Adjustment of Administrative Divisions and Upgrading of Industrial Structure in Hefei Metropolitan Area:Taking"Partitions of Chaohu"as a Quasi-natural Experiment

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.

Impact of an official accountability audit on industrial structure adjustment:a case study of environmental regulation in China

As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers.

Study of the Optimization and Adjustment ofthe IndustrialStructure Subjected to Water Resource in the Drainage Area of the Yellow River

Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.

Evaluation and Selection of the Optimal Scheme of Industrial Structure Adjustment Based on DEA

in the paper, the advanced assessment method of DEA （Date Envelopment Analysis） had been used to evaluate relative efficiency and select the optimal scheme of agricultural industrial structure adjustment. According to the results of DEA models, we analyzed scale benefits of every optional schemes, probed deeply the ultimate reason for not DEA efficient, which clarified the method and approach to improve these optional schemes. Finally, a new method had been proposed to rank and select the optimal scheme. The research is significant to direct the practice of the adjustment of agricultural industrial structure.

A research on the evolvement of industrial structure and economic growth of He'nan Province,China

This paper, based on the investigation of the statistics in the years of 1980-2005, using Shift-Share Method model, studies systematically the relation between the evolution of industrial structure and regional economic growth in five economic regions in He＇nan to offer the foundation of policy for optimizing the industrial structure and promoting regional economic development in phase, and thereby comes to the conclusions： （1） the industrial structure level of He＇nan, in comparison with the evolution of the industrial structure across the country, remains low, but yet the evolutional tendency of industrial structure in He＇nan complies with the Clark taw of the industrial structure evolution; （2） the spatial difference of He＇nan industrial structure evolution is comparatively large, （3） the evolution of industrial structure in He nan that influences economic growth can be categorized into three types： in eastern and southern regions, the shift-share of the industrial structure is negative, and the shift-share model of competitiveness is negative, in western and central regions, the shift.share of the industrial structure is positive, and the shift-share model of competitiveness is positive; in northern regions; the shift-share of the industrial structure is positive, and the shift-share model of competitiveness is negative： （4） the evolution of industriai structure influences greatly the development of the regional economy of He nan As the results of the researches shown, it can innovation of He＇nan tra：ditional industry with high-tech the vast development of the tertiary industry, the expansion of He＇nan overall level o industrial structure, the growth of deep-processing manufacturing of agricultural products, and the increase of He＇nan agricultural products subsidiary value Will be the strategic choices of the rearrangement of He＇nan industrial structure.

An Empirical Study of the Relationship among Population Mobility Industrial Structure Upgrading, and Economic Growth-Based on the SPVAR Model

Based on the inter-provincial panel data for 31 provinces in China from 2000 to 2019,and incorporating geospatial factors,a spatial panel vector autoregressive(SPVAR)model consisting of population mobility,industrial structure upgrading,and economic growth is constructed.The space-time impulse response function is used to analyze the space-time conduction of exogenous variables on the impact of three endogenous variables.The study found that first,the population influx barely benefited the industrial structure upgrading and economic growth.Second,the upgrading of the industrial structure would aggravate the population mobility in the province,causing low-level laborers to leave the province in shortterm,but in long-term,there would be influx of talents.Third,the economic growth in developed regions plays a significant role in promoting the industrial development of their province and population-rich provinces,but it has less impact on provinces with high-level industrial structure.Finally,policy recommendations are provided in regard to the benign interaction among population mobility,industrial structure upgrading,and economic growth in addition to clarifying the idea of economic development,implementing correct population policies,and promoting the coordinated regional development.

Optimization and competition promotion of industrial structure in Blue Shandong Peninsula Economic Zone

Blue economic zone is a typical regional economic mode,which is specially characterized by marine economy and has multiple economic types coexisting and interacting through integrating marine and land resources.With the continuous progress of science and technology,marine economy as a strategy to promote economic development is approved in many countries.The Blue Shandong Peninsula Economic Zone(BSPEZ) reflects the local demands of economic development,and its upgrading and enhancing competitiveness of the industrial structure is also of obvious significance for enhancement of the development of eastern China and the national marine economy.This paper thinks that the BSPEZ has many advantages,such as unique marine economy,growing high-tech industries,more and more mature industrial system,advancing technological innovation,and outstanding big enterprises,large projects and regional bright brands,but it is also facing problems of low industry cluster,similar industrial structure with each other,still weak technological innovation.So we put forwards the basic approaches to upgrade and enhance the industrial structure:transforming and upgrading the traditional marine industries with advantages,accelerating the development of new marine industries and high-tech industries,integrating marine and land industry,and promoting the rational system arrangements.

Research and Practice on the Construction of Professional Cluster in Application-Oriented Local Undergraduate Universities:Taking Environ-mental Chemical Engineering Professional Cluster in Pingdingshan University as an Example

Based on the analysis of the importance of professional cluster construction by ecological theory,with the change of social demand for talents,this paper explores the practice of environmental chemical professional cluster construction in Pingdingshan University,including gradually perfecting teaching conditions and reforming teaching mode,breaking through the limitations of resources,integrating the boundaries of colleges and departments,integrating multiple resources,innovating systems and mechanisms,reconstructing professional clusters,decon-structing professional connotations,reorganizing curriculum systems,etc.,in order to better build the ecological chain network of education in application-oriented colleges and universities,realize the deep integration of industry and education,train future-oriented interdisciplinary applied talents of new engineering,and realize the construction of characteristic professional cluster in application-oriented colleges.

Empirical Study on Effect of Industrial Structure Change on Regional Economic Growth of Beijing-Tianjin-Hebei Metropolitan Region

Based on the data of gross domestic product(GDP),industrial added value and the proportion of industrial employees from 2000 to 2008,this paper studies the effect of industrial structure change on the regional economic growth of Beijing-Tianjin-Hebei Metropolitan Region in China using the shift-share method.The results show that:1) In the 21st century,the industrial output of three industries,namely,primary,secondary,and tertiary,and the GDP grew rapidly in the study period.The tertiary industry grew the fastest;it had the largest contribution to the GDP and mean-while had become the most competitive industry in the metropolitan region.2) The development of cities within the region was not balanced.Firstly,compared with Tianjin,Beijing,as one of the two core cities,was more rational in the industrial structure.Secondly,the surrounding eight cities,which are Shijiazhuang,Qinhuangdao,Tangshan,Langfang,Baoding,Cangzhou,Zhangjiakou,and Chengde,were all uncompetitive than the two core cities.3) There was a great industrial gradient in the region(especially between the two core cities and the cities of Tangshan,Baoding,Zhangjia-kou,Chengde,Cangzhou,and Langfang).As a result,it is foreseeable that the industry transfer in the Bei-jing-Tianjin-Hebei Metropolitan Region will be one of the trends in regional development,and the industry transfer is inevitably to promote the regional integration.

Agricultural Production Structure Adjustment Scheme Evaluation and Selection Based on DEA Model for Punjab(Pakistan)

DEA is a nonparametric method used in operation researches and economics fields for the evaluation of the production frontier. It has distinct intrinsic which is worth coping with assessment problems with multiple inputs in particular with multiple outputs. This paper used D~ C2 R model of DEA to assess the comparative efficiency of the multiple schemes of agricultural industrial structure, at the end we chose the most favorable also known as ＂OPTIMAL＂ scheme. In addition to this, using some functional insights from DEA model non optimal schemes or less optimal schemes had also been improved to some extent. Assessment and selection of optimal schemes of agricultural industrial structure using DEA model gave a greater and better insight of agricultural industrial structure and was the first of such researches in Pakistan.

Assessment on Different Schemes of Industrial Structure Adjustment Based on DEA

DEA is a new research field in operations research. It has unique virtues in dealing with assessment problem with multi-inputs especially multi-outputs. In this paper, DEA model of D?着C2R has been applied to evaluate the relative efficiency of several different schemes of industrial structure adjustment of agriculture and finally select the optimal scheme. Furthermore, the inferior scheme has been improved according to some useful insights got from DEA model.

Optimal Scheme Selection of Agricultural Production Structure Adjustment——Based on DEA Model; Punjab(Pakistan)

This paper used the modern evaluation method of DEA （Data Envelopment Analysis） to assess the comparative efficiency and then on the basis of this among multiple schemes chose the optimal scheme of agricultural production structure adjustment. Based on the results of DEA model, we dissected scale advantages of each discretionary scheme or plan. We examined scale advantages of each discretionary scheme, tested profoundly a definitive purpose behind not-DEA efficient, which elucidated the system and methodology to enhance these discretionary plans. At the end, another method had been proposed to rank and select the optimal scheme. The research was important to guide the practice if the modification of agricultural production industrial structure was carded on.

A SIMULTANEOUS APPROACH TO WATER - RESOURCE PROTECTION AND ECONOMIC STRUCTURAL ADJUSTMENT—A Case Study of Guanzhong Region in the Huanghe River Basin, China

A regional multiple objective water resource and economic optimization model was developed using a quantitative method of systematic analysis. Input to the model includes indexes of economic structure and development, water resource utilization, wastewater and pollutant discharge, and investment in wastewater treatment. The model, which consists of production structure and industrial structure optimization modules, was applied to the Guanzhong region in the middle reaches of the Huanghe (Yellow) River basin in China. By evaluating several alternative production and industrialization schemes, the modal indicate that water pollution will get worsen though wastewater treatment improves if the economy continues to develop at the planned speed without structural adjustment. However, the results also show that not only economic goals but also water resource protection and pollution control targets can be achieved under an alternative, recommended production and industrial structure. This example illustrates that economic development and environmental protection can be improved coordinately by the regional multiple objective water resource and economic optimization model. It provides an operable approach to the simultaneous sustained development of water resources and economic growth.

Its pure technological exportrate is only 2 percent of the total.Therefore,along with thetransformation of the mode ofgrowth of China’s nationaleconomy, a corresponding growthmode transformation should takeplace in its foreign trade sector,and it is necessary to achieve asignificant change in its importand export product mix.

Economic Growth and Interaction between Financial and Industrial Structure - Empirical Analysis on Provincial Panel Data

In recent years, China's economic growth speed has been slowing down, leading to the problems of overcapacity and unbalanced regional economic development, and the mismatch between industrial and financial structure is becoming intense. Therefore, this paper, starting with the relationship among economic growth, industrial structure and financial structure, summarizes the research by the former scholars. On this basis, by using data of 31 provincial panel data in China from 2007 to 2016, the article aims to find out the relationship between the industrial structure and economic growth, the relationship between the financial structure and economic growth and the relationship between the interaction of financial and industrial structure and economic growth. Finally, the corresponding policy recommendations are obtained following the systematical empirical conclusions. The conclusions of this paper are as follows:(1) developing indirect financing mode can effectively drive China's economic growth.(2) continuing to develop the second industry can play a catalytic role in the economic growth in most areas of China.(3) the interaction between the financial structure and the industrial structure can promote the economic growth significantly. However, the matching effect of the financial structure and industrial structure in China has not been completely formed, and the industrial upgrading should be guided to be structurally reformed through the policy.

Based on the model, it can make a performance evaluation for the internal industrial structure adjustment of the industrial enterprises and also it can evaluate the performance of the industrial structure adjustu^ent of different industries.
