Current Situation and Discussion of “Going Abroad” in Higher Vocational Colleges Under the Background of the Belt and Road Initiative

The Belt and Road Initiative has brought unprecedented development opportunities for domestic higher vocational colleges to“go abroad,”but it has also brought severe challenges.Driven by the Belt and Road Initiative,the development of higher vocational colleges“going abroad”has been confronted with a series of challenges,including the imperfect connection of policies,the lack of internal funds,as well as international standards,which are important factors affecting their development.Therefore,it is necessary to start from three aspects,which are policy guarantee,financing,and docking international standards.Through in-depth study of“going abroad”with tthe Belt and Road Initiative,we can effectively reduce the adverse impact of“going abroad”and provide a better and more innovative development environment for higher vocational colleges.

Spatial-temporal Evolution and Determinants of the Belt and Road Initiative: A Maximum Entropy Gravity Model Approach

The spatial interaction model is an effective way to explore the geographical disparities inherent in the Belt and Road Initiative(BRI) by simulating spatial flows. The traditional gravity model implies the hypothesis of equilibrium points without any reference to when or how to achieve it. In this paper, a dynamic gravity model was established based on the Maximum Entropy(MaxEnt) theory to estimate and monitor the interconnection intensity and dynamic characters of bilateral relations. In order to detect the determinants of interconnection intensity, a Geodetector method was applied to identify and evaluate the determinants of spatial networks in five dimensions. The empirical study clearly demonstrates a heterogeneous and non-circular spatial structure. The main driving forces of spatial-temporal evolution are foreign direct investment, tourism and railway infrastructure construction, while determinants in different sub-regions show obvious spatial differentiation. Southeast Asian countries are typically multi-island area where aviation infrastructure plays a more important role. North and Central Asian countries regard oil as a pillar industry where power and port facilities have a greater impact on the interconnection. While Western Asian countries are mostly influenced by the railway infrastructure, Eastern European countries already have relatively robust infrastructure where tariff policies provide a greater impetus.

Does the Belt and Road Initiative Promote Value Chain Connection Between China and the Silk Road Countries?

The global value chains have become the core skeleton of the global economy.As a large-scale international cooperation initiative,the Belt and Road Initiative(BRI hereafter)may have a significant impact on the global economic landscape.In this context,the spatiotemporal pattern and evolution of the value chain connection of the Silk Road countries and whether the BRI will promote the value chain connections between China and these countries are important research questions for understanding the changing global economic landscape.This paper employs input-output analysis,network analysis and difference-in-differences based on Propensity Score Matching(PSM-DID)to conduct an in-depth quantitative study of these questions.The results show that,first,the overall value chain connection between China and the Silk Road countries has been rising since 2001.From the perspective of geographical distribution,Southeast Asia is the highest value chain connection region with China,and the growth in the central and eastern Europe is the most significant,whereas the central Asia is the lowest value connection region.From the perspective of complex network analysis,China’s position in the network of value flow among the Silk Road countries has been increasing continuously,and it has been in the lead position since 2008.Besides,the implementation of the BRI has had a significant positive influence on the overall value chain connection between China and the Silk Road countries,but this positive influence is limited to the central and eastern Europe region,whereas it is not significant in other regions.Finally,this paper suggests that to promote the development of value chain connection,the Silk Road countries need to develop more specific policies related to value chains.Policymakers need to be able to correctly identify the comparative advantages of the region and the types of value chains that are compatible with them and then find suitable partners and formulate targeted promotion policies.

A Corpus-based Investigation on News Attitudes towards the Belt and Road Initiative

Newspaper reports contain some attitudes in seemingly objective words. This corpus-based discourse analytical study,by comparing the use of semantic prosodies in the reports from China Daily and the Washington Post relating the Belt and Road Initiative, interprets the news attitudes presented by the two media toward it. The analysis of the news discourse will be carried out firstly with Antconc, a corpus analysis software which enables us to observe the most frequent co-occurrences of the phrases the Belt and Road, One Belt and One Road, New Silk Road and the initiative; and then COCA(Corpus of Contemporary American English) is involved to analyze the semantic prosodies of these co-occurrences, on this basis the semantic prosodies of the above phrases are revealed. The analysis of the semantic prosodies of the above four phrases in the two corpora shows that China Daily hold a supportive attitude toward the Initiative, while the Washington Post hold a complex one.

A Study on the Cooperative Mechanism of the Belt and Road Initiative from the Perspective of New Regionalism

The loosely-typed, duty-overlapped and subject-isolated cooperative mechanism of the Belt and Road Initiative has significantly limited the advancement of the initiative and affected the full play of its cooperative effect. New Regionalism is a theory of international relations that concerns international cooperation at the regional level. Its characteristics of multilevel, multi-topic and multi-subject conform to the cooperation needs of the Belt and Road Initiative and provide a guiding framework for the cooperative mechanism of the Initiative. According to the theoretical connotation of New Regionalism, the cooperative mechanism of the Belt and Road Initiative should enrich its cooperation forms, deepen cooperation topics and promote the participation of "State-Market-Society". This mechanism is expected to form various cooperation models, comprehensive governance and diversified participants to enable the smooth advancement of the Belt and Road Initiative.

Analysis of China＇s International Oil and Gas Cooperation Environment under the Belt and Road Initiative

China's Belt and Road Initiative has great significance for China's energy security and the economic development of the countries along the route of the Belt and Road Initiative. Focusing on oil and gas cooperation, the paper aims to define the political, economic, legal, and operational conditions required to facilitate the development of the Belt and Road Initiative by analyzing the advantages, disadvantages, opportunities and risks of China's current international oil and gas cooperation environment. This will help to drive China's international oil and gas partnerships and increase China's discourse power in the international oil and gas markets by exploring new approaches to improving regional communication mechanisms, financial cooperation frameworks, multilateral legal systems and overall strength of the enterprises in the oil and gas industry.

The Contribution of the Belt and Road Initiative to the World's Right to Development

The Belt and Road Initiative makes an important contribution to the right to development in theory and practice in the current world. Since the reform and opening-up, the Chinese government puts the rights to subsistence and development before any other human rights, which effectively guarantees and accelerates a rapid economic development in China. Nowadays, countries along the Belt and Road have joined a "community of common destiny". Inside the "community of common destiny," countries have enjoyed not only the responsibility, rights and benefit of the right to development, but also a win-win cooperation that ensured the right to development. Therefore, the Belt and Road initiative enriches the UN Declaration on the Right to Development, and "community of common destiny" of countries becomes a higher form of the right to development.

Theoretical Model on Transformation Factors of Scientific and Technological Achievements under the Belt and Road Initiative

With the continuous deepening of the Belt and Road Initiative,the countries involved are increasingly connected in the field of science and technology.Based on the transformation theory of scientific and technological(S&T)achievements,this study establishes a theoretical model of transformation factors of S&T achievements under the Belt and Road Initiative.Combined with the data analysis from questionnaire,it is found that in S&T achievements transformation process,there is a significant positive correlation between the innovation factors and the transfer factors,between the transfer factors and the diffusion factors,and between the diffusion factors and the transformation results.These conclusions provide reference for the subsequent S&T achievements transformation activities under the Belt and Road Initiative.Therefore,in the process of promoting the transformation of S&T achievements under the Belt and Road Initiative in the future,innovation factors such as information innovation,service innovation,and cooperative innovation should be fully reflected.Relevant agencies should take the transfer factors of S&T achievements as guidance;promote and apply the results of incubation through diffusion media and diffusion channels.

The Belt and Road Initiatives and China＇s Middle East Energy Policy

The paper analyses the roots of the Belt and Road Initiative as well as China＇s Middle East Energy Policy in an age of great transformation. China＇s rapidly progressed economic growth leading to a dramatic increase in China＇s energy demand in recent years. The Middle East countries play a critical role in the international energy markets. Stable relations with the Middle East countries become increasingly important for Chinese energy security, and the continued development. The protection of these relations lies at the core of the Belt and Road Initiative. Within The Belt and Road Initiative, Chinese Middle East energy policy proceeds according to the energy cooperation framework known as ＂1＋2＋3＂, which seeks to build a reliable China-Arab strategic cooperative relationship based on long-term friendship. To avoid over dependence on the energy resources of the Middle East, China will also continue to search for other overseas energy sources and protect transportation channels. Despite risks and challenges associated with energy imports from the Middle East, China has cultivated strong relations with states in the region and will develop these economic ties further in the coming years.

China＇s international energy cooperation and energy security are important parts of The Belt and Road initiatives. The era of cultural sharing marks itself mainly in the following three aspects: First, the virtual presence which bridges the world together and further broadens our horizons to observe the world in an even more extensive way. Second, the formerly stable structural relationship between peripheral regions and central regions gradually grows uncertain. Third, the establishment of cyberized roads or the cyberized expansion of roads leads the advance toward a global connectivity where the virtual world closely interacts with the real world. After "the Belt" concept comes into being, the anthropologists must upgrade their research from previously established fixed-point perspective to a more extensive observation over the "Belt" or a wider range, while the concept of "the Road" encourages anthropologists to study the culture of the other half of the world, namely, to read the world history as a whole new picture from a Chinese or eastern point of view. Pattern of Opening Up,Integration and Reshaping Economic Geography——A New Economic Geography Analysis of the Belt and Road Initiative and the Yangtze River Economic Belt

Since the 18 th National Congress of the Communist Party of China,the central government has implemented several regional development plans,including the Belt and Road Initiative and the Yangtze River Economic Belt,aiming to reshape the economic geography of China.This paper is based on the Belt and Road Initiative and the Yangtze River Economic Belt and outlines the pattern of opening up.To analyze the impact of the pattern of opening up on the regional integration of China's economic geography,this paper has developed a new economic geography model comprised of four regions and two countries.From this,it draws some conclusions.First,the change of pattern of opening up will lead to shifting centripetal and centrifugal forces from the international market.The greater the scale of neighboring markets,the stronger the agglomeration force will be; the more product varieties made in neighboring countries,the more potent its dispersion force.Second,developing an inland international trade corridor will decentralize industry distribution and reduce the impact of external market integration on home countries.Third,the inland international trade corridor could alter the effect of domestic market integration on the economic geography.When domestic integration occurs prior to international integration,further integration of a domestic market leads to greater industrial distribution along a bell-shaped curve,which describes economic activities from dispersion to agglomeration to decentralization.Therefore,developing an integrated market system of major countries and opening a corridor between China and Europe is not only the key to reshaping China's economic geography but also the path to solving the problems of the Heihe-Tengchong Line.

The Theoretical Innovation and Exemplary Value of the Belt and Road Initiative

As a global public good, the Belt and Road Initiative proposed by the Chinese government features being "non-rivalrous" and "non-excludable," which are two essential characteristics of public goods. From design philosophy to operational framework, from vision to action, distinct Chinese characteristics, style and temperament are fully demonstrated by this initiative. In theory, the Belt and Road Initiative promotes multiple innovations in global governance and enriches and develops international cooperation and the global value chain. The "Silk Road spirit" inherits and innovates the core philosophy of China's diplomacy since 1949; more importantly, its principle of achieving shared growth through discussion and collaboration is a key contribution to global governance theory. In practice, the Belt and Road Initiative highlights both regional cooperation and international agreement, and initiates a new model for China's diplomatic practice and international cooperation. Therefore, it is of exemplary value in terms of development, peace, culture and cooperation, while offering a new solution to dealing with international relations in the era of Reform and Opening-up. The past three years has generated marked achievements. The Belt and Road construction is at a critical stage of transition from quantitative change to qualitative change, from small achievements to significant success. In the future, China should take the initiative to promote the construction of two principal axes, further integrate with the philosophy underpinning China's diplomacy as a major country, innovate the theoretical system of the Belt and Road Initiative and forge a corresponding security system. As the old Chinese saying goes, "Big countries should treat small countries with kindness and justice, while small countries should treat big countries with wisdom." China should properly address the competition and cooperation with countries along the Belt and Road and further advance institutional construction within the framework of its major country diplomacy.

A Study on Establishing a Cross-border E-commerce Logistics System for Agricultural Products in Sichuan Province in the Context of the Belt and Road Initiative

The rapid development of cross-border e-commerce,especially since Chengdu was listed as an Integrated Pilot Zone for Cross-Border E-Commerce in 2016,has led to a rising trade value of agricultural products in the metropolis.This upward trend is also attributed to the China-Europe Railway Express and the Chengdu International Aviation Hub Integrated Functional Area,two infrastructure systems that have opened more international logistics channels for agricultural products in Sichuan province.However,the development of cross-border logistics has failed to respond to the rapid growth of cross-border e-commerce for agricultural products.This problem has given rise to longer delivery cycles,higher costs,and reduced product quality,hindering the development of cross-border e-commerce for agricultural products.Currently,most research efforts are focused on selecting a logistics mode which has created an urgency is to establish a logistics system.To that end,we must utilize the opportunities and preferential policies brought about by the Belt and Road Initiative to advance the establishment of a cross-border logistics system for agricultural products,which will create more channels for selling Sichuan’s agricultural products overseas.This article analyzes the current situation of the cross-border logistics system for agricultural products produced by the province and studies the potential relationships between a logistics system and cross-border trade of agricultural products.It seeks to build a logistics system that meets the demands of cross-border transactions using economic theories focused on cross-border e-commerce and logistics.Such a logistic system will help shorten long delivery cycles,cut delivery costs,and guarantee the quality of agricultural products.Also,it can contribute to the rapid development of cross-border e-commerce of agricultural products and solve problems in developing the agricultural products logistics system of Sichuan province.

The Belt and Road Initiative:Multilingual Opportunities and Linguistic Challenges for Guangxi,China

The Belt and Road Initiative(BRI)is to construct a large unified market,to make full use of both international and domestic markets,and to enhance the mutual understanding and trust of member nations of Association of Southeast Asian Nations(ASEAN)through cultural exchange,people-to-people ties and integration.Geographically adjacent to ASEAN countries and is close to India and Bangladesh in South Asia,Thailand and Cambodia in Southeast Asia,Guangxi Zhuang autonomous region of China is a key littoral or southern gateway for China’s BRI.Foreign language planning is an essential element for the social development of a country economically and culturally.By reviewing the implementation of the foreign language policy in Guangxi,I analyzed the multilingual opportunities and linguistic challenges in the region,which shares the cross-border languages with its neighboring countries in the multi-ethnic and multi-lingual community,to reveal the sociological meaning of the foreign language policy beyond its linguistic meaning,and propose an English-plus multilingual policy approach toward the ASEAN countries to meet the current needs of communications associated with the BRI.
