教师推动学校教育提质增效、缓解家长过度焦虑情绪、开发学生的个性潜能、实现教育回归其本质初心。部分中小学教师由于思想认识滞后、适应能力不足、专业素养不高以及评价方式失当和对学生家长沟通指导欠缺等原因,使得义务教育阶段教师角色转型充满挑战。合理应对挑战,回应时代呼唤,教师角色需要由被动的执行者转变为主动的学习设计师,由学生的指导引路者转变为学生的生涯规划师,由知识灌输者转变为教育的研究者,由分数商人转变为学生发展的数据分析师,由家长代理人转变为家庭教育的指导师。

高水平专业群建设是高职院校治理体系和治理能力现代化的集中体现。纵观我国高职教育发展进程,专业(群)建设作为高职院校发展水平的核心要素和显著标识始终贯穿其中。从政策演进透析专业群建设的历史脉动和演进逻辑,有助于从政策制度层面理解高水平专业群建设在“双高计划”背景下所具有的功能定位和价值旨向,从专业理论层面理解高水平专业群所体现出的“群”“高”“才”诸方面的内涵特质,从而为高水平专业群建设的实现路径和行动方略等提供制度依据和理论支撑。

碳排放权交易试点政策与绿色高质量发展

基于2008—2020年省级面板数据,通过熵值法构建出绿色高质量发展指标体系;使用双重差分模型将碳排放权交易政策的推行视作准自然的实验,研究分析该政策对我国绿色高质量发展产生的政策效应。研究结论如下:该试点政策的推行对绿色高质量发展具有正向的促进作用;并通过助推产业结构的优化升级,进而实现绿色高质量发展;研究表明在该项政策推动绿色高质量发展的过程中,工业化程度、碳排放水平越高的省份,碳排放权交易试点政策对绿色高质量发展的影响更显著。这一研究结论既是对助推绿色高质量发展的重要实证支撑,也是对推动我国全国碳市场建设的重要决策支持。

高职教育类专业人才培养与服务模式转型研究

在社会综合改革大趋势下,高等职业教育要适应经济社会转型发展,结合用人需求和自身办学条件,调整专业人才培养的方向与路径。对于高职教育类专业而言,办好与基础教育相衔接的艺术教育,是适应形势、满足人才艺术修养提升和艺术教育应用人才需求的举措。从学校发展的角度,实现资源的优化配置,最大限度地利用现有条件,拓宽人才培养路径。

“双减”背景下我国校外培训机构治理政策何以遭遇执行阻滞——基于史密斯政策执行过程模型的分析

探讨校外培训机构治理政策的执行过程和实效,对于促进校外教育回归公益性和重塑校外教育生态,实现“双减”目标意义重大。基于“史密斯政策执行过程模型”,分析“双减”背景下校外培训机构治理政策的执行情况,发现校外培训机构治理政策执行过程中存在政策本身局限、执行机构能力欠缺、目标群体认知偏差、政策环境支持不足等四方面的制约因素。为突破校外培训机构治理政策执行过程中的瓶颈,须做到重视政策本身设计,增强政策执行效果;提升执行机构能力,健全政策执行机制;调整目标群体认知,降低政策执行阻力;改善政策执行环境,夯实政策执行基础。

“双减”背景下校外培训机构的法治化监管

自“双减”政策出台以来,我国在义务教育阶段文化课校外培训机构监管方面取得了一定进展。但此类校外培训机构的监管仍存在各种问题,主要表现在对校外培训机构监管立法上存在欠缺、执法上监管合力不强等方面。为实现校外培训机构监管的法治化,对构建校外培训机构监管长效机制进行了研究。通过分析我国校外培训机构监管的现状,从促进监管部门有效承担监管职责、鼓励学校提升教学效果、引导家长塑造正确教育理念等方面提出了合理化建议。

“双减”政策何以有效落地?基于“任务-主体-结构”的政策文本分析和对S省的调查

聚焦“双减”政策何以有效落地问题进行了两个新尝试。一是在研究范式上,从应然逻辑、实然状态和必然进路三个层面回应。二是在分析框架上,融合政策执行过程相关研究和结构化理论构建了突出目标导向、强化结构分析的“任务-主体-结构”政策执行过程模型,更契合我国复杂的政策执行环境。基于对“双减”政策文本和S省的落地实践分析发现:第一阶段的落地过程呈现出“运动式”治理的特征,但实际执行结构、落地条件和落地成效在内涵上远未达到设定目标。建议着力推动向“动员式”转型,以高质量教育体系建设为总抓手,有效回应家长对政策的价值需求。

“双减”背景下作业减负增效的实证研究

有效减负需明确和平衡减负与增效的双重要求。作业减负增效的关键是科学控制作业量,减去额外负担,并通过提升作业有效性达到增效的目标。本研究基于2440名初二年级学生数学作业的实证数据,使用广义倾向值分析,探索中学生作业的减负增效途径。研究发现,数学作业时间与数学成绩呈倒U型关系,达到最佳成绩的每日数学作业时间为45分钟。随着学习机会的增加和数学兴趣的提升,学生达到最佳成绩的作业时间阈值呈现提前的趋势。对于学校教学而言,建议统筹管理作业,科学设计作业结构,减少作业总量;同时,建议提升课堂教育教学质量,增加学生获取知识的学习机会,提升数学学习兴趣,从而有效实现减负增效。

碳减排政策的就业效应:来自碳交易试点的经验证据

在理论探析碳减排政策影响就业的基础上,运用双重差分模型评估碳交易政策的就业效应。研究表明:碳交易政策的实施导致试点地区就业率显著提升,且碳交易政策能够加速劳动力城乡流动、行业转移以及性别转换,同时使得劳动力技能结构呈现“两头粗、中间细”的分布特征;碳交易政策的就业效应并不局限于试点地区一隅,亦能够对试点周边地区产生显著的负向溢出效应;试点地区劳动力增加来源包括“就地转换”“走的少”和“来的多”3个方面。进一步地,碳交易试点政策所诱发的就业率提升主要得益于产业结构高级化驱动的劳动力需求扩大和工资提升所驱动的劳动力供给增加。
