A visualization system for the official and scientific management has been designed on C++. By this system, the information of database has been shown to users intuitively, which makes it possible for users to be free from the data sea. The system can realize the information mining and the integrated display, at the same time, improve the information’s constructive level and integration degree.

Spatial spillover effects of official development assistance on environmental pressure in sub-Saharan African(SSA)countries

Impoverished sub-Saharan Africa(SSA)is under increasing environmental pressure from global environmental changes.It is now generally accepted in academic circles that economic development in SSA countries can cause environmental pressure in other countries.However,there is research gap on the impact of economic assistance on environmental pressure in SSA countries and whether economic assistance causes spatial spillovers of environ-mental pressure between SSA countries.To better understand the impact of economic assistance on environmental pressures in SSA,a dynamic spatial Dubin panel model was developed.It helped us explore the spatial spillover effects of economic assistance on environmental pressures in recipient countries based on the panel data from 34 SSA countries.The results show that economic assistance had a positive stimulating effect on environmen-tal pressures of recipient countries,which means that the degree of human disturbance to the environment has deepened.Due to the regional correlation effect,neighboring countries were saddled with environmental pres-sures from the target country.Moreover,environmental pressures have time inertia,which can easily produce a snowball effect.The decomposition of effects shows that the impact of economic assistance on environmental pressures is relatively minor.Environmental pressures have spillover effects,so to deal with diffuse risks,joint regional prevention and control policies should be developed.

Investigation on the Benefits and Satisfaction Degree of the Electronic Official Document On-line Submission and Approval System-A Case Study of a Medical Center in Southern Taiwan

Purpose:The aim of the study was to investigate the actual benefits of the electronic official document online submission and approval system and the satisfaction of hospital staff in a medical center in southern Taiwan,and to find out whether there are any differences between medical institutions and general government personnel.Methods:A cross-sectional study was conducted to investigate satisfactory outcome with questionnaires.The subjects were administrators,healthcare professionals and medical personnel of a medical center in the southern part of Taiwan who had signed electronic documents online.A total of 395 questionnaires were sent out,147 of which were valid,and the rate of collecting data survey was 37%.We analyzed with SPSS version 20.Results:The official document approval system was mainly used by administrative units and contractors,accounting for more than 50%of users.Besides,the frequency of use was at least more than once a week.As for the user’s perception of operating system,most people thought that it is easier to choose the format of official document and to set up the duty agent on leave,but in the part of the signing and approval process setting or modifying,it was considered more difficult,accounting for 38.1%.In terms of perceptual usefulness,the average value was 3.81,which showed that the user agreed that the system has met the needs of daily official documents.When some users of service area encountered problems with their use,the clerical staff were able to provide services immediately and have the professional ability to resolve problems,in order to agree to the majority,accounting for 53.7%.In addition,nearly 60%of users rated the official document system positively,with an average of 3.84 satisfaction,which was higher than the certified value of 3,conforming to the standards for satisfaction with the use of official documents.In addition,the role authorization,perceptual easy-to-use and service area were significant(p<0.05).The perceptual usefulness of Subordinate units was also significant(p=0.016).The frequency of use,perceptual easy-to-use,perceptual usefulness,service area and satisfaction were significantly different(p<0.05).The correlation coefficient between perceptual usefulness and user satisfaction was 0.833,indicating that there was a high correlation.The daily usage frequency of contractors was higher than supervisors.However,supervisors had the highest frequency of use every quarter(p=0.135).There was no significant difference between contractors and supervisors in the frequency of use.Conclusion:It is suggested that education and training on the operation of the electronic official document on-line submission and approval system should be conducted,which can enhance the education and training of supervisors and medical personnel.Continually,invite supervisors and medical personnel to provide advices on the official document system as a reference for future improvements of the system.

The Construction of PLA Image in China’s Official Discourse From the Perspective of Positive Discourse Analysis——Based on Government Work Reports Over the Last 15 Years

Government Work Report is essential for domestic and international understanding of China’s national conditions.This paper selects the national defense section in Government Work Reports released by the State Council of the People’s Republic of China over the last fifteen years from 2009 to 2023 as an example of China’s official discourse.From the perspective of positive discourse analysis,the theory of three meta-functions of language proposed by M.A.K.Halliday in Systemic Functional Linguistics is used in this article in terms of transitivity,appraisal,mood,modality,and theme to explore the constructing of the People’s Liberation Army(PLA)image.This study finds that,by using the goals and circumstances with optimistic meaning in material processes,adopting more appreciation in attitude,applying more declaratives in mood,utilizing modal operators with high modulation,and implicit objective modal adjuncts,and employing government-focused themes,China’s official discourse objectively and authentically conveys a positive image of the brave and just PLA both at home and abroad which advocates itself to peace-keeping,and mission-fulfilling.

政府官员直播带货行为可持续性影响因素研究——基于25个案例的模糊集定性比较分析

政府官员直播带货是官员在贫困治理与乡村振兴的现实探索中产生的一种政府创新行为。已有研究较少关注这一创新行为的可持续性问题。本文通过构建“个体-组织-环境”分析框架,运用模糊集定性比较分析方法,对25个县长直播带货的可持续性进行组态分析。研究结果表明,领导重视和贫困县任职是构成官员直播带货可持续性的必要条件。推动政府官员直播带货的可持续路径有4种,具体可归纳为环境-能力-情感推动型、政绩-压力驱动型、政绩-环境推动型、组织-环境支持型。社会群众支持是官员直播带货可持续的重要条件,职务变动并不一定导致政府官员终止其直播带货行为。文章丰富了地方政府创新的理论,更聚焦于讲好中国治理故事,对地方政府官员直播带货现象进行了解释和探讨。

基于WCI的省级公共图书馆微信公众号运营现状与策略

文章运用定量与定性相结合的分析方法,对我国31家省级公共图书馆微信公众号进行网络调研,从整体传播力、篇均传播力、头条传播力和峰值传播力4个维度测算其微信传播力指数(WCI),再结合推文内容综合评价其微信公众号运营状况,提出公共图书馆微信公众号运营策略,即重视推文质量,挖掘地域特色;丰富推文类型,拓宽互动渠道;注重头条建设,增强传播优势。

明代地方公共典礼的庙堂设计

明代地方公共典礼不同于庙堂典礼和庶民礼仪,是指在各府州县乡、都司卫所等地方的公共领域内公开举行的,由地方政府官员主导、官民共同参与的仪式活动。地方公共典礼以仪式展演的方式表达对地方公共事务的关注,于润物无声中指向地方社会秩序的建构。明代的官方礼书、典制类史籍,以及大量官箴书中关于地方公共典礼的集中记载,展现了庙堂设计视角下公共典礼的形成及其内容。具体来讲主要包含3类:一类是官署公式,包括新官到任典礼、朝廷遣使各处开读诏敕典礼、进春鞭春仪、庆典朝贺仪与进表笺仪、日月食救护仪;一类是崇教化类礼仪,包括庙学释奠、释菜与行香礼,以及乡饮酒礼、乡射礼;一类是公共祀典,主要指各级各类坛庙祭祀。这些典礼仪式举行于开放的公共空间,以地方公共事务为内容,体现了地方社会的公共权力,推进了地方公共礼仪文化的形成。对明代地方公共典礼的研究,是理解明代地方社会礼仪秩序建构的重要内容。

中国古代的服制与服色——以职官“四等之服”为例

服色由于其特殊属性而与服制的制定有密切的关系。以职官的“四等之服”为例,通过梳理各类官修史书中的相关记载,结合中国传统色彩观,探讨服色在冠服制度中的表达、变化及其作用。研究表明:职官祭服和朝服在服色表达上更多反映了传统“五行-五色”的色彩观念;祭服自唐代改用青色上衣,朝服经历五色到绛色的变化,常服四等分色后为公服所借鉴;隋唐之前服色用以区分职事的作用更加凸显,品位分等则通过色相和明度区分。

公众号赋能街镇治理的运行逻辑与机制建构——以上海市“美丽N镇”公众号为例

公众号赋能街镇治理既是一种治理模式的创新,亦是基层社会治理发展的一种崭新趋势。公众号赋能街镇治理的运行是技术逻辑、结构逻辑与认同逻辑的有机统一。近年来,作为国内较早提出全面推进城市数字化转型的一线城市,上海市持续探索公众号赋能街镇治理的创新模式,“美丽N镇”公众号正是街镇微信公众号赋能基层治理的典型代表。依照“技术-结构-认同”这样一种三维互动的逻辑框架,“美丽N镇”公众号以信息集散与配赋引导公众的受信模式和行为逻辑,以关系协调与双向互动实现系统性的规范、有序、合作,以组织动员与情感构建打造“治理共同体”。基于此,可以从顶层设计、内容呈现、双向互动、专业建设等维度,分别建构目标和方向精准化、效率和能级高质量、公众与政府良性互动、服务与队伍有效衔接的多维机制,从而助推公众号赋能街镇治理有效实现。

基于三级妇幼保健院应用微信公众号开展健康科普传播状况的调查

目的了解我国三级妇幼保健院应用微信公众号开展健康科普传播的现状,为促进各级妇幼保健机构充分利用微信公众号平台开展健康科普宣传,提高新媒体健康传播效能提供参考依据。方法选取2021年参加全国三级妇幼保健机构绩效考核并有微信公众号的274所机构为调查对象。采用自制问卷,于2022年4—6月通过问卷星向被调查机构的微信公众号负责人进行调查。问卷内容涉及负责人基本情况,以及本机构纳入三级妇幼保健院微信公众号科普作品影响力监测的微信公众号建设和管理情况,科普作品的创作、发布和运营情况,针对用户调查情况等。结果274所有微信公众号的三级妇幼保健院中,67.9%的微信公众号为服务号;98.9%的微信公众号具有健康宣教功能;用户注册数超过20万人的微信公众号占29.2%。各机构微信公众号管理人员数量普遍较少,仅为1人的机构占29.2%,37.9%的机构无专人管理。微信公众号负责人所在科室主要为宣传科(38.7%)、健康教育科(27.4%)及院办(13.1%);负责人专业背景为医学相关专业的仅占36.9%;各机构确定科普作品主题的方法主要为配合科普宣传日(94.2%)、各科室提供(90.1%)、热点话题(81.8%)、根据节气/天气变化(59.5%)等,主题确定来源于用户需求调查的仅为37.2%;科普稿源以相关业务科室提供为主(95.3%);94.5%的机构在科普作品发布前有专人审核。发布的科普作品主要通过院内官方宣传媒体(84.3%)和院内自媒体(77.4%)进行推广,经由辖区妇幼体系推广的机构仅占13.1%。微信公众号运营管理人员主要是本机构专职(47.1%)和兼职人员(49.3%);79.6%的机构无运营经费支持;53.6%的机构设定了科普作品发布激励机制,仅有21.2%的机构开展过微信公众号用户调查。结论绝大多数三级妇幼保健院均能通过微信公众号开展妇幼健康科普传播工作,但普遍缺乏用户调查和对公众号运营的支持,应进一步加强对微信公众号的管理,并充分利用微信公众号开展与用户的沟通及需求评估,从而进一步促进微信公众号健康传播能力的提升。

政府合同概念的体系化重构

现有政府合同管理规范对政府合同的内涵和外延进行了界定,但学理意义上的概念构造尚未完成,“政府合同=行政协议+缔结主体一方为行政机关的民事合同”之结论存在缺陷。通过把合同还原为通用于各部门法的中性工具,将政府合同的研究视角从救济前移至行政过程,政府合同的识别标准被调整为“行政机关与任何主体订立的合同均为政府合同”。以行政任务为出发点,可将政府合同区分为公务型政府合同和管理型政府合同,公务型政府合同可被进一步区分为内部公务型政府合同与外部公务型政府合同。以救济途径为落脚点,可以将政府合同区分为行政协定与非行政协定,非行政协定可被进一步区分为行政协议、民事合同、磋商性文件和劳动人事协议,其中,民事合同和行政协议属于狭义政府合同。将两条基于不同场景的体系化路径进行对接与融合,有助于形成对政府合同概念相对立体的认知,动态还原政府合同概念的全貌。

宋代官衔,是目前宋代制度史研究中新开拓的领域。从宋代帝后、内外命妇、宫人女官的官衔制度这一视角,可以看出宋代官制的复杂性、多样性。皇帝,通常不视为官,实际某种意义上,皇帝也是官,且居于官僚机构的顶端,所以皇帝也有官衔,只是名号比较特殊,显示其至高无上的地位。“皇帝”本身就是一个官号,其生前有尊号或圣号,死后有谥号、庙号。唐宋史称皇帝多用庙号,这就是法定官衔。皇后有官号,尊号有无,视其是否曾垂帘听政而定,死后谥号有二字、四字之别。内命妇,为皇帝姬妾名号之总称,其官衔有等级之分、秩品之差。外命妇官衔可分为公主官衔、卿大夫妻母官衔两类。内外命妇官衔亦特旨移用于宫人女官官衔。皇后、内外命妇、宫人女官的官衔,与文武百官相类,其名号等级分明,官衔成为其特殊身份的标志。

盛京官地之建造用地主要用于官房的修建。官房的修建工作已于康熙年间结束,至道光年间多为官房的维修等事宜。《黑图档•道光朝》中存在许多记载官房管理的相关档案,通过梳理,将其划分为人员管理、日常运营管理与纠纷处理三个方面。本文以《黑图档•道光朝》为基础,结合其他相关史料,论述盛京相关部门对盛京官地之建造用地的具体管理事宜及处理流程,以期为学界进一步研究盛京各部管理盛京官房的具体内容提供借鉴与参考。

新出秦简所见“县官田”是秦代地方公田经营的一种重要方式。“县官田令”中“县官”指的是“县廷”,“县官田”应是属于县廷的公田。从里耶秦简所见迁陵县的情况分析,“县官田”的具体经营机构不是县属“田官”或“田”,而是直属于县廷的“左田”“右田”。秦统一后迅速在新占领地建立统治秩序,地方官营农业提供的物质支撑助力较大。

青海湖官方祭祀的历史沿革与神圣性确立

青海湖官方祭祀是特殊的文化事象,它根植于中华土壤,并从四海祭祀中分离出来成为官方重要的祭祀活动。明清期间,经国家的社会治理后青海湖的神圣性得以确立并开始近祭会盟;民国时期,青海湖官方祭祀不断革新,使其成为环湖地区的特色文化事象。梳理该文化事象历史,认为青海湖官方祭祀虽然是统治者维系统治权的工具,但在促进国家统一、边疆稳定、地方文化发展上发挥了重要作用;是国家意志建构地方文化中的典型;对我们当下如何建设共建、共享的精神文化空间有积极意义。

“党政同责”、官员流动与城市环境监管——来自变更与任期的多维证据

中国地方官员的交流制度深刻影响主政行为。利用2011—2018年262个地级城市数据,区分市委书记、市长角色,通过变更、任期刻画流动,考虑多种交流形式和异质性策略,深度评估了官员流动的环境监管效应,为从政府行为视角理解官员流动的非预期影响提供了多维证据。研究发现,城市党政主要官员之一变更不利于环境监管水平的提升,党政主要官员同时变更或任期增加将提升环境监管力度;城市环境监管效应呈现市委书记为主导、市长协同的格局,2015年“党政同责”制度使该特征更加清晰,长任期情形下党政官员分工与互动能够促进经济环境协调发展。环境监管效应因交流形式、专业背景、是否升迁、有无环保部门任职经历而具有异质性。市委书记流动通过企业数量、产业结构、固定资产投资、外商投资等渠道影响城市环境监管力度。政策启示是应重视党政主要官员之一频繁流动对城市环境监管带来的非预期影响,强化党委对城市环境监管的引领,形成党政协同高效的绿色发展激励格局。

北齐后期发敕、发诏授官及其影响——以《文馆词林·敕上·除授》为中心

《文馆词林》保存的北齐后期皇帝除授官员职务的“敕”分为两类:一为“件授如右”敕,是北齐皇帝对吏部上奏官职拟选名单的批复,它是吏部铨选运作的一个重要环节;二为以皇帝名义发布的除授官员职务敕,它与发诏授官同属官职除授的重要形式,但各有对应的官职除授范围。北齐后期皇帝发诏、发敕授官和“件授如右”敕,不仅与唐代“册授”“制授”“敕授”和“旨授”存在渊源关系,是唐代选授之法的重要来源,而且对唐代制敕授官文书产生了重要影响。

新时代年轻干部成长研究:现状与展望

建设一支贯彻习近平新时代中国特色社会主义思想、符合新时期好干部标准、忠诚干净担当、数量充足、充满活力的高素质专业化年轻干部队伍,事关党的事业发展后继有人和国家长治久安。文章以年轻干部的相关政策文件和文献为基础,梳理了促进年轻干部成长的相关政策举措,并对年轻干部的成长规律进行了总结:干部能力素质必须符合中国特色社会主义伟大事业的发展需要;干部能力素质的提升是一个由量变到质变的发展过程,个人和组织都负有重要责任;理论学习是基础,实践锻炼是关键。从激励机制来看,应坚持激励与约束并重。然而,部分年轻干部的发展存在以下四点困境:佛系心态,为官不为;眼高手低,期望过高;价值观念偏差,公共服务动机缺失;培养机制缺位,干事创业热情不足。因此,要建立一个涵盖培养主体、选任理念、培养体系、管理机制的培养系统。未来要进一步推进对年轻干部的概念指向、成长规律、能力素质、方法论、战略需求导向这五方面的研究。
