文明1(civilized)、文明2(civilization)、文明3(civitas)——论“文明”一词的三种不同含义

学术界对于“什么是文明”存有争议的原因,是把文明(civilized)、文明社会(civilization)和国家(civitas)三个不同的概念混为一谈造成的。“文明1”大致相当于英语civilized(文明的)。文化是人群的生活方式,但是不仅彬彬有礼、琴棋书画、轻歌曼舞、美味佳肴是文化,愚昧粗鲁、恶俗陋习、野风蛮舞、吃糠咽菜也是生活方式,所以文明1不完全等同于文化,而只有被认可与受推崇的文化才被称为文明。无论古今中外,作为文化的文明1都是褒义的,文明1即“文明”的本义,也是对文化的价值判断。“文明2”相当于英语civilization(文明社会),摩尔根用以指称继蒙昧社会与野蛮社会之后出现的、高于蒙昧与野蛮状态的社会阶段。作为社会形态的文明2当然比蒙昧与野蛮社会要进步,但是文明社会并非一切都是文明的,其中充斥着种种不文明的蒙昧与野蛮,所以不能说文明2就是“文明的”社会。“文明3”相当于英语civitas(国家),是中国学者根据恩格斯的“国家是文明社会的概括”得出的概念,系指继部落联盟或酋邦之后出现的社会组织形态。因为不同国家的国体与政体各不相同,有了国家之后并非一切都变得比野蛮社会更文明了,所以作为国家的文明3也不都是“文明的”国家。

基于Dynamo的Revit-Midas/Civil斜拉桥模型信息转换

BIM模型不支持有限元计算,且BIM模型与有限元分析模型数据交互困难,故BIM技术正向设计过程中存在建模效率低、模型修改困难等问题,无法做到BIM结构设计与有限元力学分析一体化,增加了结构模型建模与纠错成本.本文依托Revit和Midas/Civil软件平台,在Dynamo环境下采用IronPython语言设计了一套Revit-Midas/Civil的模型信息转换程序.以博士大桥主桥为对象,通过程序自动实现:1)Revit模型桥梁构件分解、截面特性计算、拉索及梁塔弹性连接处理,并转换成适用于Midas/Civil的语言格式MCT文件,实现了Revit向Midas/Civil模型信息自动转换;2)将有限元计算结果反馈到Revit模型中,对作用效应信息按数值大小赋予渐变颜色,实现了在BIM模型中显示有限元分析结果的展示功能.本文程序可实现Revit-Midas/Civil模型信息转换,有效提高了BIM正向应用效率,弥补了BIM技术在桥梁结构分析方面的不足.

Problem Analysis and Effective Strategies of Ecological Civilization Education for Undergraduates in the New Age

The ecological civilization in the new age is one important aspect for undergraduates.We must enhance the concept of their civilization and improve the quality of civilization.Carrying out ecological civilization education in colleges and universities has a practical significance for enriching the contents of ideological and political education to realize their all-round development.Nowadays,some undergraduates lack awareness of ecological civilization and ignore its importance.For this reason,undergraduates need to pay attention to ecological civilization and improve their own ecological civilization literacy to promote the all-round development in qualities in the new age.This paper mainly analyzes the current problems in undergraduates’ecological civilization education and explores effective strategies to solve the current problems in undergraduates’ecological civilization education.The strategies include integrating ecological civilization resources,innovating methods of ecological civilization,strengthening ecological educator team construction,embodying ecological culture in campus construction and creating the atmosphere,emphasizing innovative practices for ecological civilization,strengthening publicity of social-ecological civilization,and attaching importance to family education of ecological civilization.

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

为加深对土木工程专业术语的理解、促进专业知识学习,引入语义三角理论对土木工程专业术语进行了深层次的探析,构建了学习、掌握与发展土木工程专业术语的新路径。具体要点包括:语义三角形中的“外界物体/实物”对于土木工程专业可扩充为广义“所指”、增加考虑隐蔽型效应与假定;“语言/符号”和“概念/词义”的关系有助于更好地理解“义同形不同”术语;“语言/符号”与“物体/实物/效应/假定”的关系有助于推动专业术语的发展与改进,同时促进新术语的不断产生。

统筹发展和安全中的“民参军”——二战后大国技术发展模式及其启示

促进发展和维护安全是世界各国追求的两项重要目标,而技术的军民融合则是连接发展和安全的重要纽带。二战后,苏联、日本与美国的军民融合实践,分别代表了“旋转耗散”“旋转上升”“旋转下降”以及“旋转环绕”四种大国技术发展模式。这四种模式的不同成效表明,要成功地实现军民技术融合,统筹发展和安全,关键在于“民参军”。“民参军”为军用技术提供了负反馈的制约、互补能力的积累以及持续的资金来源。苏联的困境在于缺乏“民参军”,大量军用技术难以外溢到民用部门,最终导致军用部门也缺乏持续的资金支持。日本的经验是技术从民用部门扩散到军用部门,民用部门推动了军民两用技术的发展。20世纪80年代前的美国,服务安全的军用技术逐步外溢到服务发展的民用部门;在此之后,军用技术与民用技术相互渗透,交叉影响。二战后大国技术的发展模式及军民技术融合的成败为中国推动军民融合、统筹发展和安全提供了重要借鉴。

美丽园区建设的路径研究

建设美丽中国是全面建设社会主义现代化国家、实现中华民族永续发展的重要举措。中国工业园区历经四十多年发展历程,已经成为建设实体经济、引领区域发展的先行者,目前已聚集全国80%的工业企业,推动工业园区建设成为人与自然和谐共生的美丽园区,对我国生态文明建设意义重大。论文回顾了中国工业园区的发展历程,面向新发展阶段存在的新挑战和新机遇,提出了工业园区在新时代需承担的高质量发展使命任务。在此基础上,本文针对园区社会、经济、自然三个子系统,从六个方面解析并详细阐述了中国工业园区打造美丽园区、支撑美丽中国建设的关键内涵。进一步地,根据国家对美丽中国建设提出的目标和计划,结合我国生态工业园区发展过程中形成的实践经验,从八个维度提出工业园区推进美丽中国建设的关键行动,支撑工业园区生态文明建设和美丽中国行动。

生态危机的哲学根源与生态文明的政治哲学维度构建

生态危机的哲学根源来自西方二元主义所导致的对立与异化。二元主义由本体论扩展到认识论,再到政治哲学,在政治关系的两个维度上展现对立:权利绝对优先于权力,导致作为权利主体的人类与作为权力工具的自然万物的对立;权力支配度的不同,导致生态资源在人群中分配极度不均。资本主义政治哲学试图在两个层面维护二元对立,结果加剧生态危机:一方面,主流政治哲学竭力维护异化的合理性;另一方面,改变社会偏好,异化转移,将生产的异化转变为需求的异化。很多人认识到生态危机的这一根源,力求调节和缓和人与自然的二元对立,办法就是弱化人在人与自然关系中的主导地位。近年来,沿这一路径从政治哲学角度探讨生态危机的理论主要有三类,即生态保守主义、生态激进主义和生态国家主义,这些理论并未根本解决二元对立哲学的弊端。只有生态马克思主义既通过对资本主义生产方式的批判而克服了人与自然的对立,又通过对“类解放”目标的坚守而确保了人与自然关系中人类主体地位,将权利与义务统一。生态马克思主义真正提出生态文明得以建立的根本途径:生产领域,停止过度生产;需求领域,遏制无度消费;分配领域,调节生态资源的代内与代际分配;伦理领域,由群体本位走向类本位;制度领域,坚持以社会主义制度为基础建立生态保护和治理机制。

飞行员校企合作人才培养模式研究

随着中国“十四五”民用航空发展规划的提出,中国航空业引来了飞速发展的时期。但制约民航业发展的一个重要因素是飞行员的短缺,而飞行员短缺的根本原因是培养成本高、培养周期长。本文通过对国内外飞行员培养方式的分析比较,构建飞行员培养成本模型,计算飞行员培养成本,总结国内飞行员校企合作人才培养模式的优势与不足。针对目前飞行员培养环节中存在的多元化需求不足、实践风险问题以及培养过程中高成本问题等,提出相应的对策建议,以期提高飞行员的培养质量,助力中国航空业飞速发展。

从“欧洲选择”到“文明选择”--俄罗斯“观念转向”及其对欧盟政策影响

普京就任新一届总统后签署命令通过了《俄罗斯联邦历史教育领域国家政策的基础》,重申俄罗斯是文明国家。随着俄欧关系的逐步恶化,俄罗斯的身份认同开始逐步从欧洲文明一部分的欧洲国家转变为“向东转”的欧洲国家,最终在对乌克兰实施特别军事行动后与欧洲“决裂”,宣布自己为文明国家。在大力推动“向东转”战略、俄乌冲突尚未结束、欧盟制裁仍在加码的背景下,“文明国家”身份的认定从反映俄罗斯文明特色和强化俄罗斯民族意识的概念上升为带有意识形态色彩的身份认同,解决了俄罗斯面临的迫切的身份认同危机问题,有助于俄罗斯统一观念,避免在东西方之间无所适从,重新确定国家在国际上的地位,并使其对西方霸权和现有国际秩序的反抗更加合理。然而,由于根深蒂固的欧洲中心主义思想以及不愿完全依赖中国等因素,俄罗斯仍然希望实现俄欧关系正常化,并在坚持国家利益的前提下发展双方关系。

中国式现代化的新现代性初探

读懂中国,关键要读懂中国式现代化。从世界现代化历史来看,西方率先开启了以资本主义制度为基石的现代化探索,推动生产方式、生活方式等发生深刻变革,形塑了以资本逻辑、工具理性为核心的现代性特征。但与此同时,西方现代性悖论导致了资源的过度消耗和环境的破坏、传统价值与现代价值的冲突、个体与共同体以及主体性与主体间性之间的张力等问题。在反思资本主义带来的现代性悖论的基础上,中国式现代化将价值理性同工具理性、历史理性、理论理性、实践理性有机统一起来,不断创造人民向往的美好生活,在实践中具体地解决促进人的全面发展、全体人民共同富裕所面临的价值难题,从而实现对资本主义现代化模式的历史性超越。中国式现代化是实现国家富强和民族复兴的唯一途径。推进中国式现代化,必须有新的现代性理论框架作为支撑,这样才能确保在现代化建设的道路上既能稳固中华文明根基,又不偏离人类文明发展的共同方向。深入探索新现代性的理论逻辑和实践逻辑,全面而多维度地解读中国式现代化,不仅具有重要的理论意义和现实意义,而且对于促进世界现代化进程和构建人类文明新形态,也具有深远的世界意义。

再论中国历史发展的整体性——兼议对中华文明一体性的意义

健全铸牢中华民族共同体意识制度机制是党的二十届三中全会提出的民族领域的重大改革任务,是学界尤其是历史学界、民族学界的重要研究课题。方国瑜先生1963年发表《论中国历史发展的整体性》的演讲与文章后,1982年又有重要修改,由此与费孝通构成历史学与民族学的学术对话。方国瑜提出“中国历史发展的整体性”,可谓是《中国历史地图集》编绘过程中出现的另一种声音,也可谓是针对把中国史等同于汉族史、历代王朝史的观点提出的第三种命题——中国历史疆域秦汉形成并一直延续到中华人民共和国。据此,其核心思想可以进一步概括为一个范围、两个基点、三个方面,即:中国历史以秦汉以降历代中原统一王朝之经济、文化、政治联系的社会整体为范围,社会整体性以政权统一性为前提,政权统一性以社会整体性为基础,表现为汉族作为中华民族核心与其他各族具有共同利益、汉族文化作为中华文化中心与其他各族文化具有共同文化、边疆与内地具有完全主权三个方面。中国历史的整体性,其核心要义是中国国家的整体性、中华文明的一体性,对于推进新时代民族领域重大改革具有重大实践价值。

新兴领域军民两用技术转移机制、趋势与障碍因子研究

新兴领域军民两用技术的高效转移是形成新域新质作战力量的关键驱动力。通过提炼新兴领域军民两用技术转移的内涵和形成机制,以2015—2021年间145家新兴领域军民融合企业作为研究样本,采用退火算法优化投影寻踪模型及高斯核密度估计分析其演化趋势,通过ICTM分析框架诊断其障碍因子。结果表明:新兴领域军民两用技术的转移通过双螺旋耦合机制和相对技术势差流向机制得以实现;新兴领域技术转移水平呈现上升趋势,存在能力跃迁现象,但不同战区间转移水平差距逐渐扩大,形成明显的“梯型效应”。研究还发现,新兴领域技术转移意愿、军民融合理念、技术要素流动性、保密机制和中介能力是影响新兴领域军民两用技术转移的关键障碍因子。本研究结果丰富了技术转移相关理论,为新兴领域军民融合发展提供参考价值。
