Research on Institutional Innovation of Non-public Forestry

This article analyzes the form and the mechanism of non-public forestry＇s institution obstacles by classical economies, institution economics＇, legal economics and economic theories of modern forestry. Regarding the proprietary institution as the core, and cost-income as the main clewf-it defines the concept and eategory, of non-public forestry subsidy and compensation. And oecorrling to the relased control and efficiency principle of market econonf-this paper establishes a set of institution that accords with the development of non-public forestry, offers both theoretical supports and decision- making references to remove institution obstacles of nan-public forestry, and coordinates the policies of non-public forestry with those of the public-owned forestry.

Chinese Resource-Based Cities Industry Competitiveness Evaluation and Promotion Strategy Research --To Yulin City as an Example

With the development of market economy, inter-regional economic competition has become increasingly prominent and concentrated in specific industries compete and contest. Evaluation and analysis of industrial competitiveness in Yulin City, what is premise by formulating the next step of economic development planning and selecting the industrial development-oriented. Through the analysis of the data, that evaluate the competitiveness of industries in Yulin City with principal component analysis method, the results show that the uneven distribution of industrial competitiveness in Yulin City, and structural imbalance, energy and chemical industry competitive is advantage. To promote the enhancement of industrial competitiveness in Yulin City, that adjusts the industrial structure, to establish the leading industry, by the future,and develope with the sustainable way.

ANALYSIS ON AGRICULTRUAL INFORMATION DEMAND——Case of Jilin Province

With the rapid development of agricultural informalization in the world, the demand of agricultural information has been a focus in the international agriculture and information fields. Based on the investigation, this paper presented the four characteristics of the demand of agricultural information in China, includingregionality, seasonality, great potential demand and variation in kind and level. The factors infuencing the demand of agricultural information were analyzed by the Optimized Less Square （OLS） method. The result shows that, of all factors influcing agricultural information demand, the most important one is economy, the second is facility of information pass, and knowledge and education of user, credit of agricultural information service system and production situation follow. Taking Jilin Province as an example, this article also elaborated the agricultural information demand status, and deduced the regression model of agricultural information demand and verified it by the survey in rural Jilin.

Optimizing forestry industrial structure based on the framework of rationalization,advancement and ecologicalization

Under the target of the sustainable development,optimization of forestry industrial structure contains rationalization and advancement of forestry industrial structure in the traditional sense,as well as ecologicalization of forestry industrial structure.The connotation of optimization of forestry industrial structure is analyzed at first,and then the paper chooses the typical evaluation indexes from the three sides of rationalization,advancement and ecologicalization to evaluate the current situation of the regional forestry industrial structure.With the aid of the theory of fuzzy mathematics and information entropy,the paper establishes a fuzzy evaluation model which is based on information entropy for optimization of forestry industrial structure,and the evaluation model is applied in the study for the current situation of forestry industrial structure from 2000 to 2006 in Hubei province.The results show that the grade of forestry industrial structure is bad basically during the research,of which the overall level of forestry industrial structure of Hubei province is poor,the degree of utilizing forest resource is lower,and ecological environment in the forest region has been damaged to some extent.On this basis,the author presents the countermeasure to promote the optimization of forestry industrial structure.

CIRCULAR-ECONOMY MODELS OF ANIMAL HUSBANDRY INDUSTRY IN JILIN PROVINCE

Animal husbandry industry in Jilin Province is developing rapidly toward the one in large-scale, standardization and industrialization. It is upgrading to a higher level. This lays the foundation for the industry to practice ecological industry. Following the policies of Chinese Government, more and more enterprises are being engaged in seeking the effective ways of circular-economy. This paper does some researches on the projects of two major enterprises in this industry, redesigns the eco-industrial chains using principles of industrial ecology, and provides two models of circular-economy, namely vertical circulation and horizontal combination. After that, it analyzes the technological and economic effectiveness of the two designing plans. At the end, it summaries the traits of suitable circular-economy models adopted in the industry.

MARKETIZATION OF GREEN FOOD RESOURCES IN FOREST REGION OF THE CHANGBAI MOUNTAINS

The Changbai Mountains is rich in the resources of green food. At present, the low marketization of green food resources in the forest region of the Changbai Mountains becomes the bottleneck to restrict the benign development of its green food industry. With huge market demands at home and abroad, it is the urgent problem how to improve marketization process of green food resources and transfer the resources superiority into the market superiority in the region. According to the investigation, this paper analyzed the status quo and the cause of formation of low-marketization with the method of combining comparative research and practice research. It pointed out that necessary condition of marketization of green food resources in the forest region, such as strategy, economic environment, marketization allocation of sci-tech resources, etc. should be established. Furthermore, the concrete strategies of marketization of green food resources in the region such as market location, strategies of objective markets, combined strategy of marketing, etc. were advanced.

Study of Overseas Development and Construction of Sino- Russian Cooperation Agriculture Park of Jilin Province

Implement agricultural ＂going out＂ strategy, guide and promote agricultural enterprises＇ higher and wider participation in international agricultural division of labor and cooperation, foster transnational agricultural groups, which will help to speed up China＇s agricultural industrialization, internationalization and modernization, the promotion of domestic strategic adjustment of agricultural structure, the optimization and upgrading. Jilin Province shall make an integrated use of a variety of ways to strengthen the development strength of overseas market of agricultural resources and agricultural products, promote improved varieties, superior agricultural technology, equipment and agricultural products to ＂walk out＂, establish foreign grain, important industrial crop and fishery production base and independent logistics and trade system, and continuously improve the international competitiveness of China＇s agriculture. This thesis discusses the current research of overseas agriculture development and the major ways of the construction of Sino-Russian Cooperation Agriculture Park in Jilin Province. It also proposes the measures to accelerate the implementation of the development of Jilin Province Sino-Russian Cooperation Agriculture Park.

Academia-Forest Machine Industry Collaboration in Sustainable Energy Production： A Literature Review

In this literature review, the Academia, a forest machine industry collaboration is considered, which has been a cornerstone of innovation for sustainable energy production in the Finnish forest sector. The approach has been a significant means of achieving economic growth to Joensuu, an East Finnish university town of almost 73,500 inhabitants that is located near the Finland-Russia border and approximately 430 kilometers from Finland＇s capital city, Helsinki. Over 70% of the world＇s high-tech forest harvesters are made in Eastern Finland for energy wood harvesting of renewable forests. Annually, over 1,000 harvesters are manufactured in John Deere＇s machine factory in Joensuu. The amount comprises one third of the total amount of known annual harvester manufacture. A harvester costs from 300,000 euros to 400,000 euros. Therefore, the collaborators, regard the activities as significant green business turnover to the region and Joensuu is now a globally recognized brand among wood procurement professionals. Additionally, the Joensuu region is the Finnish center of the Nordic forest machine cluster and education. In this paper, the author will present two examples of fruitful development projects for energy wood harvesting in sustainable energy production.

Discussion on Private Forestry Development in China

After the reform and opening-up policy being initiated in China, the private sector began toparticipate in forestry section. Now, it plays an important role in forestry construction, forestry industrydevelopment, farmers’ income improvement and eco-environmental protection. The historical process, presentsituation and challenges of private forest in China are illustrated and several suggestions on how to accelerateprivate forest development in China are put forward in this paper.
