国际政治的实质始终是权利政治与权力政治的较量,冷战结束后权力政治处于主导地位,权利政治上升为矛盾的主要方面。权利政治的主要内容是主权、人权与“球权”。要特别重视“球权” 问题的重要性,应该强化“球权” 建设,认真分析主权与“球权”,以及主权、“球权” 与霸权的关系。在主权与“球权” 两大领域内,开展反对霸权主义的斗争。

Analysis of Western Countries' Anti-globalization

Anti-globalization trends are in play in the US and Western Europe where electorates are recalcitrant to allow immigrants into their societies, national sovereignty is sought in certain geographic areas, and the national mood seeks to suppress newly rising countries' trade and development. The continuation of economic downturn in Western countries is reinforced by their internal wealth gap and external competition. As capitalism's demand for profit is now being critiqued along with the emergent profit prospects to be delivered by pending technological progress, the temper of the times could temporarily slow down but not reverse globalization. Timely discussions about reform of international economic order and about an effective national development model should seek sustainable solutions for healthy, stable globalization and development of the world economy.

A New Approach to Provide Global Certificate Service in Virtual Enterprise

Certificate Authority (CA) is the core of public key infrastructure. However, the traditional structure of CA is either hierarchical or reticular, and none of them is suitable for security require-nients come from the new trend in enterprise cooperation, namely virtual enterprise (VE). In this paper a new idea - virtual certificate authority (VCA), is proposed, as well as its implemen-tation. The goal of VCA is to provide global certificate service over vital enterprise while keeping CA of each participant intact as much as possible. Unlike PEM, PGP, and BCA, by using secret sharing scheme, virtual CA avoids the need for TTP and supports virtual enterprise's feature of dynamical construction and destruction.

On National Sovereignty under Economic Globalization

Formally, national sovereignty can be identified as hard and soft;social-structurally,it consists of politi- cal sovereignty, economic sovereignty and cultural sovereignty. With the globalization of world economy,na- tional sovereignty is changing.Our country is now confronted by three major challenges: the independence of economic sovereignty,the integrity of political sovereignty and the equality of cultural sovereignty. This research probes how to maximize national benefits under globalization.

Combining Geomatics and Conventional Methods for Monitoring Forest Conditions under Different Governance Arrangements

This study employed an innovative meth- odological framework that combines geomatics and conventional survey methods to monitor changes in forest conditions and examine their associations with local forest governance parameters in a mountain watershed covering 153.3 km2 in the middle moun- tains of Nepal. The study involved two spatial scales and analytical steps. First, geomatics techniques were used to map and detect changes in major land cover types in the watershed between 1976 and 2000 and to analyze relationships between forest cover changes and governance arrangements. This was followed by micro-level analysis of the relationships between the biological conditions of selected forests within the watershed and their governance arrangements, using conventional survey methods and analytical tools. The findings show that forest cover in the watershed in- creased by about 15 per cent during the period. The rate of increase in forest cover was highest in areas under a semi-government type of governance ar- rangement, while the community forests were gener- ally better in terms of current biological conditions compared to the semi-government forests. This in- consistency between the findings from the two analy- ses does not allow us to draw any firm conclusions regarding the role of property rights in determining forest condition, but it indicates that the outcomes of local forest management initiatives may be more de-pendent on local institutional arrangements regulat- ing forest use and maintenance of forest resources than on the type of property rights arrangements. The findings also provide evidence of the methodological suitability of the research approach adopted, which may be useful for addressing many other research questions related to forestry and natural resources management, particularly those involving multiple spatial scales.

The Problematic Build-pollution and Its Architectural Impact beyond the Architectural Uprising in Jordan （Case Study： Housing ＆ Commercial Buildings of Amman City）

By the adoption of architecture as a means for communication and discourse between the architect and the recipient, yet current arguments took the conscious of local architect away from the uniqueness and the concerns of the society, as well. It also dominated its creative and educational capabilities through making him distracted in formal non-rational overestimated compositions without dealing with the concerns and needs of the society and sympathize with its affection that led to the appearance of an intellectual crisis resulted from the loss of design strategy in the current trends among some Jordanian architects. As such, not only substantial amount of the leading architectural intellect had deteriorated to formal practices but also it took another approach, becoming incomplete intellectual isolation practicing an overestimated architecture that satisfies free markets requirements which appeared along with the globalization economy. This study attempts to comparatively investigate the variation in some architectural practices as a methodology based on design readings of the previous issues which were characterized of architectural uniqueness and current issues that lack of the existing intellectual references.

Augmented Kierlik-Rosinberg Fundamental Measure Functional and Extension of Fundamental Measure Functional to Inhomogeneous Non-hard Sphere Fluids

From point of view of weighted density procedure, it is guessed that a Percus-Yevick （PY） compressibility excess free energy density, appearing in the Kierlik Rosinberg type fundamental measure functional （KR-FMF） and expressed in terms of scaled particle variables, can be substituted by a corresponding expression dictated by a more accurate Mansoori Carnahan-Starling Leland （MCSL） equation of state, while retaining the original weighting functions; it is numerically indicated that the resultant undesirable non-self-consistency between the PY type weighting function and MCSL type excess free energy density had no bad effect on the performance of the resultant augmented KR-ffMF which, on the one hand, preserves the exact low-density limit of the original KR-FMF and holds a high degree of pressure self-consistency, on the other hand, improves significantly, as expected, the predictions of density profile of hard sphere fluid at single hard wall contact location and its vicinity, and of the bulk hard sphere second order direct correlation function （DCF）, obtained from functional differentiation. The FMF is made applicable to inhomogeneous non-hard sphere fluids by supplementing a functional perturbation expansion approximation truncated at the lowest order with summation of higher order terms beyond the lowest term calculated by the FMF for an effective hard sphere fluid; the resultant extended FMF only needs second order DCF and pressure of the fluid considered at coexistence state as inputs, consequently is applicable whether the considered temperature is above critical point or below critical point. The extended MCSL-augmented KR-FMF is found to be endowed with an excellent performance for predictions of density profile and surface tension by comparing the present predictions of these two quantities with available computer simulation data for inhomogeneous hard core attractive Yukawa fluid and Lennard-3ones fluid.

Global Development Equity： Its Ethical Nature and Historical Construction--With a Discussion of the Essence and Problems of the ＂Theory of China＇s Neo-colonialism＂

Global development equity is a concrete unity of the ethics of rights and responsibilities, modern and historical ethics, subject-centered and ecological ethics, and individual and collective ethics. Its construction requires prolonged effort and a comprehensive grasp of modernity, the laws of social development and the overall logic of social development, as well as an all-around readjustment of concepts, institutions and behaviors. Within the concrete and historical unity of rights and responsibilities, ＂the unity of limited global rights and limited global responsibilities＂ is an important principle for constructing global development equity. Declarations that China is practicing neo-colonialism are in fact inherently associated with Eurocentrism. The peaceful, joint and comprehensive development of China and other developing countries and China＇s historical advancement of global development equity are practical refutations of such assertions.

Toeplitz and Hankel Products on Bergman Spaces of the Unit Ball

The authors give some new necessary conditions for the boundedness of Toeplitz products Tf^aTg^a on the weighted Bergman space Aa^2 of the unit ball, where f and g are analytic on the unit ball. Hankel products HfH9^＋ on the weighted Bergman space of the unit ball are studied, and the results analogous to those Stroethoff and Zheng obtained in the setting of unit disk are proved.

A global empirical model for mapping zenith wet delays onto precipitable water vapor using GGOS Atmosphere data

The importance of water vapor in research of global climate change and weather forecast cannot be over emphasized; therefore substantial efforts have been made in exploring the optimal methods to measure water vapor. It is well-established that with a conversion factor, zenith wet delays can be mapped onto precipitable water vapor （PWV）. However, the determination of the exact conversion factor depends heavily on the accurate calculation of a key variable, weighted mean temperature of the trop- osphere （Tin）. AS a critical parameter in Global Positioning System （GPS） meteorology, Tm has recently been modeled into a global grid known as GWMT. The GWMT model only requires the location and the day of year to calculate Tm. Despite the advantages that the GWMT model offers, anomalies still exist in oceanic areas due to low sampling resolution. In this study, we refine the GWMT model by incorporating the global Tm grid from Global Geodetic Observing System （GGOS） and obtain an improved model, GWMT-G. The results indicate that the GWMT-G model successfully addresses the anomaly in oceanic areas in the GWMT model and significantly improves the accuracy of Tm in other regions.

The Influence of Global Governance upon State Governance

The constant deepening of globalization is bringing all countries into the same global village, and intensified the coordination, interaction and mutual checks of global and state governance. Global governance advocates the whole of the interdependent destiny and common interests of mankind, and the extension of shared national responsibilities, challenges and risks to the whole globe instead of restricting them to certain regions or countries. Global governance is increasingly exerting a profound influence upon state governance in many respects, among them values, concepts, mechanisms, structures and actors, and is giving an external impetus to the modernization of state govemance.
